HomeMy WebLinkAboutCSU PHEMISTER TRAIL - SITE PLAN ADVISORY REVIEW - SPA230001 - SUBMITTAL DOCUMENTS - ROUND 1 - TREE MANAGEMENT PLAN (2) Fort Collins, Colorado 80523-6030 6030 Campus Delivery September 25, 2023 Brandy Bethurem Harras City of Fort Collins Planning & Development Services 281 North College Avenue Fort Collins, CO 80524 RE: CSU Phemister Trail – Tree removal feasibility To City Forestry, The construction of the planned Phemister Trail per the attached drawing set will require the removal of 5 trees within Lilac Park and adjacent to Spring Creek. These specific trees were identified and reviewed on September 5, 2023 during a site walk with City Forester, Freddie Haberecht. The alignment of the bridge that will cross Spring Creek and the subsequent grading required for the trail are the cause of this impact. Care has been given in the planning and engineering of the project to minimize this impact. Consideration of creek bank stabilization with the existing trees was of greatest concern and the layout avoids the most substantial trees providing this reinforcement. Only 1 of the 5 trees needing removal have been physically planted by previous construction on the site, all others appear to have naturally seeded along the creek. The prepared landscape plans attached identify the mitigation required and replacement trees suggested of the project. Replacement locations are both in Lilac Park as well as the parkway in City ROW along Centre Avenue. This placement is in consideration of potential viable irrigation that may be used to supplementally water during the establishment period.
