PROJECT DESCRIPTION: This is a request for preliminary and final PUD
approval of a 6,640 square foot temporary recycling collection center on
.75 acres. The project is located at 725 East Vine Drive, south of East
Vine Drive and west of Lemay Avenue, zoned I-P, Planned Industrial.
RECOMMENDATION: Approval with conditions
EXECUTIVE SUMMARY: The recycling collection center is a one year pilot
project and will be utilizing an existing building located on the ADS Plas-
tics industrial site. The building will be used as a warehouse for storage
of recycled materials collected by the City's one year pilot curbside col-
lection program. Materials stored will include newspaper, cardboard, alumi-
num cans, glass, and a small amount of used motor oil. The applicant is
requesting a variance from the landscaping requirements of the Land Devel-
opment Guidance System. Staff is recommending approval of the variance
request and of this preliminary and final plan.

COMMENTS
1. Background:
The surrounding zoning and land uses are as follows:
N: IP; ADS Plastics Warehouse
S: IP; Native grass with goats
E: IP; ADS Plastic Warehouse, vacant ground
W: IP; ADS Plastic storage yard
The property was annexed and zoned in the City on May 16, 1978 as part of
the East Vine Drive Fifth Annexation. There are existing buildings located
on the property which use to be part of the sugar beet operation.
In December of 1985 a site plan was approved for ADS Plant to manufacture
corrugated plastic pipe in one of the buildings. Along with this approval
was a variance granted by the ZBA, which did not require landscaping. The
variance is temporary and expires in June 1989.
The applicant is requesting approval of a temporary recycling operation in
one of the existing buildings.
2. Land Use:
The proposed temporary land use is consistent with the surrounding land use
of the ADS Plastic industrial operation. The project achieves over 50% of
the maximum points on the "Industrial Uses" point chart and is supported by
the following Land Use Policies:
"60. Industrial uses should locate near transportation
facilities that offer the required access to the industrial
site, but will not be allowed to create demand which exceed
the capacity of the existing and future transportation
network of the City."
"61. Industrial development should locate within the City
or consistent with the phasing plan for the urban growth
area, where the proper sizing of facilities such as water,
sewer and transportation has occurred or is planned."
3. Transportation:
There will be three types of traffic generated by the site:
- Employee autos - 6-12 trips per day, Monday thru Friday
- Recycling collection vehicle - 6 trips per day, Monday thru Friday
- Semi -trailer trucks - 8 trips per month
The City Traffic Engineer has reviewed the proposed traffic generated by
the project and has no objections.

5. Variance Request:
The applicant is requesting variances from the Land Development Guidance
System as outlined in a letter dated June 3, 1987, from Bob Wilkinson. The
major issue is the variance request from the landscaping requirements.
There is outside storage currently in the site by ADS Plastics. This pro-
posed project is temporary and the activities associated with it will not
visually impact the site. There will not be outside storage of materials.
Staff recommends approval of the variance request with the condition that
if the project extends beyond one year the applicant shall submit a lands-
cape plan for review and approval. At that time the applicant will be
responsible for installation and maintenance of landscaping. A variance
from the strict application of the Land Development Guidance System would
not be detrimental to the public good or impair the intent and purpose of
the LDGS concept.
RECOMMENDATION
Staff finds the project consistent with the City's Land Use Policies and in
conformance with the intent of the Land Development Guidance System. The
project achieves adequate percentage points on the Industrial Uses point
chart. Staff recommends approval of the project and of the variance request
with the following condition:
1. If the recycling project extends beyond one (1) year the applicant
shall install landscaping which meet City standards.

