CENT. - SITE PLAN ADVISORY REVIEW - 55-98 - CORRESPONDENCE - TRAFFIC STUDYBo Banc ar - Environmental Cearning Center= age From: Eric Bracke To: Bob Blanchard, Frank Bruno, Gary Diede Date: 3/22/99 2:08:50 PM Subject: Environmental Learning Center I have had an opportunity to review the Traffic Impact Study (TIS) for the above -stated project dated March 5, 1997. The TIS assumed three uses on the site: 1. Learning Center and Offices 2. Visitor Center 3. State Parks The total average daily trip production was calculated at 875 trips/day. The peak hour traffic was estimated at: AM: 28 in, 23 out PM: 45 in, 48 out The study also conservatively estimated that 55% of the trips would be headed west into Fort Collins to visit other attractions. Level of service analysis was also conducted and concluded that the access off of Prospect would operate under acceptable levels with stop sign control. Additionally, there would not be enough traffic generated by the site to warrant a traffic signal and the 500' spacing is not appropriate for a rural condition. With this in mind, the city would not be inclined to install a traffic signal at the access location. Please let me know if you require additional information.
