Comment Summary: Department: Planning Services Contact: Clark Mapes, 970-221-6225, cmaues(cDfcciov.com Topic: General Comment Number: 1 Comment Originated: 02/04/2015 02/04/2015: At the meeting, we need to discuss whether or not service lines should be shown on reproducible plans. Are they intended to go into a single trench? If the decision is to indicate them, then indicate them in a manner that actually fits and avoids the root cellar. Topic: Plat Comment Number: 2 Comment Originated: 02/04/2015 02/04/2015: 1 see questions about the need for several easements. This may be covered in comments by utilities but we need to discuss several of these at the meeting. (e.g., sewer along the front; gas to Parcel 3; sewer to parcel 2; Arthur Ditch.) Topic: Site Plan Comment Number: 3 Comment Originated: 02/04/2015 Need a note regarding curb cut to Parcel 3. Also, is 8 fee wide enough for a driveway? Comment Number: 4 Comment Originated: 02/04/2015 02/04/2015: What is the dashed diagonal line across the driveway? Comment Number: 5 Comment Originated: 02/04/2015 02/04/2015: 1 will provide slight edits to the notes regarding LPC review "of future building permits for exterior alterations of the barn on Lot 1. Comment Number: 6 Comment Originated: 02/04/2015 02/04/2015: The concrete pad in the driveway raises questions about utility trenching. Do you want to simply show it "to be removed"? Please work with technical services or contact me for subdivision plat submittal requirements. Comment Number: 2 Comment Originated: 02/03/2015 02/03/2015: With the existing ditch on the parcel 1 will the Arthur ditch company need to sign the plat? Comment Number: 3 Comment Originated: 02/03/2015 02/03/2015: Does an access easement or shared access agreement exist for the shared access between parcel 1 and the neighboring property to the north? Comment Number: 4 Comment Originated: 02/03/2015 02/03/2015: Does an emergency access easement need to be dedicated from the property to the north per PFA access requirements? If so, a letter of intent from the neighboring property owner to the north will be needed prior to public hearing. Comment Number: 5 Comment Originated: 02/03/2015 02/03/2015: Will parcel 3 have phared access with parcel 2? If so, an access easement will need to be dedicated on the plat. Comment Number: 6 Comment Originated: 02/03/2015 02/03/2015: Please terminate the proposed gravel driveway on parcel 3 at the property line. A gravel driveway will not be permitted in the public right-of-way. Comment Number: 7 Comment Originated: 02/03/2015 02/03/2015: Please locate the private sewer service to parcel 3 in an easement across parcel 2. See redlines. Typically this area of public right of way is reserved for franchised utility installation and maintenance. By placing the sewer service in an easement on parcel 2 you are protecting the service from future excavations and utility work within the right of way. This is a long run for a sewer service so you may want to include clean outs for future maintenance of the line. Comment Number: 8 Comment Originated: 02/03/2015 02/03/2015: If a grading plan is required please add the location and size of the proposed utility service lines and the existing utility main lines (in Sherwood St) to the grading plan. Please note exiting utility services and proposed utility services on the plan. If existing services are not being used then they will need to be terminated at the main line per COFC Utility Department standards. Please add our standard construction/utility notes to the grading plan. You can contact me for an updated version of our standard notes. Comment Number: 9 Comment Originated: 02/03/2015 02/03/2015: Please add the standard sidewalk note to the site plan: Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. Any existing service line that will no longer be used any more must be abandoned at the main. Comment Number: 3 Comment Originated: 02/03/2015 Plans are not reproducible. Sewer and water service lines crossings need to be encased. The sewer service line for Parcel 3 is within the public right of way and will necessitate approval from Engineering Department and other utilities since it encroaches on the location where typically dry utilities are located. The line should be placed in a private easement on Parcel 2. Topic: Easements Comment Number: 1 Comment Originated: 02/03/2015 Any sewer or water service line that crosses a newly created neighboring, lot should be placed with a utility easement. Comment Number: 3 Comment Originated: 02/03/2015 02/03/2015: If there is a share curb cut between parcel two and parcel three. Why does a proposed gravel driveway have to extend to the curb? The proposed gravel drive way should not extend past the back of sidewalk. Should this shared access be in a private easement? Should there be a private access easement on parcel 1 driveway for parcel 2 access. Page 4 of 4
