INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Crowne at Suniga development. The proposed Crowne at Suniga site is located in the northeast quadrant of the Suniga/Lindenmeier intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner (Crowne Partners, Inc.), the project planning consultant (Vignette Studios), and Fort Collins Traffic Engineering. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). Due to the trip generation, this is a full transportation impact study. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Crowne at Suniga TIS, February 2023 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Crowne at Suniga development is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential and open. There are proposed residential uses to the west. There is open space to the east and south of the site. The proposed Crowne at Suniga site is currently vacant. The center of Fort Collins lies to the south of the proposed Crowne at Suniga site. Streets The primary streets near the Crowne at Suniga site are Suniga Road, Lemay Avenue, Lindenmeier Road, Conifer Street, and Redwood Street. Figure 2 shows a schematic of the existing geometry at the Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections. Lemay Avenue is to the east of (adjacent to) the proposed Crowne at Suniga site. It is a north-south street classified as a four-lane arterial according to the Fort Collins Master Street Plan. Currently, Lemay Avenue has a four-lane cross section approximately 600 feet north of Suniga Road, then has a two-lane cross section to the north. At the Lemay/Conifer intersection, Lemay Avenue has a northbound left-turn lane, a through lane in each direction, and a southbound right-turn lane. The Lemay/Conifer intersection has stop sign control on Conifer Street. At the Lemay/Suniga intersection, Lemay Avenue has a northbound left-turn lane, two through lanes in each direction, and a southbound right-turn lane. The Lemay/Suniga intersection has stop sign control on Suniga Road. The signal at the Lemay/Suniga intersection will be activated in 2023. The posted speed limit in this area of Lemay Avenue is 40 mph. Conifer Street is to the north of the proposed Crowne at Suniga site. It is an east-west street classified as a two-lane collector according to the Fort Collins Master Street Plan. Conifer Street only has a west leg at the Lemay/Conifer intersection. Currently, Conifer Street has a two-lane cross section with parking on both sides of the street. At the Lemay/Conifer intersection, Conifer Street has an eastbound left-turn lane and an eastbound right-turn lane. The posted speed limit in this area of Conifer Street is 30 mph. It is an east-west street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, Suniga Road has a four-lane cross section. Suniga Road only has a west leg at the Lemay/Suniga intersection. At the Lemay/Suniga intersection, Suniga Road has an eastbound left-turn lane and an eastbound right-turn lane. At the Suniga/Lindenmeier intersection, Suniga Road has eastbound and westbound left-turn lanes, a through lane in each direction, and eastbound and westbound through/right- turn lanes. At the Suniga/Redwood intersection, Suniga Road has eastbound and westbound left-turn lanes, a through lane in each direction, and eastbound and westbound through/right-turn lanes. The Suniga/Lindenmeier and Suniga/Redwood intersections have stop sign control on Lindenmeier Road and Redwood Street, respectively. The posted speed limit in this area of Suniga Road is 40 mph. Lindenmeier Road is to the west of (adjacent to) the proposed Crowne at Suniga site. It is north-south street classified as a local street according to the Fort Collins Master Street Plan. Currently, Lindenmeier Road has a two-lane cross section. At the Suniga/Lindenmeier, Lindenmeier Road has all movements combined into single lanes. The posted speed limit in this area on Lindenmeier Road is 30 mph. Redwood Street is west of the proposed Crowne at Suniga site. It is a north- south street classified as a two-lane collector street according to the Fort Collins Master Street Plan. Currently, Redwood Street has a two-lane cross section with parking on both sides of the street. At the Suniga/Redwood intersection, Redwood Street has all movements combined into single lanes. The Suniga/Redwood intersection is stop sign controlled on Redwood Street. The posted speed limit in this area of Redwood Street is 30 mph. Existing Traffic Recent morning and afternoon peak hour traffic volumes are shown in Figure 3. The traffic counts at the Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections were obtained in September and October 2022. Raw traffic count data are provided in Appendix B. Since the counts were obtained on different days, the counts were adjusted/balanced. The adjusted/balanced recent peak hour traffic is shown in Figure 4. Existing Operation The Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections were evaluated using techniques provided in the 2016 Highway Capacity Manual, 6th Edition. Using the morning and afternoon peak hour traffic shown in Figure 4, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for each movement and leg, and level of service D or better overall. