In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: > Shall be designated on the plat as an Emergency Access Easement. > Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance. > Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons. > Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. Turning radii shall be detailed on submitted plans. > Be visible by painting and/or signage, and maintained unobstructed at all times. > Additional access requirements exist for buildings greater than 30' in height. Refer to Appendix D of the 2012 IFC or contact PFA for details. International Fire Code 503.2.3, 503.2.4, 503.2.5, 503.3, 503.4 and Appendix D; FCLUC 3.6.2(B)2006 and Local Amendments. Where adequate radio coverage cannot be established within a building, public -safety radio amplification systems shall be designed and installed in accordance with criteria established by the Poudre Fire Authority. Response: Directional ramps have been added to the site plan Topic: Traffic Impact Study Comment Number: 2 Comment Originated: 01/23/2015 01/23/2015: The TIS shows that four auxiliary turn lanes are warranted but not constructed within the study area. One lane (NB right at Taft/Horsetooth) is not impacted by this proposal. One lane (WB right at Horsetooth and Silver Trails) will be done by the City with striping after the overlay project this summer. The two remaining lanes (SB rights from Taft onto Bronson and Horsetooth) are impacted by school traffic. If GVA proposes to not build the lanes, please provide a variance request with narrative and justification. Thanks. Response: A variance request will be submitted for these two turn lanes. Comments Responses 1-28-15 Global Village Academy Phase II — Site Plan Advisory Review Topic: Building Elevations Comment Number: 17. Comment Originated: 01/16/2015 01/16/2015: In general, let's discuss the overall color scheme. While the plan sheets do not indicate specific colors, staff is assuming that the graphics depict that the color scheme from Phase One will be directly carried over to Phase Two. Now that a gymnasium elevation faces Taft Hill Road, staff is concerned about the pattern of colors on such a prominent building component. Community feedback from Phase One is that the building color scheme is overly complex and busy. While the use of five different colors may be appropriate for an elementary school, its predominance at the scale of Phase Two give us pause. Has Global Village considered toning down the number of colors so that the building does not appear radically out of context when compared to the surrounding suburban residential character? Perhaps the vibrancy of Phase One is sufficient for the purpose of establishing the school's presence and identity, at the intersection of two arterial streets, and that Phase Two colors can now be reduced in quantity and softened or muted and to become more compatible with the surrounding neighborhood. In order for Phase Two in particular and the overall campus in general to become more compatible with the neighborhood, the use of the blue accent color should be removed from the east, north and west elevations with one exception. The wedge-shaped blue accent on the east elevation at the stair tower could remain as it is symmetrically balanced with the same shape and color on Phase One. Response: Our design concept to represent the Global Village Academy International Charter School is to capture the design intent of international flags through color, shapes and movement as a part of the design that was shown in Phase 1. The importance of integrating some of the color, shapes and movement into the architectural design around the building addition is essential to having a holistic design and to capture the essence of Phase one within Phase two. We have toned down our design and color placement in Phase two compared to Phase one. We have done this by eliminating the green color from the scheme, by lessening the amount of color around the building, and by increasing the amount of dark gray base and light gray field. The stair towers as elements remain red in color and the hardie board material around the windows remains yellow as in Phase one. The blue color is our only remaining accent color to be used to break up the gray metal panel field, in order to support the design concept and intent of the color, shapes and movement within Phase one for our Phase two addition. Comment Originated: 01/16/2015 01/16/2015: Please specify that the overhead door that faces Taft Hill Road will be a color to match the building field on either side (light gray or dark gray?) and not white. Please do not introduce a sixth color. Response: The overhead door will be a dark gray color to match the dark gray metal panel at the base. Comment Number: 19. Comment Originated: 01/16/2015 01/16/2015: The City Forestry Department has indicated that several of the street trees that were planted with Phase One have died. These will need to be replaced and established before the City Forestry Department will accept. Response: All City Forestry Department comments have been addressed on the Landscape Plan. Comment Number: 8. Comment Originated: 01/16/2015 01/16/2015: Along Horsetooth Road, near the intersection with Taft Hill Road, there is a gap of 100 feet between the streetlight at the comer and the first street tree. There is a drainage outlet and a bus pad in this area but there may be sufficient area to plant one additional 2-inch caliper deciduous shade tree approximately 40 feet west of the streetlight to fill the gap. Response: Ornamental trees have been added Comment Number: 8. Comment Originated: 01/16/2015 01116/2015: Regarding the street trees, on all three public streets, there are two 40-foot gaps between the street trees and the streetlights resulting in 80-foot gaps between trees. This occurs once on Bronson Street and twice on both Taft and Horsetooth. Section 3.2.1(1) requires that these gaps be filled with omamental trees