HomeMy WebLinkAboutCSU HEALTH CENTER / GF WAIRDS REPLAT & UTILITY PLAN - PDP/FDP - FDP150039 - CORRESPONDENCE - REVISIONS12/04/2015: Plat - If the storm inlets and piping in Lake Street and then downstream of the inlets in Lake Street are to be considered public, then a drainage easement will be required through the site, for the storm line taking drainage from Lake Street to the detention pond. However, if the storm inlets and piping in Lake Street and downstream are privately owned and maintained by CSU, then these will not require an easement. JVA Response: The entire storm drain system will be private and maintained by CSU. The Utility plan calls out the storm drains as private. - A drainage easement will not be required for the detention pond as this pond is within CSU's MS4, JVA Response: Noted, thank you. - Utility Easements: 1. Easements for the existing water and sewer alignments will need to be provided to ensure an easement is in place for the existing utilities while the proposed utilities are being constructed. These can be provided by separate document. 2. Easements for the proposed water and sewer alignments can be provided ahead of the platting process by separate document. The final plat will then need to reference these easements with their recordation numbers. 3. Easements for the old water and sewer alignments can be vacated once the new utility easements are in place and the lines are in service. JVA Response: Noted, thank you. We are proceeding with dedicating the new easements by separate document and referencing them on the plat. 14 anymore. JVA Response: There is no dedicated patient drop off location. College Ave. If CSU plans to take over the ownership/maintenance of this sewer main, no easement to the City will be required. Otherwise, if this main remains City infrastructure, then an easement will be required. JVA Response: CSU is currently investigating this. We will keep you updated on the decision and how they would like to move forward. At the time of this submittal we are showing the sanitary sewer main as public and within easements. - Encasements or steel casings are required anywhere where the waterline passes below a sewer or storm sewer. In the meeting on 12/3/15 we discussed moving the sewer line to the west side of the building along the waterline alignment. There is a potential that some of the existing main in Prospect Alley may need to be revised to account for this longer run around the west side of the building. The City has provided existing sewer service locations in this area to JVA in the event that they need to revise this segment of sewer. JVA Response: The sewer main is now routed on the west side of the building at the minimum slope. The Prospect Road Improvement Plans will include a roll over curb at the bus pullout for access. During the possible gap in time between installation of on site improvements and Prospect Road improvements, a temporary all weather access road from Prospect connecting the access west of the building has been added as well. Along College Ave additional right-of-way does not need to be dedicated (although it can be dedicated as shown). It can stay right-of-way as shown or can be a utility and access easement in lieu. The utility and access easement needs to be a minimum of 15 feet wide or extend to the back of the sidewalk. As the plat was submitted a 15 foot utility and access easement is needed to the north of the dedicated sidewalk along both Lot 1 and Lot 2 to allow for the future detached sidewalk and any necessary utility installations. JVA Response: The right-of-way along College is now shown as it was. Originally dedicated. The minimum 15' wide easement is also now shown along CSU owned parcels. JVA Response: The sanitary sewer main and water main has been updated, the utility easements now match the utilities and access easements as required. It was my understanding that additional transportation easement was to be provided along the west edge of the property due to additional sidewalk and plaza area being provided in this area. The right-of-way dedication at the SW corner of the site. This doesn't look to be accommodating the detached sidewalk. The plans are not showing the detached sidewalk here. JVA Response: As mentioned above, the detached sidewalk in this area is now not required per Marc's comments in the review meeting. This can be coordinated with the Prospect Road Improvements. The following comments may pertain more to the landscape plan but are still provided for this submittal at this time. Comment Number: 2 Comment Originated: 12/02/2015 12/02/2015: Explore providing tree mitigation by maximizing tree planting on the site or as part of future campus forestation initiatives. 6 JVA Response: Noted, this has been changed to reconstruction of the concrete sidewalk. Comment Number: 27 Comment Originated: 11/27/2015 Topic 11/27/2015: 27. The new ramp at the comer of Lake Street and College Avenue will need to be a directional ramp. JVA Response: The modification to this ramp may not work if the City would like to keep the large evergreen at this corner. This tree is very close to the existing sidewalk and ramp and does not allow construction of a directional ramp without cutting into the trees root system considerably. The existing inlet in Lake Street confines any curb cut to west of the inlet, and out of the typical pedestrian path across Lake. Coordination needs to occur at the City level on whether to keep the tree and leave the comer as is, or remove the tree and improve the pedestrian access. Comment Number: 28 Comment Originated: 11/27/2015 11/27/2015: 28. The radii for the Lake/ College corner and the two driveways needs to be identified somewhere on the plans. See chapter 8 for what they should be. JVA Response: The radii is now shown on the Horizontal Control plan and line and curve tables. Comment Number: 29 Comment Originated: 11/27/2015 11/27/2015: 29. The following additional details need to be added to the plans (707.11 1201, 1606 and 2201) and several of the details provided need to be replaced with the most up to date version of the detail. Several of the details were updated in February. JVA Response: The details have been added/updated. Plat Comment Number: 1 Comment Originated: 11/27/2015 11/27/2015: 1. Depending on the timing of the plat and the utility plans the plat will need to change in one of two ways. This is because easements need to exist for the existing utilities and need to be provided in the new location prior to the utilities being relocated. a. If the plat is to be filed prior to the utilities within the alley being relocated them a utility easement