RE: Fort Collins Maintenance Facility PDP Resubmittal
Dear Rex,
Attached are the revisions to the PDP based upon review comments from the City
of the original submittal, dated May 6, 1998. Included with the resubmittal are th
from the City's original review. In several cases, the comments have been addres
upon feedback from CDOT and Jack Gianola, City of Fort Collins Special Projec
for the adjacent City Salt/Sand Facility on Lot 4B. It is our understanding that th4
PDP will be reviewed with an eye toward the interrelationship between the Maint
Facility (Lot 4A) and the Salt/Sand Facility (Lot 413). Coordination relating to lai
utilities, access, fencing and circulation has been conducted with Mr. Gianola anc
representatives to insure that the site operates appropriately and so that review co
adequately addressed.
Per my discussion with Mr. Ted Shepard, City of Fort Collins Planning, we have
following number of sheets and documents for resubmittal:
• Utility Plans - 12
• Drainage and Erosion Control Report — 2
• Subdivision Plat — 12
• Architectural Elevations — 2
• Landscape Plans — 12
• Final Site Plans — 12
• Lighting Plans — 2
Following are responses to the comments received from the City in their review
submittal of the PDP. Also attached are copies of their comments for reference.
Response to June 10, 1998 Review Comment letter from Mike Ludwig, City
1.a. General note included.
1.b. Total areas of categories included.
2. Electric coordination will be conducted by CDOT and the City of Fort C,
Facility with the Light and Power Utility.
3.a. Drive is a fire access that meets requirements (see attached graphic). Do
west building elevation.

3.c. Building envelope included.

4.a. Site meets fire access requirements.
4.b. Building will be designed as fire contained.
4.c. Fire lane around building will accommodate inside radius of 20' and outside radius of
40'. (See attached graphic)
4.d. Building is within 300 feet of the fire hydrant.
5.a. Parking lot designed with appropriate parking space for handicap and with 2% max.
slope on access aisles.
5.b. See 4.b.
5.c. Building will be designed to comply with Fort Collins Energy Codes.
6.a. The north and south side of the access road are contained in Lot 4B and thus this
landscaping is not included in this Lot 4A site.
6.b. Per your direction, we have included vinyl coated chain link fence placed on the lot
line with landscaping placed inside the fence.
6.c. Proposed spacing has been revised.
6.d. Per your direction, we have not included a sidewalk from Linden Street.
6.e. A 6' sidewalk has been included on the north side of the parking lot.
6.f. Patterned colored concrete crosswalks have been included.
6.g. Curb cuts and ramps have been included.
6.h. The parking ratio is 0.75 spaces/employee.
6.i. Drive aisle has been revised to 20'.
6.j. Lighting levels on the south lot line and the east lot line (adjacent to Lot 4B) are
acceptable to Jack Gianola, City of Fort Collins Special Projects Manager for the
adjacent City Salt/Sand Facility on Lot 4B. Lot 4B will have similar lighting
requirements. Along the north lot line, there is a railroad right of way which is
slightly impacted by the lighting levels. The proposed lighting levels are consistent
with an industrial facility site.
6.k. Roof color revised to beige.
6.1. Planning certificates and signature blocks have been revised.
6.m. Attorney certificate included in Plat.

Response to Engineering Comments
1. Jack Gianola has stated that temporary construction easements will not be necessary
to work in Lots 4B and 5A.
2. Location of berm is shown on the Grading, Drainage and Erosion Control Plan.
3. Note regarding asphalt repair area included.
4. Detail of area inlets has been revised.
5. Storm sewer is 2 feet north of the south utility easement line. South of the utility
easement is a multi -use access easement, therefore 10' clearance from easement line
is not provided.
6. Plan has been revised.
7. RCP is Class III.

A drainage summary table has been provided.
The limit of grading for Lot 4A shall be contained with the temporary easement.
Revised design point numbering for clarification.
The grading plan that has been prepared should be sufficient to construct grading
appropriately and we feel that creating another plan with spot elevations is not
warranted. We did add spot elevations to the current plan.
A-3 historic is greater than A-3 proposed and the flow data is shown on the plan.
Construct a berm to keep lot 5A drainage away from the swale.
All of the 2-year flows will be intercepted by the inlets without any bypass. The 100-
year flows however will surcharge the system, and the majority of the 100-year
runoff will flow to the east.
East Vine Streets Facility P.U.D. provided the basis for the development of Lot 4A.
The development of Lot 4A is consistent with the P.U.D. based on comparing runoff
coefficients for the site.
Yes, backwater conditions will occur until such time that the 100-year runoff will
flow to the east on the surface.__ _--
We have added a concrete drainage pan along the west swale and one along the
roadside swale to the east of the driveway.
Erosion/Sediment Control comments
1. Word "native" delete.
2. A more detailed Erosion/Sediment report has been provided.
3. Erosion Control Performance Standard, Effectiveness Calculations and Erosion
Control Cost Estimate are included. The project schedule is included on the erosion
control detail sheet.
4. Standard notes included.
5. A small portion of the site will drain to the north, per basin A-3. Also, the silt fence
will provide additional wind erosion control benefits.

Response to Water and Wastewater Utility Comments
1. Representatives of Muller Engineering and CDOT met with Roger Buffington on
Sept. 17, 1999. The following issues were discussed and agreed upon:
a. Utilities are not constructed in the access road to alleviate reconstruction.
b. No separate irrigation tap is required.
c. Place the hydrant on the downstream side of the service.
d. Sanitary sewer extension to Lot 4B will be coordinated with Jack Gianola.
e. A 35' (rather than 30') utility easement will be provided.
f. Muller Engineering found that there is a fire hydrant on the north side of Lot 4B.
g. The valve and plug on the west lot line will be moved 20 feet east to take it out of
the swale.
h. City standard will be included where required.
2. Notes regarding landscaping have been included.
3. Coordination with civil design has been done.
4. Water and sewer lines are shown on landscaping plans.
5. No irrigation or fire lines are required.
6. Fittings, thrust blocks and valves have been labeled.
7. Current standard details are included.
