Dear Ms. Ellis,
Shear Engineering Corporation was present on Thursday, June 17, 2021 for a preliminary
framing observation. This observation was made to confirm that framing construction was
completed in substantial compliance with the direction, details and specifications noted on the
3-plex structural plans prepared by Shear Engineering Corporation; plans dated March 2020.
During this observation, several correction items were found including but not limited to
incorrect headers at the 3rd floor sliding glass doors, missing king and trimmer studs at several
door and window openings, missing header strapping at portal frame,headers, two (2) misplaced
foundation holdown straps which will require post-installed holdowns, and additional nailing of
the exterior shear wall sheathing.
Shear Engineering Corporation was present on Tuesday, June 29, 2021 for a follow-up framing
observation. This observation was made to confirm that the framing correction items identified
during the preliminary framing observation were substantially completed. During this
observation, it was noted that a majority of the framing correction items were completed, but
there were still some missing header straps and king studs on the main floor.
Shear Engineering Corporation was present on Tuesday, July 6, 2021 for a final framing
observation. At this time, it was observed that all framing correction items have been
substantially completed and it is the opinion of Shear Engineering Corporation that framing
construction has been completed in substantial compliance with the direction, details and
specifications noted on the 3-plex structural plans prepared by Shear Engineering Corporation;
plans dated March 2020.
It should be noted that these observations include the exterior shear wall sheathing nailing and
the foundation wall holdowns which have since been covered by siding.
Shear Engineering Corporation was contacted on Thursday, August 5, 2021 regarding holes that
need to be drilled through stud packs or LVL floor beams. Shear Engineering Corporation
reviewed and approved all of the proposed hole sizes and locations including at the front main
level window where a pipe is needed for a water spigot, at the side main level window where a
gas line is needed for the range, and at the double (2) LVL floor beam at the top of the stairs on
the 2nd floor where four(4)holes are needed for water lines.

Dear Ms. Ellis,
It is our understanding that excavation observations were completed by Earth Engineering
Company, Inc. A copy of the excavation observation report is available through the office of
Earth Engineering Company, Inc.
These lots are suitable for a spread footing foundation system. The foundation plan for the
proposed 3-plex structure prepared by Shear Engineering Corporation dated March 2020 was
used. Footings were designed for a maximum allowable bearing capacity of 1,500 pounds per
square foot (dead load plus full live load) and a minimum dead load of 500 pounds per square
foot according to the recommendations of the site-specific geotechnical exploration report
prepared by Earth Engineering Company, Inc. titled "Geotecl nical Subsurface Exploration; Old
Town North Townhomes/Commercial Building M1-M4; Detached Garages G1-G4; Fort Collins,
Colorado";EEC Project No. 19-01-150; report dated September 30, 2019.
Shear Engineering Corporation was present on Tuesday, March 2, 2021 for footing formwork
and footing reinforcing placement observations. Shear Engineering Corporation was present on
Thursday, March 4, 2021 for foundation wall reinforcing placement observations. These
observations were made to confirm that footing formwork and reinforcing placement and
foundation wall reinforcing placement were completed in substantial compliance with the
direction, details and specifications noted on the foundation plan.
All footing formwork and footing reinforcing placement and foundation wall reinforcing
placement was completed in substantial compliance with the direction, details and specifications
noted on the foundation plan.
During footing formwork and footing reinforcing placement observations, Shear Engineering
Corporation verified that Ufer ground rods were sufficiently tied to the strip footing
reinforcement mats and extend vertically to meet generally accepted Ufer ground installation
requirements. The Ufer ground rods placed with footing reinforcement meet generally accepted
Ufer ground installation requirements.
Shear Engineering Corporation observed the installation of the perimeter. foundation wall
insulation on Wednesday, March 10, 2021. This observation was made to confirm that perimeter
foundation wall insulation was completed per the foundation details and Energy Code
requirements including R-10 rigid insulation installed from top of footing to top of wall.

All perimeter foundation wall insulation was completed per the foundation details and Energy
Code requirements including R-10 rigid insulation installed from top of footing to top of wall.
It should be noted that no foundation wall dampproofing or perimeter drain system was required
for this project as there are no underground spaces, and the main floor is a slab-on-grade.
