Lorson, AICP I City Planner RE: 2133 Timberline; Ascent Letter of Intent Dear Seth: This letter shall serve as a letter of intent documenting the desires of property owners from both 2121 and 2133 Timberline Road to process a minor amendment changing both site plans to develop a more cohesive project. The property owners intend to jointly locate a trash enclosure on Lot 1 to serve both parcels, coordinate parking for both parcels and relocate landscaping islands to the east as shown on the minor amendment and the original overall development plan for the Timberline Center. The property owners collectively feel this approach and plan allows for a better overall development of each lot and facilitates both development designs working together. Access and parking will be improved, trash collection will be simplified and landscaping designs coordinated. If you have any questions regarding this intent, please do not hesitate to contact us at the email and phone numbers provided below. Department: Engineering Development Review Contact: Marc Ragase, 970.221.6603, mragasaMcaov.com Topic: General Comment Number: 1 Comment Originated: 02/1912016 02119/2016: The Utility Plan Grading Sheet needs to depict what is ultimately being built. The supplied redlines on the existing Utility Plan sheet is not sufficient. The first option is to modify the original Grading Sheet with the landscape islands in the ummate location and correct spot elevations. The easier option is to bubble the grading sheet from the approved plans, with a reference to a new sheet showing the new changes that will be added to the Utility Plan. The new sheet can be labeld CS.A. Acknowledged. The new sheet labeled C&A has been added, and the original approved drawings are clouded and reference Sheet C&A. Comment Number: 2 Comment Originated: 02/1912016 02119/2016: Remove all callouts on the Utility Plan sheet. Add a line to the revision table with the changes that will be made. Acknowledged. Callouts removed and revision table has been updated. Comment Number: 3 Comment Originated: 02119/2016 02/19/2016: As commented on plans for the 2133 Timberline property, there are a couple low spots on the southern landscape island that looks like it will not drain Properly. Please adjust. Please see shading in legend which designates shaded curb as outfall curb. The spot elevations in these sections transition) at the shading interface. Low spots referenced in Comment 3 will not pond in the curb, but will sheet flow over the curb pan. (attached) Please conform with these guidelines. Acknowledged. The applicant has further refined the architectural design by including the building in a 3D model for staff review. This model shows how the proposed architecture is compliant with the Timberline Center final plan approved in 2005. The architectural concept includes both stucco and brick compliant with the Timberline Center final plan. It also incorporates approved roofing materials. The applicant has reviewed the modelling effort with Planning staff. Overall, it is the intent of the applicant to provide architectural design that is not only consistent with the Timberline Center final plan, but also creates a transition element to the south drawing roof line concepts and more contemporary architecture from the Police Facility. The building concept further looks to the historical, industrial use of the property providing clear story space via the sharks -tooth roof line, numerous daylighting opportunities and energy efficient building elements yet with contemporary design more consistent with the Police Facility. The building begins a transition zone to the south against an undeveloped lot (possible future Bebe School) and on to Nancy Gray Avenue and the Police Facility. The building will offer operable windows, energy efficient building envelope, daylighting, brick and stucco exteriors consistent with the Timberline Center final plan, exterior patios and extensive landscaping. An olfsite easement will be required to perform the work. Acknowledged. The letter of intent was provided with the 2nd PDP submittal. The landscaping Islands will be constructed as shown on these FDP plans. A minor amendment modifying the Ascent Development landscape Islands has been submitted. Comment Number: 8 Comment Originated: 01/12/2016 0211212018: Clearly Indicate the new location of the building envelops. Them are conflicting sheets that show the previous building envelope on the Second Fling and others that show the new building envelope with the rapist of this lot. Only show the old building envelope on the Existing Conditions sheet (Sheet 3) 0111212010: Show and label all easements with labels. It is unclear where easement boundary is to the west. Acknowledged. The Utility Plans have been updated accordingly. The easement to the west of the building lot encompasses the entire lot. The Utility Plans do not serve as a replacement of the plat were the easements are clearly defined. Please refer to the plat. Comment Number: 11 Comment Originated: 01/12/2016 0211212016: It appears that areas on the souther parking island will not drain. See redlines. 