Total Stories: 1 Story (Max Height 19’9”) Proposed Parking Spaces: 9 (8 Standard, 1 Standard Accessible) Each Past Meeting Dates Most currently, CDOT’s project team met with the City of Fort Collins on December 8th, 2020 to discuss project requirements and the SPAR process Additionally, CDOT’s project team had met with the City of Fort Collins on the following dates as well: • 11/5/2020 • 11/24/2020. Project Description As a part of the I-25 North Express Lanes Design-Build Project, CDOT is planning to demolish the existing northbound and southbound Port-of-Entries (POE) and construct new ones located approximately 2,600 liner feet south of the existing structures. Existing frontage roads will be relocated, and new infrastructure will be installed to support the new POEs. New infrastructure will largely mimic that at the existing facilities, each side will include an operations building, employee parking access from the frontage roads, a static truck scale, truck bypass and parking lanes, a truck inspection area, and storage/operation areas accessed from I-25. As with the existing POE, the southbound POE will include a covered inspection structure. Port-of-Entry Operations The Port of Entry exists to encourage and promote the safe operation of commercial motor vehicles in a manner that safeguards the motoring public while protecting the state’s infrastructure through uniform practices and enforcement procedures. The unit is also responsible for the collection of taxes, the issuance 900 W. The unit assists in establishing and maintaining effective commercial vehicle operating standards, enforcement practices, strategies, and penalties that provide the basis for uniformity in the enforcement community and compatibility with industry partners. The unit enforces laws, rules, and regulations concerning commercial vehicle operation while collecting fees and taxes and providing effective customer service. Port-of-Entry Exteriors To facilitate the POE operations, sightlines to I-25 and to the scale are required. To comply with this, the front of the building is cladded with windows to maintain sightlines. CMU veneer was used along the office part of the building to the height of the windows to maintain a constant visual que. Metal panels were used from the top of the CMU veneer to the peak of the roof to provide another visual que that follows the slope of the roof. The roof was slopped from the back of the building up towards the front to allow windows to be placed in the front and bring in more natural light into the workplace. Site Design Grading and Drainage The relocated POE facility is being designed as a part of the larger I-25 Design-Build project. This includes continuing the widened highway to and through the POE facility and incorporating the drainage of the highway and relocated Frontage Roads into this design. Overall, the roadways were maintained at a 2% cross slope as per current standards unless required otherwise in the vicinity of the scale lanes and buildings or the operations of the POE. Storm runoff is captured in trench drains, inlets, and channels and conveyed to storm pipe systems and to flow attenuation areas prior to being released offsite. Access and Parking As a part of the I-25 project, new slip ramps will be installed to facilitate access by trucks to the POE facility for daily operations. All access from the Frontage Roads to I-25 will be restricted and blocked off. Parking for the POE employees will be accessed by the East and West Frontage Roads. A total of 8 parking stalls plus 1 handicap accessible stall was directed by POE operations for design and was incorporated into each POE. Trash operations will run through I-25 as it currently does. Inspection Structure Due to the need to inspect certain materials that enter the State of Colorado, a covered inspection structure is needed only on the southbound POE. The existing POE inspection structure is a white fabric covered metal frame structure, approximately 100’ long, 35’ wide, and 26’ high. Current design of the new structure is a metal structure with similar dimensions, painted/colored to use similar colors as the new operations buildings. The structure utilizes a concrete Type 9 barrier shape wall as a part of its foundation to protect the above superstructure. A shallow peaked roof is also used to minimize overall height. 900 W. Utilities As a part of the larger I-25 Design-Build project, utilities in the area are currently being relocated to support the POE, relocated Frontage Roads, and the widened highway. Water supply to each building will be accessed from the relocated East Larimer County Water District water line that runs along both frontage roads. Power will be supplied by Xcel and is also currently running down both frontage roads. An on-site septic system is designed for each POE for sewer service and a permit will be acquired through Larimer County. Development Schedule In order to meet the overall I-25 Design-Build schedule, the following schedule is needed for the POE package. January 11th, 2021 – Pre-RFCs Submittal to CDOT for approval February 15th, 2021 – Final RFCs to CDOT for approval and advertise POE Construction Package for bid April 1st, 2021 –Award POE Construction Package & start Material Procurement May 1st, 2021 - Start POE Construction Permits are to be acquired prior to May 1st, 2021 by the Design-Build Contractor (JV) Early, 2022 – POE Construction Completion
