The north elevation has significant exposure to Taft Hill Road and a row of shrubs will help soften the building. A row of foundation shrubs has been considered along the north elevation of the building. This area is in the future development zone and adding shrubs would not be a permanent solution, so no shrubs have been added at this time. Please revise the Landscape Plan to include deciduous shade trees in the parkway along both Taft Hill and Horsetooth and behind the attached walks along Bronson and Silver Trails. Street trees are considered to be an important public improvement just like public sidewalks. An ornamental tree may be substituted if within 40 feet of public street light. Ornamental trees may be planted up to within 15 feet of a street light. If needed, we can provide a list of approved street trees from the City Forester. Upon establishment, the long term maintenance of these trees will be the responsibility of the City Forestry Department. Comment Number: 2 Comment Originated: 12/14/2013 12/14/2013: Please amend the Design Statement on the Landscape Plan to read as follows: Lit is the intent of the school that as the property is developed in phases with private improvements, compliant landscaping will be added on a per phase basis.L The purpose of revising this note is to clarify that the landscaping associated with the public improvements — street trees, are to be installed with the first phase and not future phases. Only private improvements can be phased over time. Page 1 of 6 Comment Number: 3 Comment Originated: 12/14/2013 12/14/2013: Staff' recommends that the area on the north side of the driveway that intersects with Silver Trails Drive, be landscaped with more than just seed as this driveway adjoins the southerly attached dwelling. Please consider installing a mix of shade and evergreen trees to mitigate the impact of this driveway in relationship to the adjoining dwelling unit. Comment Number: 4 Comment Originated: 12/14/2013 12114/2013: On the Site Plan, please consider either adding more bike racks or provide a note that states bike racks will be added on an as needed basis. Comment Number: 5 Comment Originated: 12/14/2013 12/14/2013: On the Site Plan, please label the pre-school fence, concrete walkways, concrete bus stop, and the surface material of the temporary emergency access. Also, please add a north arrow and scale. Comment Number: 6 Comment Originated: 12/14/2013 12/14/2013: The trash enclosure must be sized to accommodate not only a dumpster but properly sized containers for recyclable materials. The Site Plan must indicate that this enclosure will be solid, six foot high, with metal gate. Comment Number: 7 Comment Originated: 12/14/2013 12/14/2013: The roof -mounted H.U.C. equipment must be screened from public view. Since there appear to be numerous pieces of equipment, perhaps the best method to accomplish the necessary screening would be a parapet wall of sufficient height and length. Comment Number: 6 Comment Originated: 12/14/2013 12/14/2013: On the architectural elevations, please consider adding a more solid base material to the building to balance out the heavy reliance on metal as the primary exterior material. Staff suggests that the overall quality and appearance of the building would be improved by adding a base of split -face or textured c.m.u., integrally colored, at a height of four feet between windows and two feet at the windows. Comment Number: Comment Originated: 12/14/2013 12/14/2013: Staff recommends that heat gain could be minimized along the south elevation by adding projecting window screens that would still allow for light but reduce the solar gain during the warmer months. Comment Number: 10 Comment Originated: 12/14/2013 12/14/2013: Please consider adding another suspended wood canopy to the easterly door to match the westerly door. The eastern door appears to feature minimal treatment and yet is highly visible to the two arterial streets. The southeast comer of the building, in general, will be area where the first impression of the school will be created by its proximity to the intersection. Comment Number: 11 Comment Originated: 12/14/2013 12/14/2013: Staff recommends that the vibrancy of the yellow color be reduced or subdued or replaced by a more muted earth -tone color. The 5-acres site benefits from being close to the hogbacks that form the western back drop of our City. This back drop has been preserved with a series of public parks and open spaces and provides a naturalistic setting for southwest Fort Collins. Horsetooth Road is the access to Spring Canyon Park, out newest and largest community park that is often referred to as our "crown jewel" of the City's park system. Toning down the brightness of the yellow would allow the building to be more sympathetic and compatible with the foothills context of the surrounding area. Further coordination with the utility providers is needed to accept a 10ft utility easement at this location Comment Number: Comment Originated: 12/18/2013 12il8/2013: The north access point off of Bronson St needs to shift to the east to align with Silver Oaks Dr and minimize the impacts to the property to the west. As currently designed, the property to the east will lose their on street parking space in front of their house. Comment Number: 5 Comment Originated: 12/18/2013 12/18/2013: Can the west access point off of Silver Trails Dr shift to south approximately 20ft into the field? This will better align the interior drive lanes and also improve the location of the access point on Silver Trails Dr. Currently the exit point is aligned with the front window of the property to the west. By shifting the alignment to the south, vehicles exiting will be in line with the garage and not the front window of the property. Topic: Site Plan Page 5 of 6 Comment Number: 2 Comment Originated: 12/13/2013 12/13/2013: Traffic would suggest the following circulation plan during dropoff/pickup periods: Two way traffic on N/S access drive; East bound (inbound) only on the access from Silver Trails; East bound only traffic must turn right (south) at internal intersection and head south to south side of parking lot; counterclock-wise flow around parking area; west bound circulating (exiting) traffic must turn right onto N/S access drive. This circulation pattern will eliminate the need of motor vehicles having to cross paths at the internal intersection. This will aid in moving traffic more fluidly and controlled with fewer conflict points and directions motorists, peds and cyclists will have to keep track of at the internal intersection. It allows for safer pedlbike crossing the lanes at the internal intersection. Overall should produce a more controlled and smooth flow on the internal drives. The only negative is less on -site stacking of the east bound (inbound) traffic from Silver Trails, but the smoother flow and possibly easier merging at the internal intersection may help lessen the volume of queued traffic on the east bound (inbound) access from Silver Trails. That should in -turn aid in reducing queued traffic on Silver Trails trying to get to the school. If you need clarification concerning this, or if there are any questions please contact Jesse Schlam 970-218-2932 or email @ ischlam(cD-fcgov.com Landscape plan has been amended to clarify the permanent vs. the temporary seed areas. PLS ratio has been added to the seed mix on Sheet L-2.