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections; acceptable operation is considered to be at level or service D, overall and level of service F, for any approach leg. Pedestrian Facilities There are sidewalks along both sides of Suniga Road. There are sidewalks along the west side of Lemay Avenue, Lindenmeier Road, and Redwood Street. There are sidewalks along the north side of Conifer Street. It is expected that as properties in this area are developed or redeveloped, sidewalks will be installed as part of the street/property infrastructure. Bicycle Facilities Bicycle lanes exist along Lemay Avenue, Conifer Street, Suniga Road, Lindenmeier Road, and Redwood Street within the study area. Transit Facilities Currently, this area of Fort Collins is served by Transfort routes 8 and 81. DELICH Crowne at Suniga TIS, February 2023 ASSOCIATES Page 10 III. PROPOSED DEVELOPMENT The Crowne at Suniga is a multifamily housing development with 267 dwelling units. Figure 5 shows a site plan of the Crowne at Suniga development. The short range analysis (Year 2027) includes the full development of the site and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The long range future analysis year is considered to be 2045. In the short range (2027) future, the site plan shows that Crowne at Suniga will have a full movement access to Lindenmeier Road and a right-in/right-out access to Lemay Avenue. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contain in Trip Generation, 11th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of Crowne at Suniga development resulted in 1,786 daily trip ends; 106 morning peak hour trip ends; and 135 afternoon peak hour trip ends. Eq. 1786 Eq. 25 Eq. 81 Eq. 85 Eq. 50 Trip Distribution Trip distribution for the Crowne at Suniga was based on existing/future travel patterns, land uses in the area, consideration of trip attractions/productions in the area, and engineering judgment. Figure 6 shows the trip distribution for the short range (2027) and long range (2045) analysis futures. The trip distribution was agreed to by City of Fort Collins staff in the scoping meeting. Background Traffic Projections Figure 7 shows the short range (2027) background peak hour traffic forecasts. These forecasts assume that the connection from Lindenmeier to Lemay through the Crowne at Suniga exists. Based upon these sources, it was determined that the traffic volumes would increase by approximately 2.0 percent per year. The Enclave at Redwood and Northfield developments were added to the background traffic. Figure 8 shows the long range (2045) background peak hour traffic forecasts. This reflects completion of Suniga Road, as shown in the Fort Collins Master Street Plan. Trip Assignment/Total Traffic Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 9 shows the short range (2027) site generated peak hour traffic assignment. Figure 10 shows the long range (2045) site generated peak hour traffic assignment. Figures 11 and 12 show the respective short range (2027) and long range (2045) total (site plus background) peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. For the streets in the vicinity of the Crowne at Suniga development, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the traffic is actually on the area street system. It is acknowledged that peak hour signal warrants should not be applied, but since the peak hour forecasts are readily available in a traffic impact study, it is reasonable to use them to get an idea whether other signal warrants may be met. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. If peak hour signal warrants are met, it merely indicates that further evaluation should occur in the future as the development occurs. However, a judgment can be made that some intersections will likely meet other signal warrants. The signal at the Lemay/Suniga intersection will be activated in 2023. Using the long range (2045) total peak hour traffic (Figure 12), the Lemay/Conifer and Suniga/Lindenmeier intersections will not meet the peak hour warrant in the morning or afternoon peak hours. The Suniga/Redwood intersection will meet the peak hour warrant in the afternoon peak hour. Therefore, the Suniga/Redwood intersection will be analyzed with and without a signal in the long range (2045) future. The peak hour signal warrant analyses are provided in Appendix D. This is existing geometry at the existing Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections. The Lemay/Site Access and Lindenmeier/Site Access intersections are