NATURAL RESOURCES The outfall from the wetland should be positioned at an angle of less than 90 degrees so the outfall is with the flow in the creek rather than perpendicular to it. CURRENT PLANNING • The appropriateness of the building architecture is questioned. It seems that as a visitors' center and environmental learning center, the building should reflect more of the character of Fort Collins. The architecture in no way reflects the use or the purpose of the building or the character of our community. In addition, building materials should be aesthetically pleasing and compatible with materials typically used in this area. These could include brick, wood, sandstone and other native stone rather than metal as proposed. Should you have any questions regarding these comments please contact me. While there does not seem to be any major issues remaining, we wanted to forward the following comments for your information. STORMWATER • The plans do not show the boundaries of the floodplain. These need to be shown to cgmpare with the elevation of the building. • The drawings need to show how the grading of the site ties in to the property to the south. • A design of the outlet structure in the wetland needs to be provided. If a water quality outlet is provided, a separate detail will be needed. • No erosion control planor report was provided for review. • The access road results in concentrated flows from the end of the drive into the pond/wetland. This could result in erosion. CSU should address how this will be prevented. ENGINEERING • The property should be platted. Without this, it is not considered a legal building lot in the City. At a minimum, the portion of the site with the parking lot should be platted. • Easements from the City should be obtained for the parking lot. 281 North College Avenue • PO. Cut pavement to smooth edge and match existing grades needs to be completed according to City of Fort Collins Repair Standards. 3. Design improvgments to Prospect Road may include bridge widening (if needed). 4. A 57.5 foot Right -of -Way total is required to be dedicated from the section line on Prospect 5. The 10 foot sidewalk shown on the upper northwest corner should be connected to the pavement. 6. The 28' FL -FL drive needs to be dedicated as emergency, pedestrian, and access easement. Along with that, are other utility easements needed? 7. Please show a design and cross section of the pan on the south side. 8. A plat needs to be provided of the entire property. 9. Vertical curb and gutter, along with a detached sidewalk along Prospect road needs to be. included on the site plan. 10. In general notes on page C-1, note number 13 should say `traffic engineer' rather than `street department' 11..The patch work on page C-3 needs to say, `as per City of Fort Collins repair standards.' 12.
