Department: Forestry Contact: Tim Buchanan, 970-221.6361, tbuchananb-fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 01/07/2016 01/07/2016: Forestry comments relative to existing tree 12,13,14, and 15. These trees are shown for removal: Forestry has determined that there there is a significant impact to existing trees 12,14 and 15 with the proposed construction of the 18 foot parapet. 12 L Crabapple 16 inch diameter in fair minus condition 14 1 Blue spruce 12 inch diameter in fair minus condition 15 L Blue spruce 15 inches in fair minus condition Existing trees 12,14 and 15 have branches that overhang the current building roof and are located only a small distance from the wall. These three trees are rated in a fair minus condition and in the case of the spruce have received an excessive amount canopy raising by pruning of lower branches. Their position so close to the wall and the existing canopy spread would result in them receiving a significant impact to their root systems and canopies from the proposed construction. Unfortunately the impact from the proposed construction warrants the need for removal of existing trees 12,14 and 15. These three tree removals must be mitigated based on the assessment provided by City of Fort Collins Forestry at the site evaluation. The plan currently provides for the required number of mitigation trees but tree sizes need to change for shade trees to 3.0 inch caliper. Existing tree number 13 is located further away from the parapet and doesn4t appear to be impacted from its construction. There is not a construction reason to remove this tree. 13 L Blue spruce 15 inch diameter in fair minus condition As with the other spruce this tree has also received an excessive amount of canopy raising. Forestry staff evaluated this tree and found that a guy wire from the original staking of the tree when it was planted was never removed and is imbedded into the trunk. This situation often results in a week point on the stem that can be subject to breakage, particularly in high wind events. Removal and mitigation of this tree because of this potential hazardous defect would be warranted. Removal of tree number 13 must be mitigated based on the assessment provided by Forestry at the site evaluation. Response: Noted. However, the 4 shade trees shown in the parking lot islands on the landscape plan apparently cannot be used as mitigation trees, so those will remain as 2.5" caliper. Comment Number: 2 Comment Originated: 01/07/2016 01/07/2016: It is important to retain as much of the original design intent of having a spruce grove on the corner of the project. This can be achieved by locating 2 or 3 Globe Shrub Spruce in the lawn area at the comer. The following is the description of this cultivar and its mature size. Globe Spruce — Picea pungens 'Globosa' Shape: Broad conical Height: 6-8 feet Width: 5-6 feet Bright blue foliage on a dense slow -growing, globe -shaped shrub that develops a broad conical shape as it matures. Upright shoots must be pruned if you wish to maintain a globose habit. Full sun to part shade (description from Fort Collins Wholesale Nursery Descriptive Guide 6th edition). Response: We have added a small "grove" of Dwarf Globe Blue Spruce near the northwest comer of the site. The current plan shows a new location for the curb that is very close to these trees as it passes by their trunks. This new location will be a significant impact to their root systems. The applicant should review this conflict for an option that provides around 7 feet separation from the trunk to the curb. Can the existing curb be left at its current location, which would protect these trees? Response: We have modified the proposed curb to maintain 7 feet of separation from the trees. Comment Number: 4 Comment Originated: 01/07/2016 01/07/2016: Comment related to moving the connecting sidewalks away from an existing street tree: The proposed sidewalk that enters the site from the walk along S. Shields is too close to an existing street tree. This tree must be protected. The walk must be moved away from this tree at least 7 feet. Perhaps the walk could curve after it passes the street tree to then connect to the walk alignment coming from the corner of the building. Response: The proposed sidewalk has been adjusted as recommended. Comment Number: 5 01/07/2016: Comment Originated: 01/07/2016 Mitigation trees need to be sized as follows. Shade trees 3.0 inch caliper Ornamental trees 2.5 inch caliper The shade trees, bur oak, western catalpa, and Imperial honeylocust need to be 3.0 inch to be counted as mitigation trees. They are currently shown at 2.5 inch caliper. Response: The ornamental trees for mitigation are set at 2.5 inch caliper. The proposed shade trees are not for mitigation per Planning Services comment #2. Comment Number: 6 01/07/2016: Comment Originated: 01/07/2016 Tree species selection comments: Golden Rain trees are not always fully cold hardy in the Fort Collins area. Red Barron crabapple is a tree that has a better chance for long term survival and could work well at the locations where rain trees are shown. Red Maple does not survive or thrive in the soils found in Fort Collins. Another suitable canopy shade tree should be selected. Shumard oak could be considered as a substitution and has red fall color. Shumard oak is on the City of Fort Collins Street Tree List. Dwarf Alberta Spruce is used around the enclosure. This small tee is prone to winter burn and needs a location protected from wind and winter sun, which this site will not provide. Tannenbaum Mugo Pine would be a much better choice for this location. It has a mature height of 12-15 feet and width of 5-6 feet. Placement of Tannenbaum Mugo Pine at this location appropriate for is size would be a very effective way of meeting the screening objective. Response: The recommendations provided here have been applied to the landscape plan.