future intersections. The Lemay/Site Access intersection is proposed as right-in/right-out. A northbound left-turn lane at the Lemay/Site Access intersection will not meet deceleration and storage criteria. The distance from the Lemay/Suniga intersection to the Lemay/Site Access intersection is approximately 638 feet (on-centers). This meets the intersection spacing requirement of 460-660 feet. Figure 14 show a schematic of the long range (2045) geometry. An additional northbound and southbound through lane on Lemay Avenue, north of Suniga Road. A northbound and southbound right-turn lane is required at the Suniga/Redwood intersection in the long range future, as recommended in the “Enclave at Redwood Traffic Impact Study.” The Lemay/Suniga intersection will have an east leg in the long range future. The long range (2045) geometry figure includes the auxiliary lane lengths. Operation Analysis Operation analyses were performed at the Lemay/Conifer, Lemay/Site Access (Right-in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, Suniga/Redwood, and Lindenmeier/Site Access intersections. The operations analyses were conducted for the short range and long range futures, reflecting year 2027 and 2045 conditions, respectively. The long range (2045) analysis is provided for informational purposes and to identify potential operational and/or geometric issues. Using the traffic volumes shown in Figure 7, the Lemay/Conifer, Lemay/Site Access (Right-in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, Suniga/Redwood, and Lindenmeier/Site Access intersections operate in the short range (2027) background traffic future as indicated in Table 3. Calculation forms for these analyses are provided in Appendix E. The key intersections will meet the Fort Collins criteria with regard to operation using the existing geometry and a signal at the Lemay/Suniga intersection. Using the traffic volumes shown in Figure 8, the Lemay/Conifer, Lemay/Site Access (Right-in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, Suniga/Redwood, and Lindenmeier/Site Access intersections operate in the long range (2045) background traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix F. The key intersections will meet the Fort Collins criteria with regard to operation using the existing geometry and a signal at the Lemay/Suniga and Suniga/Redwood intersections. The Suniga/Redwood intersection does will meet the Fort Collins criteria with stop sign control. At the Lemay/Conifer intersection, the calculated delay for the eastbound left-turn lane will be commensurate with level of service F in the morning and afternoon peak hours. This is considered to be normal during the peak hours at stop sign controlled intersections along arterial streets. Calculation forms for these analyses are provided in Appendix G. The key intersections will meet the Fort Collins criteria about operation using the existing geometry and a signal at the Lemay/Suniga intersection. Using the traffic volumes shown in Figure 12, the Lemay/Conifer, Lemay/Site Access (Right-in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, and Lindenmeier/Site Access intersections operate in the long range (2045) background traffic future as indicated in Table 6. Calculation forms for these analyses are provided in Appendix H. The key intersections will meet the Fort Collins criteria with regard to operation using the proposed geometry and a signal at the Lemay/Suniga and Suniga/Redwood intersections. The Suniga/Redwood intersection will not meet the Fort Collins criteria with stop sign control. At the Lemay/Conifer intersection, the calculated delay for the eastbound left-turn lane will be commensurate with level of service F in the morning and afternoon peak hours. At the Suniga/Lindenmeier intersection, the calculated delay for the northbound approach will be commensurate with level of service F in the afternoon peak hour. This is considered to be normal during the peak hours at stop sign controlled intersections along arterial streets Pedestrian Level of Service Appendix I shows a map of the area that is within 1320 feet of the Crowne at Suniga development. There are three pedestrian destinations within 1320 feet of the Crowne at Suniga development. These are: 1) the residential area to the south of the site; 2) the future residential area (Northfield) to the west of the site; and 3) the trail to the north of the site. The Crowne at Suniga site is located within an area termed as “other,” which sets the level of service threshold at LOS C for all other measured categories. Directness – The distance ratio to all pedestrian destinations is less than 1.6 (LOS C). Continuity – The continuity to pedestrian destinations 1 and 3 will be acceptable at LOS C, since Suniga Road has sidewalk with landscaped parkways and Lindenmeier Road will have sidewalk on both sides with competition of the