Steve Olt, Fort Collins Planning Department Fort Collins Transportation Department Matt Delich April 19, 1991 Subject: Knickers Golf Center traffic analysis (File #9121) This memorandum documents the site access for a parcel of land proposed for a golf center use. It is located on the west side of U.S. 287 between CR 32 and CR 34. Specifically, it is located just south of "Carolyn's Cuisine." The following points are addressed in this memorandum: - Current/future traffic - Trip generation - Trip distribution - Intersection operation - Geometric requirements Current Traffic U.S. 287 is a four lane north/south arterial connecting Fort Collins and Loveland. This area is within the city limits of Fort Collins. There is a painted 14 foot median throughout this segment. There is curb and gutter on both sides of the road with a 10 foot shoulder lane. This shoulder lane serves as a continuous acceleration/deceleration lane. However, at specific higher use accesses, the acceleration/ deceleration lanes are painted on the pavement. The posted speed limit is 55 mph, with reductions to 45 mph approaching signalized intersections. Information from the 1990 CORIS Report from the Colorado Department of Highways indicates that the current daily traffic in this segment is 18,200 vehicles. The design hour volume (DHV) factor is it percent. The directional split is 60/40. The truck factor is 4 percent. The 20 year projection factor is 2.0, indicating that traffic is expected to double in 20 years. Evaluations were performed using three future years: (1) 1991 - operation of the miniature golf and practice range; (2) 1995 - operation of the miniature golf, par 3 course, and practice range (full development); and (3) 2010 - full development. The future daily volumes on U.S. 287 used in the following analyses are: (1) 1991 - 18,840; (2) 1995 - 21,660; (3) 2010 - 36,400. Factors provided in the CORIS Report were used to derive hourly volumes. Trip Generation Trip generation is usually determined from Trip Generation, 4th Edition, ITE, 1967. However, the proposed uses are not listed in this reference. Therefore, data was obtained from similar uses to develop the expected trip generation. The sources used were the Fort Collins Putt -Putt on SH 14 and Link-N-Greens on Lincoln Avenue. These sources stated that the average daily vehicle count for their respective facilities were .20-50 and 25-100. This combination of facilities has all the activities (miniature golf, practice range, and par 3 course) that are planned at the proposed facility. Using the high end of the range, the daily vehicle count for patrons would be 150. This results in a total of 300 trips per day. Employees of the golf center would likely contribute 30-50 vehicle trips per day. The peak hour of the facility is likely to occur between 6:00 PM and 8:00 PM during the summer. It is assumed that a given group of patrons who play together will be in the same vehicle. It is further assumed that there will be one group on each miniature golf hole (18), one group on each par 3 hole, and 26 people on the range (2 persons/car). This results in a peak hour capacity of 40 vehicles at a given time. For analysis purposes, it is assumed that during the peak hour there would be 40 vehicle trips in and 40 vehicle trips out. Table 1 shows the daily and peak trip generation used for the following analyses. This trip generation is considered to be a conservative (high) estimate. Trip Distribution All trips were distributed to U.S. 287. Since the larger urban area is to the north, traffic was split 60 percent to/from the north and 40 percent to/from the south. --- Trip Assignment Peak hour trip assignments were performed for three future years and two levels of development. Figure 1 shows the peak hour assignment with the miniature golf and practice range, and with the 1991 projected DHV on U.S. 287. Figure 2 shows the peak hour assignment with full development of the golf center, and with the 1995 projected DHV on U.S. 287. Figure 3 shows the peak hour assignment with full development of the golf center, and with the 2010 projected DHV on U.S. 287. Intersection Operation Table 2 shows the intersection operation at each of the analyzed future years. Operation is acceptable for all movements except for the eastbound left turns. Acceptable operation is defined as level of service D or better. The level of service E operation occurs because of the high volumes on U.S. 287. This combination of peak hour traffic for the proposed use and DHV for the street will likely never occur. Therefore, the operation during all periods of a given day will be better than that indicated on Table 2. This type of analysis is mandated by requirements of the State Highway Access Code. It is likely that the typical operation for each movement could be at least one level of service category better than those indicated in Table 2. The peak hour of the proposed use does not occur at the same time as the peak hour of the street. Geometric Requirements Based upon the 1991 traffic assignment and Section 4.7 of the State Highway Access Code, a southbound right -turn deceleration lane and a northbound left -turn deceleration lane will be required upon the opening of the golf center. These can be provided with re -striping in the existing west side shoulder lane and in the existing median. By the opening of the par 3 golf course, a southbound right -turn acceleration lane will also be required. This lane can be provided with re -striping in the existing west side shoulder lane. The southbound right -turn deceleration lane should be 450 feet with a 22.5:1 taper, assuming a 15 mph turn. This length will almost reach the existing access of "Carolyn's Cuisine." The northbound left -turn deceleration lane should be 485 feet with a 22.5:1 taper. The southbound right -turn acceleration lane should be 960 feet with 22.5:1 taper.
