Healthcare International respectfully submits the following in
reference to its proposed psychiatric facility, hereinafter
Collinwood, to be located in Fort Collins, Colorado:
Collinwood, a psychiatric hospital, will not by definition,
protocol or medical admission criteria operate as a forensic
facility or unit, forensic in the reference meaning a facility
or unit into which an individual who has been adjudicated
criminally insane is ordered for -treatment as a component of a
felony conviction. Collinwood, by its physical design, staff,
orientation, admission criteria and hospital protocol will not
be an appropriate setting for and will not admit for treatment
an ind' idual falling into the criteria heretofore described.