Crowne at Suniga development. Continuity to pedestrian destination 2 will not be meet the level of service threshold since the sidewalks on west Lindenmeier Road south of Suniga Road only goes to the Northfield property line. Street Crossings – The street crossings to all pedestrian destinations will be acceptable at LOS C or better, since the street crossings are all five lanes or fewer. Acceptable pedestrian level of service will be achieved for all pedestrian destinations within 1320 of the Crowne at Suniga, except for continuity to the residential area to the south. The Pedestrian LOS Worksheet is provided in Appendix I. The Crowne at Suniga development will install the curb & gutter and sidewalk along the Lindenmeier Road adjacent to the site. Bicycle Level of Service Appendix I shows a map of the area that is within 1320 feet of the Crowne at Suniga development. The trail to the north of the site is the only bicycle destination within 1320 feet of the Crowne at Suniga development. The Bicycle LOS Worksheet is provided in Appendix I. The minimum level of service for this site is C. This site is connected to bike lanes on Lemay Avenue and Suniga Road. Therefore, it is concluded that level of service A can be achieved. Transit Level of Service This area of Fort Collins is served by Transfort Routes 8 and 81. DELICH Crowne at Suniga TIS, February 2023 ASSOCIATES Page 31 IV. CONCLUSIONS This study assessed the impacts of the Crowne at Suniga on the street system in the vicinity of the proposed development in the short range (2027) and long range (2045) futures. As a result of this analysis, the following is concluded: - The development of the Crowne at Suniga is feasible from a traffic engineering standpoint. The Crowne at Suniga development will generate approximately 1,786 daily trips, 106 morning peak hour trip ends, and 135 afternoon peak hour trip ends. - Current operation at the Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections meet the City of Fort Collins Motor Vehicle LOS standards with existing control and geometry in the morning and afternoon peak hours. At the Lemay/Conifer intersection, the calculated delay for the eastbound left-turn lane will be commensurate with level of service E in the afternoon peak hour. - The signal at the Lemay/Suniga intersection will be activated in the fourth quarter of 2022. The Lemay/Conifer and Suniga/Lindenmeier intersections will not meet the peak hour warrant in the morning or afternoon peak hours in the long range (2045) future. The Suniga/Redwood intersection will meet the peak hour warrant in the afternoon peak hour in the long range (2045) future. - In the short range (2027) future, given the development of the Crowne at Suniga and an increase in background traffic, the Lemay/Conifer, Lemay/Site Access (Right-in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, Suniga/ Redwood, and Lindenmeier/Site Access intersections will meet the Fort Collins criteria with regard to operation using the existing geometry and a signal at the Lemay/Suniga intersection. - In the long range (2045) future, given development of the Crowne at Suniga and an increase in background traffic, the Lemay/Conifer, Lemay/Site Access (Right- in/Right-out), Suniga/Lemay, Suniga/Lindenmeier, Suniga/Redwood, and Lindenmeier/Site Access intersections will meet the Fort Collins criteria with regard to operation using the proposed geometry and a signal at the Lemay/Suniga and Suniga/Redwood intersections. The Suniga/Redwood intersection will not meet the Fort Collins criteria with stop sign control. At the Lemay/Conifer intersection, the calculated delay for the eastbound left-turn lane will be commensurate with level of service F in the morning and afternoon peak hours. At the Suniga/ Lindenmeier intersection, the calculated delay for the northbound approach will be commensurate with level of service F in the afternoon peak hour. This is existing geometry at the existing Lemay/Conifer, Suniga/Lemay, Suniga/Lindenmeier, and Suniga/Redwood intersections. The Lemay/Site Access and Lindenmeier/Site Access intersections are future intersections. - Figure 14 shows a schematic of the long range (2045) geometry. This is existing geometry at the Lemay/Conifer and Suniga/Lindenmeier intersections. A northbound and southbound right-turn lane is required at the Suniga/Redwood intersection in the long range future, as recommended in the “Enclave at Redwood Traffic Impact Study.” The Lemay/Suniga intersection will have an east leg in the long range future. The long range (2045) geometry figure includes the auxiliary lane lengths. - Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines and future improvements to the street system in the area, except for continuity to the residential area to the south. The practical limits of pedestrian improvements would be on the Crowne at Suniga site itself.