01/1212016: Please take a look at the Overall Grading Plan sheet (Sheet 8). It looks Ilse there are a couple low spots that won't drain. Also, there are a couple spot elevations that do not match the elevations that were approved for Lot 2, Timbedine Center, Second Filing. Acknowledged. The landscape islands all drain properly. The curb in this location transitions from an infall curb to outfall curb thereby allowing appropriate drainage across the curb pan. We believe the Lot 2 plans and Lot 1 plans have been coordinated and all drain appropriately. Comment Number: 12 Comment Originated: 01/12/20113 02/12/2016: Portions of the bio-:wale still sit outside of the blanket drainge easement and Into the building envelope. Please adjust. 01112/2016: The proposed bio-swals to the south of the property needs to be in a drainage easement. Currently it Is within the building envelops. Please adjust the boundary and plat to reflect this change. Page 2 of 8 Acknowledged. The building lot size in the southeast corner of the property has been adjusted to accommodate the bioswale. Please refer to the updated Utility Plans and Plat. Comment Number.. 14 Comment Originated: 01/12/2016 =1212016: The vocetlon of the drainage and slope easement can be vacated by seperate document, but it would be a lot easier to do It via plat. If you choose to vacate by separate document, there is a $400 vacation fee. Separate lagals and sxhibks would be needed. Also, recording fees to the county will also be needed. Sine this project is already replotting, it would be the most 901clent. If this dsvokpnent all decides to vacate by separate document, UtNky Plans will need to include a note stating that the easement will be vacated by separate document. 01/1212018: The slope and drainage easement at the southeast comer of the property is no longer needed. Please adjust the plat to show the removal of this easement. The blanket Utility, drainage, access 3 emergency access assomsnt can remain. Acknowledged. The Plat has been updated accordingly to vacate the slope and drainage easement. This transformer and the electrical lines must be in a utility easement. The location of this transformer needs to be determined to ensure that It Is currently in a utility easement. If it is not an easement wNl need to be obtained. Acknowledged. The Utility Transformer on the Burger King site was installed at a separate time when the Burger King was constructed. To our knowledge it is in a public easement. The feeder from this transformer to the 2133 Timberline site is also in a public easement. Comment Number: 2 Comment Originated: 01/1312016 0111312018: Transformer and meter location needs to be coordinated with Light & Power and shown on the drawings. It needs to be verified that this transformer and any primary line feeding 2133 lot is in a utNlty easement. If the Burger King lot does not have an easement for this equipment, one will need to be established. Acknowledged. See response to comment #1. Plans call out for an eectrical vault on the primary side of the transformer but not sure If this is needed or required. Transformer will also have to be within 10 feet of a drivable surface. Acknowledged. Comment Number: 8 Comment Originated: 02/17/2010 0211712010: Existing conduit is fed to the site from the north. Coordinate with Light & Power to have this located to determine if it has to be relocated in order to nest design needs. Acknowledged. As discussed in the staff review meeting, the existing conduit to this lot will be routed to the new transformer location without an intermediate vault. The eastern half of the roof is not being treated in this way. The City suggests rain gardens east of the building which will provide the necessary treatment. 01/1212018: The LID techniques proposed to meet the City's LID requirement needs / •ej to be determined before a public hearing. The current she plan only supports porous pavement and other techniques would not coincide with the current site plan. A blo-rebnOon facility could not be accommodated with the current sit@ plan. Acknowledged. LID elements have been added to the Utility Plans to address the eastern Y2 of the roof drainage. Comment Number: 7 Comment Originated: 01/1212016 0211812016: The City has used a standard limit for impervious area draining into bio-swales of 10 to 1. This design is proposing roughly 12 to 1. This may be acceptable to this specific site If is determined to be the best option feasible. 01/1212016: The bio-swele at the southern edge of the eke looks to be taking a large amount of flow. The swale needs to be sized to treat the area draining to it these type of sweles can not be counted as LID treatment unless they are sized appropriately. Acknowledged. The bloswale to the south does not take a large amount of flow and is sized appropriately for an LID design.
