T hi s letter is to inform you that this office h as received a compl aint about the condition of the
decks o n all units, and the repairs being made without a permit.
After doing a sight inspection it has been determined that there have been repairs made without
permits being issued. There are several decks that need immediate repairs.
In the (2006 International Property Maintenance Code, (IPMC)) as adopted by the City. This
would be under sec ti ons 304 exterior structure and App endi x Al0l Exterior substandard
condition s.
SECTION: 304
EXTERIOR STRUCTURE
304.1 General. The exterior of a structure s hall be m aintained in sound and sanitary condition
so as not to pose a threat to the health, s afety or welfare of the occupants thereof, the occup a nts
of any adj oi ni ng properties, or of the public.
Unit A: New hangers have been added to stair treads. New material has been added to s ides of
j ois ts to both front and back decks.
Unit B: New hangers have been added to j oists and joists have been sistered. Front and back.
Unit C: New joists have been sistered front a nd back. Trip hazard due to new materials to back
steps .
Unit D: new material added. Back s upport post not on concrete pier. New materials. B eam not
bearing o n post. Trip hazard at back s tep.
Unit E: front beam appears to be collapsing need s upp ort. New materia ls no bearing under
beams at corners or s plices.
Unit G: ne w material at landing. Landing brace is coming a part. Back beam not bearing on post.
Unit H: new material joists are not seated in hangers. Need bearing at beam splices. Need to
have engineer probe back deck for strength due to amount of water.
Unit I: need to check front beam for rotation, joists are separating. beams in the back appear to
be rotting. Back deck is sagging, beam is not sound.
You shall have all decks permitted. Any deck that has prior work done, by either new materials
or hangers an after the fact permit will be required. Any deck that no work was done but has
structural issues, a permit will be required.
All decks shall be inspected by a Professional engineer on all work that has been done and a
letter for all decks that need repairs.
After reviewing the codes back when these buildings where permitted, it was required that stairs
that serve two dwelling units or more shall have graspable handrails on both sides of the stair
way. Section 3306 (i) of the 91 UBC
2006 IPMC section 302.3
302.3 Sidewalks and driveways. All sidewalks, walkways, stairs, driveways, parking spaces
and similar areas shall be kept in a proper state of repair and maintained free from hazardous
conditions.
The above-mentioned items are considered General Maintenance items and must be repaired
within (30) days of the date of this notice.
Pursuant with City Code Chapter 1 section 15 and Chapter 5 article II division 3, Failure to
comply with this notice of violation is grounds for the City of Fort Collins to issue you a citation
to appear in court and fines up to 3,000.00 dollars per day from the date of the violation.