that are allowed to be placed within 15 of the streetlight. Please install ten 1.5-inch caliper omamental trees to fill the 80-foot gaps in street trees. Response: Ornamental trees have been added Comment Number: 10. Comment Originated: 01/16/2015 01/16/2015: On the east side of the playground, there is a narrow strip between the fence and the public sidewalk that will be difficult to irrigate and maintain over the long term. Long narrow strips of grass are challenging for irrigation systems. For both aesthetic and practical purposes, this strip should be fully planted as a mulched shrub bed so that at maturity, it fills in thus reducing long term maintenance. Please consider medium to large size shrubs as these plants will help buffer the playground from the traffic noise and fumes of a four -lane arterial street. Response: Shrub bed has been added to the Landscape Plan. Comment Number: 11. Comment Originated: 01/16/2015 01/16/2015: The same comment applies to the perimeter of the southwest parking lot where there are three narrow planting strips. On the south and west strips, these areas are what remains between the shrub bed and back of sidewalk. All three of these areas should feature a sufficient number and size of plants to cover at maturity, and placed within a mulched bed, so that there remains no narrow strip of grass to irrigate and mow. Please consider a rich variety of shrubs and perennials to fill these shrub beds. Response: Shrub/Perennial beds have been added to the Landscape Plan. Comment Number: 12. Comment Originated: 01/16/2015 01/16/2015: Along the west side of the north -south driveway, at the north end of this planting area, there is a gap beginning at the Bronson sidewalk. This gap needs to be filled in to accomplish the necessary screening for the townhomes. Response: Shrub bed has been added to the Landscape Plan. Comment Number: 13. Comment Originated: 01/16/2015 01/16/2015: Within the ten foot planting area west of the driveway, the Columnar Blue Spruce trees (Fastigiate Spruce) are specified in the schedule to be #5 container size. Please note that this size is too small for such a slow growing plant and this small size does not accomplish the necessary buffering for the adjoining townhomes. These will need to be up -sized to five to six feet in height. Response: The size of these Spruce have been noted as requested. Comment Number: 14. Comment Originated: 01/16/2015 01/16/2015: At the entry to the north parking lot, there are two shade trees specified to be Corinthian Lindens. Please note that these trees are well -suited for the 10-foot side planting area on the west side of the driveway due to their narrow form. But, at this location, a narrow form is not needed. Please select another species of deciduous shade tree that has a fuller form for this location. Response: Species has been changed on the Landscape Plan. Comment Number: 15. Comment Originated: 01/16/2015 The new sidewalk on the east side of the addition contains six 90-degree turns. This alignment is awkward for normal pedestrian movement and could be improved by introducing softer curves or long sweeps. Any area between the walk and the building can be placed in concrete or rock mulch. And, it appears that this walk stops short of reaching the play fields. Please consider extending this walk north to the fields. Otherwise, a footpath will be formed. Response: Sidewalks have been updated to reflect more natural pathing. Comment Number: 2. Also, please indicate how the start and end times are staggered in relation to the start and end times of Olander School. Response: The Olander School begins at 9 a.m. and dismisses at 3:38. The GVA-FC program will begin at 8 a.m. with early arrival allowed as early as 6:30. The GVA-FC split dismissal schedule will be: First shift — Approximately 40% of the classes And all of the Bus riders will leave the school at 2:45 p.m. Includes all bussed students - 60% of total population This should represent approximately 50% of the parent pick up traffic because the classes that will be released earlier will be the younger grades. Second Shift dismissal starts at 3:05 p.m. Remaining parent pick up student (except for students in before and after program). After -School Program students - Anticipate 16% participation level with new sports programs, gym, etc. This is based on actual participation levels from other GVA schools with gymnasiums and after -school programs. These programs extend from 3:30 p.m. until 6 p.m. with most of the programs concluding between 4:45 and 5:15 p.m. Comment Number: 5. It appears that if you end the bus lane further into the property you will reduce the amount of new pavement added to the site and minimize the bus and car conflict at the drive approach off of Bronson. Response: Bus turning movements were analyzed with AutoTurn software to determine how far back from Bronson to end the bus lane. The bus lane has been shortened. This change reduced the addition of pavement and allowed the existing inlet near Bronson to remain as is. Comment Number: 2 Comment Originated: 01/21/2015 01/21/2015: With the addition of the paved lanes interior to the property and the new curb and gutter along the private drive a grading plan will need to be submitted for review as part of the project. There is space for only one street tree in this area but there is an open space for another street tree to the south. Please indicate on these phase to plans that these two missing street trees will be planted and show the locations where they will be planted. Contact the City Forester to obtain a permit for the planting of these two street trees. Response: The trees have been relocated and noted as requested. City Forestry staff will inspect the street trees in the spring to determine if the development will need to replace any of the existing street trees planted in 2014. If replacements need to occur the development will be notified to replace dead or dying street trees.
