HomeMy WebLinkAboutCAMPUS WEST TEXACO NON CONFORMING USE - 47 90 - CORRESPONDENCE - STAFF'S PROJECT COMMENTSDevelopi it Services Planning Department C C December 3, 1990 Glen Werth 1015 South Shields Street Fort Collins, CO. 80521 Dear Glen: City staff has reviewed the revised plans for the Campus West Texaco, Non -Conforming Use request, and has the following comments to offer at this time: I� A note should be added to the Site Plan and the Landscape Plan stating that the existing 9� and proposed landscaping will be maintained as part of this use and replaced if it becomes necessary. It is important, without an automatic sprinkler system in place, to assure proper watering and care of the plant material. 22 The 35' Dedicated Right -of -Way as shown on the final Plat of Campus West Texaco Subdivision must be shown in identical form on the Site Plan and Landscape Plan. The existing platted lot goes to the centerline of South Shields Street with the new pla, dedicating 35' of street ROW back to the City. All the plans must be consistent and reflect the correct information. 3� Revisions to the drainage plan and report must be submitted to City Stormwater Utility as soon as possible, specifically addressing the off -site drainage easement concern; also, please return the redlined copies of the original drainage plan and report. The addition of the two raised planting beds at the northeast and-setHkes-corners of p the site significantly improve the visual character along South College Avenue. Please consider enlarging the planters, especially the two at the corners, to create a greater impact. They could be extended to the west into the property another 8'-10'. It must be clearly marked �K with an above ground sign to assure that it is always visible. It appears that the space at the southwest corner of the site is large enough and is intended to be for the handicapped. G/ T_Aa/Li+N 0 Building elevations for the addition, giving architectural intent including materials and colors, should be submitted. The maximum building height should be indicated on this plan. 7 / An overall utility plan is needed for this site, showing all the existing water & sewer mains and existing & proposed services. A letter addressing the criteria for a Non -Conforming Use Review should be submitted: a. The nature of the proposed expansion or extension. V1� b. The size of the proposed expansion or extension. c. The difference in the degree of use of the non- conforming use as a result of the proposed expansion or extension. d. The reasons for the proposed expansion or extension. e. The overall impact of the proposed expansion or extension on the surrounding property. This concludes staff comments on the revised plans for Campus West Texaco. Please be aware of the critical dates to stay on the agenda for the December 17, 1990 Planning and Zoning Board hearing: PMT's, colored renderings, 3 copies of revisions are due December. 10, 1990 Final documents are due December 13, 1990 by 12:00 noon.
