Comment Number: 2 Comment Originated: 06/18/2021 06/18/2021: INFORMATION: Temporary Service Changes - City of Fort Collins Development Review In order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service level adjustments. Currently, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Lengths of subsequent rounds of review will be considered after each round of review. Please reach out with any questions or concerns. Response: Noted. Thank you. These easements must provide a route that will allow the 20% of vehicles that are leaving the site to the north, to get to the Columbia/College Ave. intersection. If the easements will not or cannot be provided, the TIS will need to be updated to route the 20% of vehicles elsewhere and the other site accesses will need to be reevaluated. This could lead to site changes, additional public infrastructure, etc. if the other site accesses do not function with the additional traffic. Just to be clear, Engineering will not approve any final plans/plat/DA, etc. or issue any permits until this item is resolved. Response: Understood; we continue to work with the adjacent landowners to obtain these off-site easements for the benefit of the entire shopping center. The KS legal team has been in constant contact with The South College Shops, LLC and the Kroenke Group to negotiate the terms and conditions of the Reciprocal Access Easement (REA) document; as of the date of this submittal package, there is a general understanding of agreement to the REA and we feel confident to have the REA document recorded in the coming weeks. Please discuss in the SWMP Report whether a demolition permit will be sought prior to obtaining a full building permit on the site, and indicate what ESC will need to be in place for the demolition portion of the construction sequence if so. Please address dust control issues and mitigation measures during the demolition process for the site in the SWMP report. Erosion and Sediment Control are OK to moving to mylars submittal in the next round, provided these issues are addressed in the SWMP report. Response: The intent is to obtain a demolition permit prior to full building permit for the site. A section has been added to the SWMP report under Section VII entitled “demolition and permitting” which addressed this and details the required controls to be in place prior to the start of any demo activities. Response: Trees are existing and have been called out as such on the plant schedule - label has also been added in this area for clarity. These requirements include Section 26-306 Wastewater Discharge Permit Requirements and Section 26-332 Prohibitive Discharge Standards. A permit may be required depending on activities on the site; however, discharge standards apply to every customer, both large and small, regardless of what activities take place on the site.
