Dear Steven Jones,
The Larimer County assessor's office lists you as the owner of the above referenced address.
This letter is to inform you that we have received a complaint about the installation of an exterior
lighting fixtures and an egress window that have been installed at 417 Locust St. After investigating, it
has been determined that the installation of these exterior light fixtures and egress window are in
violation of the 2018 International Residential Code (IRC) as adopted by the City of Fort Collins.
2018 IRC Sections:
R102.7.1 Additions, alterations or repairs. Additions, alterations or repairs to any structure shall
conform to the requirements for a new structure without requiring the existing structure to comply with
the requirements of this code, unless otherwise stated. Additions, alteration, repairs and relocations
shall not cause an existing structure to become unsafe or adversely affect the performance of the
building.
105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair,
move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter,
repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of
which is regulated by this code, or to cause any such work to be performed, shall first make application
to the building official and obtain the required permit.

R330.1 Exterior lighting. All exterior lighting fixtures associated with new buildings shall have the
"Fixture Seal of Approval" from the International Dark-Sky Association (IDA) or meet equivalent criteria
approved by the Building Official. Lighting placement shall conform to IDA Model Lighting Ordinance for
Lighting Zone LZ-1. Light shall be shielded such that the lamp itself or the lamp image is not directly
visible outside the property perimeter.
The flood lights must be removed or replaced with a dark sky compliant light fixtures within 30 days of
the date of this letter. If new electrical was ran to power the new light fixtures a permit must be
obtained within 30 days of the date of this letter.
The installation of an egress window requires a building permit.As such, a building permit must be
obtained for the egress window within 30 days of the date of this letter. Please notify me to verify that
the above items have been corrected.
Pursuant with City Code Chapter 1 section 15 and Chapter 5 article II division 3, Failure to comply with
this notice of violation is grounds for the City of Fort Collins to issue you a citation to appear in court and
fines up to 3,000.00 dollars per day from the date of the violation.