CITY OF FORT COLLINS
ONE-YEAR PILOT CURBSIDE RECYCLING PLAN
PURPOSE: To initiate a one-year pilot recycling project which will cover
various aspects and techniques of recycling so as to gain the greatest
amount of information in order to evaluate future courses of action and
options for city-wide recycling. The program is scheduled to begin June 1,
1987. The pilot program will cover:
s a limited area of curbside collection (less than 20%) of city
single family homes of paper, aluminum cans, glass, cardboard
and used motor oil.
• newspaper collection of at least .four multi -.family complexes
• newspaper collection of at least four elementary schools
• extraction of cardboard at the Larimer County landfill
s limited city government recycling of paper, cardboard and cans at
nine locations
BACKGROUND: The City of Fort Collins, Department of Natural Resources is
contemplating a city-wide recycling program, the main purpose of which is
to increase recycling in the city. On a national scale, recycling is
significant because of the energy and natural resource savings. The
program will benefit the city because it will make recycling more
convenient and therefore increase participation. The recyclables targeted
for collection are aluminum cans, newspaper, cardboard, glass and used_
motor oil..
Benefits of a city-wide recycling program cannot just be measured by direct
cost benefits. Saving landfill space, garbage and .litter reduction, and
contracts creating jobs for local people will be direct benefits to the
community. Indirect, but significant on a national scale, are energy and
natural resource savings.
Generally landfills are both expensive and difficult to locate due to land
use approval. Many Colorado communities are faced with landfill closures
and finding additional landfill space. The Larimer County Landfill has an
estimated 11 years of capacity left. Although there is no immediate
crisis, material that has value is not garbage and has no place in a
landfill. The amount of energy and landfill space saved depends on the
amount of material collected in the program.
One of the more important conservation benefits of recycling is the saving
of natural resources by not consuming new raw materials. Trees, metals,
oil, water, open space, and wildlife habitats, lost to resource extraction
and manufacturing of new products, are saved by recycling. Colorado
residents enjoy many natural resources. For example, every ton of
newspaper recycled saves 17.39 trees. Recycling will save these resources
for present and future enjoyment and use.

average, as detc_rmi.ned by studies and surveys. The comparison, taken from
"City of Fort Collins RECYCLING SOLID WASTES ISSUES REPORT", March 1985, is
shown below:

The opportunity for recycling in our city is great with estimates of the
following for city-wide recycling:

A few changes have been made to the original curbside recycling program
submitted to the State for Exxon grant funding, and approved by City
Council. These changes are minor but will significantly improve the
quality and capture the greatest amount of information and knowledge
possible.
As an element of the curbside recycling program, the City is planning a
cardboard recycling facility at the Larimer County landfill. The operation
will consist of a cardboard bailer, placed on a concrete pad, and three
employees using a truck for isolating cardboard at the landfill face,
hauling the recycled cardboard back to the bailer, and running the bailer.
The recycled cardboard is expected to bring a price of roughly $30.00 a
ton, with an estimated recovery of. 125 to 200 tons per month. A
conservative estimate of the income from this operation is $3,700 per
month. In addition, recovery of cardboard over the projected eleven year
11fe of the landfill could extend landfill life by one to two years, or 9
.18%. The profits from the cardboard recovery operation can he used to help
fund the pilot curbside recycling program.
The estimates of "current recycling" and "recyclables available" are based
on studies and surveys from Larimer County, Denver County, Boulder County,
the U.S. Environmental Protection Agency (EPA), and surveys of recycling
firms collecting from Fort Collins. Refer to issues report for more
detailed information on survey data.

By reducing the original concept of collecting in one -quarter of the city
to 19%, funding will be available to test alternative collection options.
We will be working with Poudre R-1 Schools to have a few elementary schools
participate in the educational beneEiL's of recycling newspaper. A few
apartment complexes will. participate in the newspaper "drop-off" system.
Working with the Planning Department an area of broad socio-economic strata
,,aas defined using the "Larimer--Weld Council of. Governments DAZ Population
Estimates April. 1, 1985" report. The boundaries will generally be:
West - College Avenue
East - Union Pacific Railroad Tracks (east of Lemay)
North - Mulberry Avenue
South - Horsetooth Road
The total nuniher of dwelling units within these boundaries is 9,718 D.U.
Of these 6,264 households are single family dwelling units. The majority
of these single family homes will be provided containers to participate in
the program.
The City's Information Communication Systems Department will assist us with
obtaining mailing labels. Volunteers will be recruited to label and mail
brochures to all occupants in the recycling area.
Arrangements have been made with Larimer County to allow the extraction and
marketing of cardboard.

