Answer: We are hoping for detailed consideration of at least 5-6 peer cities. 2) Does the City have any target dates for milestone or project completion? Answer: There are no inflexible deadlines and final time frames will be coordinated with the selected consultant. However, initially we are anticipating initial draft completed end of third quarter 2023 and final report in late first quarter 2024. 3) Has the City identified a project manager and core project team? If Yes, can additional information be provided about their roles within the City? Answer: Kathryne Marko, Environmental Regulatory Affairs Manager in the Utilities Department, will be the project manager with the core team consisting of representatives from Community Development and Neighborhood Services, and Sustainability Services – Environmental Services. Specific core team members are still being finalized but the RFP provides the general overview of these groups and their roles. 4) Does the City have a budget for this project? If Yes, can the amount be shared? Answer: We want to understand the effort and associated cost recommended by experts, independent of constraints such as budget. If appropriate, adjustments will be made with the selected consultant based on a variety of factors, including budget. 5) May proposers include resumes in an appendix, and will this count toward the 25-page limit? Answer: Resumes are to be included in the 25-page limit. We suggest you limit each one to not exceed 1 page each. Or, give us a summarized version. 6) Does the page limit include resumes? Answer: See #5- 7) Are you wanting respondents to respond to Work Order #1 or an on-call approach? Answer: Both, actually. Our prior on-call agreement for Organizational Assessments has RFP 9740 Organizational Analysis and Assessment On-Call Consulting Services Addendum #1 Questions and Answers Page 3 of 3 expired. We have an immediate need for Work Order #1; but we are going to award an on-call work-order agreement so the awarded vendor can provide consulting services for Work Order #1. Also in addition; the awarded vendor will have submitted their Hourly Rates not only for Work-Order #1, but also for any subsequent similar jobs that arise in the City for up to the next five years, maximum. 8) Do you anticipate contracts for follow-up work orders? Answer: There are no guarantees as to the volume of work that will arise. The Professional Services Agreement-Work-Order Type is the Master Agreement. As subsequent jobs after Work Order #1 arise, the City Project Manager will engage the awarded vendor to give him/her a proposal based on the Hourly Rates in the Master Agreement for Work Order #2, etc. Then a Work Order will be routed for signatures accordingly, and a Purchase Order assigned to fund that project. 9) Would resumes included in an Appendix count toward the page limit? Answer: Yes. 10) Are we able to use font sizes smaller than 10pt for headers, footers, charts, graphics, and other elements apart from the main body text of the proposal as long as the text is legible? Answer: Yes. 11) Does all of the text in our proposal need to be Arial or just the main body font of the proposal? Answer: Just the main body font of the proposal.
