John >>> Jack Gianola 09/29/98 06:38AM >>> This memo is in response to Steve Olt's message from 9-24 to you regarding the Civic Center Parking Structure. He stated that the project needed another review by the Planning Department due to several major issues. We would like to add to what Steve has said. The project does need to be delayed to address the major issues that have developed as a result of City Plan and the development review process. The major areas of concern are Stormwater and Transportation. We have been working with Hensel Phelps and have developed a process in which all the issues related to the development review process will be estimated- we are working on this at the present time and will try to have it put together as soon as all issues have been identified. We will need to see what the issues are after our thins submittal. We are anticipating the requests will be more than the current budget can absorb. We are looking at ways in which the requests can be done as part of the other projects in the area -the new office building and Transit center. We also will be asking the requesting service areas to help us develop a priority of their requests and determine what issues are required by code. We are finding many off site issues due to the age of the infrastructure in the area of the development. We are making every effort to master plan all related issues in which we are looking at the overall picture of the Four Comers area: a transportation plan (drawing) that shows all the requested improvements in the area; a plan showing how we are going to light all the streets (working with Light & Power on this); a Art -In -Public conceptual plan of how art can be placed in the public rights -of -way; a plan showing all the improvements in the public right-of-way- sidewalks, tree grates, pedestrian crossings, street lights, building lights etc; we are establishing our theme for this area. (the area is bounded by Mason from Mountain to Cherry showing the Parking Structure, Justice Center, New Office Building, and the Transit Center). As you can see, there is a lot of work to do and a lot of issues that impact this downtown area. We are making every effort to develop a plan in which we all can make the best decisions for the overall improvements in the Four Comers Projects. We will keep you informed of our progress.