As the proposed Recycling Collection Center is to be a temporary, one
(1) year, use, and since the existing site use, ADS plastics, recieved
variances from landscaped requirements for a three year period, and
since all storage will occur inside the structure, and since the
proposed operation will not increase the visual impact of the existing
development, the Natural Resources Division requests a variance from
the following criteria of the Land Development Guidance System:
Criteria 26, 27, 29, & 31: Our activities will not modify the
appearance or layout of the site or building. Our use is temporary,
one year, and our property lease is only for that length of time.
Criteria 38, 39, & 40: Because of the temporary nature of our
activities, the isolation of the site, and the number of employees
proposed, we do not feel upgraded pedestrian circulation facilities
are needed, and therefore request a variance from these criteria.
Criteria 40, 41, and 42: Because of the temporary nature of our
activities, isolation of the activity area from public roadways,
screening of our activity area from roadways by a building on the
north, terrain on the south, and outdoor storage by ADS Plastics on
the West, the fact that our storage activities will occur indoors or
in trailers, and the fact that ADS Plastics recieved a variance from
landscape requirements for activities on the same site, which includes
outdoor storage of pipe, we request a variance from the landscape
requirements of the Land Development Guidance System for this site.
We are, however, currently planning to enhance the landscaping
surrounding our office building and parking area at 112 North Howes.

The Department of Natural Resources appreciates your comments on the
Recycling Collection Center, and offers the following response:
1. We talked to Warren Jones with the Fire Authority concerning the
requirement for a one hour separation from the remainder of the
building, and were informed that so long as the rest of the building
remained vacant, and was not used for the storage of combustables, the
one hour seperation would not be required. If the remainder of the
building is occupied by a seperate tenant, a one hour seperation will
be required.
2. A written variance request is enclosed.
3. With respect to motor oil spills, we feel it is highly unlikely one
will occur, and we will use the utmost care to prevent such an
occurance. The collection of motor oil will require that the resident
place the used oil in one -gallon containers, which will be picked up
from curbside. At the collection center, the one -gallon containers
will be placed inside a larger sealed container, for storage until
adequate volume is collected for transfer to the Larimer County
Landfill's oil recycling center. In the unlikely event that a spill
should occur, we will use the best available techniques for dealing
with the particular circumstances related to the spill.

This letter is a request for a variance to the P.U.D. submittal requirement
for the City of Fort Collins Recycling Collection Center at 725 East Vine
Drive. The temporary (1 yr.) use of the building for the storage of
recyclable materials collected by the City's pilot curbside recycling
program will not alter the existing drainage pattern of the site, nor will
it change the amount of impervious material on site. Other than the
parking of a couple of semi -trailers on site, all activities will be
confined to the interior of the building.

RE : Traffic projections for the Fort Collins Recycling Collection Center
The following are projections for traffic generation from the Fort Collins
Recycling Collection Center. There will be three types of traffic
generated by the site. They are passenger autos used by the employees, the
recycling collection vehicle (a 3/4 ton pickup and recycling bin trailer),
and semitrailer trucks used to haul the recycled materials to an
out-of-town market.
Traffic volumes predicted to be generated by the proposed use are as
follows:
Employee autos: 6-12 trips per day Monday through Friday
Recycling Collection vehicle: 6 trips per day Monday through Friday
Semi -trailer trucks: 8 trips per month
All ingress/egress to the site will be from Linden Street. Employee
traffic will most likely use Linden and Vine equally, with some potential
for use of Buckingham and Lemay. The recycling collection vehicle will
follow a Linden to Riverside Route, and a Linden to Buckingham to Lemay
Route equally. The semi -trailer truck traffic will follow a Linden St. to
Vine Dr. and 1-25 frontage road to I-25 route.
Predicted traffic is not expected to adversely impact any of the utilized
roadways.
