HomeMy WebLinkAboutKING SOOPERS #146 MIDTOWN GARDENS MARKETPLACE - PDP200012 - SUBMITTAL DOCUMENTS - ROUND 2 - RESPONSE TO STAFF REVIEW COMMENTSOctober 7, 2020 City of Fort Collins Department of Planning and Zoning RE: Proposed King Soopers New Store KS146 – Fort Collins, CO CR 520329 To Whom it May Concern, The following letter contains comments to the first round of comments received from staff on the KS146 Midtown Gardens project dated August 21, 2020. Please refer to the accompanying architectural elevations, plans, and details for additional information. The responses below are to those architectural in nature. Please refer to the document from Galloway for all other responses. PLANNING SERVICES Comment 20 Response: Please refer to revised design and additional annotation added to show façade length and depth from the main wall. Calculations have been added to the elevations to indicate the required projections based on length and the actual provided number. The main building plane is indicated by the 0” tag. All other tags represent the projection or recess from that point. Those individual projections are added up to equal the 3% required changes. Comment 22 Response: The design of the main vestibule massing has been revised to be broken into three main components with plane changes. No continuous surface exceeds 30’ without a change in material or plane with the exception of the area for the main sign panel. This field will be interrupted by the King Soopers sign which projects out and will vary in color from the material behind. Comment 23 Response: The height of the main roof is 24’-0” AFF. This would allow for a maximum parapet height of 32’-0” and an average parapet height of 27’-6” AFF. The tallest non- sloping parapet is 31’-6” and the lowest is 25’-4” along the front. Wall sections have been added to show the two typical wall profiles used and how the 3D cornice is achieved. Dimensions have been added to the elevation to indicate roof overhangs and larger projections. A gable roof element has been added to the main roof line to satisfy the need to a second roof style. Comment 24 Response: The stone has been revised to a lighter blend (Chardonnay) that more resembles other projects built in the area. Some darker/gray masonry materials have been adjusted for the shift in color palate. King Soopers KS146 – Fort Collins, CO CR Commission/Project No : 520329 October 7, 2020 Page 2 of 3 Comment 25 Response: The entry on the southern end of the east elevation has been moved to the eastern end of the south elevation. The entrance is commonly referred to as the Grab-N- Go and is used to access the exterior/interior seating, Starbucks, and made to order foods checkout. Comment 27 Response: The canopies on either side of the main vestibule mass have been extended out 30’ from the entry point. The canopy reduces in footprint as you get further away from the building but maintains at least a 30’ weather-protected path for customers. Comment 29 Response: Its our belief that the intent of this section is to place the primary entry of the building on the main thoroughfare. While the main doors into the store are not parallel to College, the entry vestibule is on the east side of the building facing college. The choice for the main entry doors to not face the main parking area is one of safety and liability. The current design allows for more area for people to navigate in and out of the building with carts prior to crossing traffic. Having doors on the front face would limit the room for people to react prior to entering the parking field. Comment 30 Response: Refer to comment 23 response. The gable slope has been set at 4:12 in order to keep the maximum roof height under 40’ and more in line with the scope of the building. Comment 32 Response: Please refer to revised design and additional annotation added to show façade length and lengths of elements included in the calculations. Calculations have been added to the elevations to indicate the required length and the actual provided number. The following building elements were taken into consideration as a part of this count as indicated in section G: storefront windows (vision and spandrel), masonry inserts acting as faux windows, trellises, canopy projections, and enhanced landscaping. This standard is applied to all sides except the north which is not pedestrian orientated. Comment 34 Response: This area of the design has been revised. Comment 35 Response: Please refer to the preliminary wall section and relief study provided. Vision windows will be center-glazed aluminum storefront systems inset 5” from the face of the opening. Comment 39 Response: Please refer to revised design and entry perspective views for the inclusion of the flowing design elements: entry canopy, prominent raised roof forms varying from the adjacent wall, display windows, and low wall landscape areas. The overall height of some canopies and large elements has been reduced to come closer to a human scale while still maintaining an appropriateness for this large of a building. Extra consideration was given to landscaping and amenity placement within the curb line. INTERNAL SERVICES Comment 1 Response: Per sections 507.2 and 507.2.1 of the 2018 IBC, the 60 foot limit to property lines for an unlimited area building may be reduced if the building fronts a public way or the distance can be reduced to 40 feet if all the provisions of 507.2.1 are meet. The main provision being rating the exterior walls and openings for not less than 3 hours. If the building cannot be adjusted on the site to achieve the 60 foot open yard, this compliance path will be taken.
