Member Chapman seconded the motion. The motion was approved 7-0. Project: Martinez P.U.D. - Final, #4-97A Project Description: Request for a mixed use development consisting of 9 single family lots (each with a second dwelling unit above an attached or detached garage), 1 commercial/residential lot containing 2,168 s.f. of office space and a 1,000 s.f. living unit, 34 co -housing (multi -family) dwelling units, and a 31,200 s.f., 3-story commercial/residential building (with 10 2-story loft dwelling units on the second and third floors) on 8.45 acres located on the south side of Lee Martinez Park, west of N orth College Avenue, north of Cherry Street, east of North Sherwood Street, and zoned LMN, Low Density Mixed Use Neighborhood. Recommendation: Approval Hearing Testimony, Written Comments and Other Evidence Member Gavaldon stated that he would like the discussion to focus on the name of the street "Fat Tire Lane". Member Gavaldon read from the LDGS, "street names in the same direction may change only at arterial streets. Street layout must consider the standard north south east to west numbering system. Private fire access shall be provided with improved street signs". Member Gavaldon asked if Cherry Street, which does intersect with Fat Tire Lane, was an arterial street. Sheri Wamhoff, Engineering Department replied that Cherry Street is a collector. Member Gavaldon stated since Cherry Street is not an arterial, it should be consistently named to coincide with Mason Street. Member Gavaldon stated that in a memo from the applicant's representative, Fat Tire Lane was being named based on a donation from New Belgium Brewery. He asked if there was a vote taken by the homeowner's and what was the outcome of the vote. Planning and Zoning Board Minutes November 6, 1997 Page 2 Project: Miller Brothers Foothills Subdivision 6th Replat, Lot 1 (King Soopers at Cedarwood Plaza), Non -Conforming Use Review, #14-97 Project Description: Request for a 5,165 s.f. addition to the south side of the existing King Soopers Store #9 at Cedarwood Plaza, located at the southwest corner of South Taft Hill Road and West Elizabeth Street. The property is zoned NC, Neighborhood Commercial. Staff Recommendation: Approval Hearing Testimony, Written Comments and Other Evidence Mike Ludwig, City Planner gave the staff presentation on the project recommending approval. Public Input Ray Cole, 1817 Rangeview Drive spoke on the project. Mr. Cole stated that he had a property ( 2110/2108 Applewood, a duplex) flooded by the parking lot. He investigated with City Stormwater and found that the curb adjoining his property is not to spec. He stated that in the south and southwest section they have overlaid the parking lot with 3" extra of asphalt and filled the gutters. In some places the gutter has sunken into the ground, so there is no gutter at all. He stated that the property would not support a 100-year flood and route the water as it should off of the adjoining properties. He asked that the applicant be required to repair their parking lot to prevent further damage to his property. Public Input Closed Glen Schlueter of the City Stormwater Department stated he was not aware of this particular problem and would address it with the developer. The improvements the applicant is proposing are further north where the addition is being done. He stated staff would do their best to tie that into this project and get it corrected. Planner Ludwig stated that the improvements proposed are on Lot 1, which is what the shopping center is a part of, by code, it would require them to make the necessary improvements. Planner Ludwig suggested a condition on the project.
