Drake Road, #405 Fort Collins, CO. 80526 Dear Jim: This letter is in response to our meeting of this morning concerning the revisions to the Preliminary PUD submittal material for the Knickers Inc., Louden Creek Golf Center. I would like to reiterate the points of discussion and submit them to you for review. The existing sign at the east edge of this property does not meet the City sign code and must either be eliminated or modified,- if it can be, to comply with code. A sign on this street frontage can be no taller than 24' above street grade. Due to the relationship of this property to the street, from an elevation standpoint, tht existing sign is out of compliance. Also, the setback will have to be looked at. A variance could be requested and possibly granted in light of the circumstances. I suggest we discuss this concern with Dan Coldiron in Zoning. His number is 221-6760. 2.. My understanding is that City Light & Power will not require undergrounding of electric at this time due to your current load requirements not changing. At such time you increase your demands or the City determines that undergrounding should occur, that is when the status will change. 3. Fort Collins -Loveland Water District and South Fort Collins Sanitation Districts presently serve this property. -You indicated tome that you -have -had -conversations —with Terry Farrill and feel that existing water and septic sewer systems are sufficient for the proposed uses. The revised Site Plan shows a 20' wide water line easement from the. highway to the fire hydrant location on -site. This easement does not yet show up on the Plat or Utility Plans. 4. You informed me that the Louden Ditch Company Board has been contacted and that this project is receiving full Board support. It is my understanding that the Planning Department will receive a letter and Easement Agreement from the Board for their ditch that bisects the property. 5. Site drainage flow directions, flow rates, and detention volumes are to be shown on the revised Drainage Plan, not Site Plan. 281 North College Avenue • P.O. Box 580 0 Fort Collins, CO 80522-0580 • (303) 221-6750 6. I understand that the Erosion Control Plan will be addressed at the time of Final review. 7. The sidewalk issue is still of concern. An approximate sidewalk location/alignment should be shown on the plans with mitigation measures for the interface with the wetlands and drainage facilities, if possible. You could . specifically define the anticipated timing relative to need for a sidewalk, if any, and include this information on the Site Plan and Utility . Plans. Documenting the position that the Colorado State Highway Department is apparently taking would be beneficial here. 8. The existing culvert under Colorado Highway 287 limits the outflow of this site to less than the 2 year historic release rate. There are cases similar to this where the site release is less than the allowable rate because of system restrictions. The end result is that the 100 year developed flows are to be detained and released at the 2 year historic rate or the downstream system allowable rate. Overtopping of Colorado Highway 287 for the 100 year (or even smaller) event is not acceptable. The initial drainage report indicates that the highway would be overtopped and it is not clear as to what is being proposed. A revised Drainage . Report and Plan is necessary to review before _this request goes before the Planning and Zoning Board. 9. Revised Utility Plans must be submitted showing all existing and proposed utilities, driveways, parking and access solutions that include the intended surfacing treatment, easements, and generally all improvements to be made to the site. The turnaround for fire access in the center of the development is not yet shown on the Utility Plans. 10. Site lighting as intended should be shown or described on the Site Plan. 11. The Preliminary Plat includes the Louden Ditch alignment and description, and the drainage easement and description by the highway. The highway ROW and adjacent utility easement must be clarified. The 60' width, as shown, is not a drainage, utility, and access easement. Also, understanding that the services to this site are existing, it is necessary to show all utility, drainage, and access easements that presently, exist. This property has not been platted previously; therefore, this plat must reference and convey all these easement and ROW requirements. 12. The Landscape Plan as submitted shows a total of 16 new trees and 6 clumps of pampas grass for the entire 3.4_acres. I understand that there is substantial existing vegetation on the site; however, the majority of that vegetation is very old-C&Conwood—trees .that occur predominantly around the complex of buildings and along the Louden Ditch. What provisions are being made to replace these trees as they begin to disappear? We may be able to take this plan to the Planning and Zoning Board with the proposal as is at preliminary with all concerns to be resolved at the final review level. If that were to happen, it would be your responsibility to defend this position to the Board because the - staff thinks that landscaping, in the form of plant materials and earth forms, is important to a use of this nature. The periphery of the course is most critical, with emphasis on the areas to the north, along the highway frontage, and around the ponds and wetlands. 13. I think it is important to discuss with.Tom Shoemaker, Natural Resources Department, just what is involved with the enlargement and improvements of the ponds and wetlands. Tom may be reached at 221-6600. 2 The PMTs, renderings, and final revisions are due Monday, April 15 (as per Development Review Schedule), to stay on the agenda for the April 22 Planning and Zoning Board hearing. Under the circumstances, it is necessary to have all revisions and information submitted by Wednesday, April 17, to move ahead for Board review. The items to be submitted are: 1. Revised Site Plan - ( 3 copies ) 2. Revised Landscape Plan - ( 1 copy ) 3. Revised Utility Plans - ( 1 set ) 4. Revised Drainage Report and Plan - ( 1 set ) 5. Revised Plat - ( 1 copy ) 6. Traffic Impact Study - ( 1 copy ) 7. PMTs as necessary 8. Renderings as necessary Please call me at 221-6750 if you have any questions concerning these comments.
