Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this . request. Please be aware of the following dates and deadlines to assure.your ability to stay on schedule for the November 25, 1996 Planning and.Zoning Board hearing: Plan revisions are due no later than the end of the working day, November 6, 1996. A total of 10 folded copies of the revisions should be sufficient. PMT's (photo reduction of Site Plan to 8.5" x 11"), rendering (one colored full-size Site Plan),: and 8 folded copies of the final full-size Site Plan revisions ( for the Planning and Zoning Board members packets) are due on November 18, 1996. Please contact me at 221-6750 if you have questions or concerns related to these comments. I would like to schedule a meeting with you as soon as possible, if necessary, to discuss these comments. The Light & Power Department stated that it appears that all the improvements as shown on the Site Plan already exist. The PUD request is necessary only to change the use in the residential structure. With the addition of the proposed office use in the residential structure the commercial electric rate may apply. Please contact Doug Martine, at 221-6700, for information on what electric rate will be assessed if/when this request is approved: 6. The Transportation Department stated that neighborhood parking could be a problem at peak times. A pedestrian connection from the residential/office structure to the large church parking lot, for overflow parking, should be made. . This would enable the office use to effectively use the large parking lot. Please see the attached Site Plan that shows a possible location for a sidewalk. Please contact Fred Jones, at 221-6615; if you have questions about the on -site pedestrian connections. 7. The residential/office structure will have to have a water meter installed, if one is not already on the structure, because the office (non-residential) use requires a water mater. Please contact Roger Buffington of the Water/Wastewater Department, at 221-6681, if you have questions about the water meter requirement. 8. Three new street trees along Bryan Avenue should be added to the plan (see attached Site Plan) and installed during the next planting season (this fall, 1996 or next spring, 1997). This should be done as mitigation between the street and parking lot. The City has a list of acceptable street trees (see attachment) that you can choose from. It is important that existing underground utilities be located and the trees placed acceptable distances from any.utilities (see attachment). 9. New impervious areas (hard surfaces such as sidewalks, driveways, ramps, decks, etc.) exceeding 350 square feet is total area that may be added to the site will require that a drainage report be prepared and submitted to the City Stormwater Utility for review. Scott Kramer Cornerstone Presbyterian Church 1516 West Prospect Road Fort Collins, CO. 80521 Dear Scott, Staff has reviewed the Site Plan for the Cornerstone Presbyterian Church PUD that was submitted to the.City on September 20, 1996, and would like to offer the following. comments: 11. TCI of Fort Collins (cable television) has stated that they do not have any problems or concerns with this request. However, any damages to TCI of Fort Collins.facilities associated with this request will be billed to the property. owner, in this case the church. 2. The Zoning Department offered the following comments: a. The language in Note 3 under the LAND USE DATA should possibly be changed with respect to the specific reference to Birthright and the word "counseling". It could be left as "office" use only in the event Birthright were to not move in or leave at a later date. This, would give the option for the church to rent to another office use. Also, counseling is already an office use by definition. b. Note 3 should clearly define whether a residential use is to remain in the existing building. The church may want to retain the option of returning to a residential use (if this request does not address it) without needing to go through the City's administrative change to a PUD process in the future. c.. Does the church really want to limit the hours of use as stated in Note 6 under the LAND USE DATA? If the hours of use are to change in the . future, the user will have to down administrative change to the approved PUD.