along the alley and court where utilities existing will need to be dedicated on the plat. This easement can then be vacated by separate document once the utilities have been relocated. b. If the utilities are to be relocated prior to the plat being filed then easements for the utilities to be relocated within will need to be dedicated by separate document prior to the utility relocation. These easements by separate document will need to be noted on the plat. JVA Response: We are anticipating moving forward with dedicating these per separate document prior to the plat being filed. The plat will reference these documents, and once the new utilities are in service and the existing ones abandoned/removed we will vacate the unnecessary easements. Comment Number: 2 Comment Originated: 11/27/2015 11/27/2015: 2. The plans seem to show that the sidewalk along Lake Street extends south beyond the right-of-way limits. If this is the case then the 9 foot utility easement also needs to be an access easement. The utility and access easement also needs to be dedicated along Lot 2 - both along Lake Street and College Avenue. JVA Response: The easement along Lake now includes access and as shown on the redlines, the easement crosses all the way to College. Comment Number: 3 Comment Originated: 11/27/2015 5 plans or not. Additional detail and information is needed. JVA Response: The west driveway has a drainage area of 560 s.f. draining across the sidewalk, and the east has a drainage area of 774 s.f. This is slightly larger than what is acceptable, however, minimally and we hereby request a variance for the additional 24 s.f. (3.2%) of area. Comment Number: 20 Comment Originated: 11/27/2015 11/27/2015: 20. The plans show the curb line along Lake Street as all new construction. Is the flowline location moving from what exists? If it is moving then we will need a design for this (plan and profile and cross sections). If it is staying in the same location just being reconstructed then we need lots more spot elevations. Notes identifying the curb is to be replaced back at existing elevations and the contractor is responsible for surveying and identifying the existing grades prior to reconstruction. JVA Response: The curb along Lake Street is only to be removed and replaced. The alignment is the same. We will add additional spot elevations that are taken from the original survey and add the note. Comment Number: 21 Comment Originated: 11/27/2015 11/27/2015: 21. What is the width of the sidewalk addition along the Mason Trail? JVA Response: The width of the new sidewalk varies and is now dimensioned on sheet C3.0. JVA Response: The sidewalk along College is to be installed with the Prospect Road Improvements. It will be a 10' wide detached sidewalk. It doesn't look like it is going to meet the minimum cover requirements — minimum of 3 feet from the top of pipe to the top of asphalt. JVA Response: We have adjusted the entire storm drain system to meet the 3' minimum cover, and 15" minimum pipe size. Comment Number: 24 Comment Originated: 11/27/2015 11/27/2015: 24. The utility line sizes and type need to be identified on the overall utility plan sheet. JVA Response: All utilities have now been identified on the overall utility plan sheet, C2.0. Comment Number: 25 Comment Originated: 11/27/2015 11/27/2015: 25. The water main and sewer connection out to Prospect Road. Need to show the interim asphalt patches and sidewalk patches that are to occur. The plan now only shows the future design not what this is going to look like when this line is installed. Need to show existing features and how the tie in works now. Also then need to note what will need to happen when the road work does occur for the sewer manhole— at a minimum the manhole cover will need to be reset. JVA Response: We are now only showing the existing conditions at Prospect Road. Any modifications to the utilities required for the Prospect Road improvements will be called out on those plans. We are now considering these two plan sets as different "projects". Comment Number: 26 Comment Originated: 11/27/2015 11/27/2015: 26. The horizontal control plan shows an asphalt patch on the Mason Trail. This would not be an asphalt patch. 4 is currently shown to be attached. This needs to be designed and constructed meeting the West Central Area Plan — which identifies a 10 sidewalk detached by a minimum of 6.5 feet. The right-of-way needs to align with the back this sidewalk location. JVA Response: As discussed in the December 1 Staff Review Meeting, the detached sidewalk at this corner does not match the existing attached sidewalk along the BRT, would create only a small patch of landscaping between the curb and sidewalk, still needs to be attached at the proposed bus pullout, and therefore is not going to be required. The sidewalk will now be shown on the separate set of Prospect Road improvement plans and will not be a part of this set, final coordination on the location of the sidewalk will take place at that time. From what I have gathered from conversations during meetings is that the Mason Trail next to the building at the NW corner will likely need to be reconstructed with the removal of the foundation and utilities that exist and are associated with that building. The trail was built around the window well and the utilities. The bollards around these obstacles can also be removed when they are no longer needed. This need to be identified and noted on the plans. JVA Response: You are correct. The sidewalk in this area is currently heaving and needs to be replaced under a warranty item from the MAX contractor. The CSU Medical Building contractor will coordinate the efforts between the two contractors to determine limits and scope of work. We are calling out a note to coordinate removal/replacement of sidewalk with MAX contractor. Another part of this area is the reconstructed ramp as discussed above that will be a part of this project and responsibility of the Medical Building contract. It is confusing to show the Prospect Road improvements when we don't have that design yet and there are no notes on these plans on where the improvements planned to be constructed with these plans end. Examples: 1. sidewalk on College and on site — what portion is to be built with these plans and how will it have an interim tie back into the existing improvements. My understanding is the road work will not start until 2017, we can't have this sidewalk be out of use for 2 years. 2. The sewer connection into the manhole in Prospect. What does this look like in the interim and then with the future road improvements. The manhole will need to be reset and probably change elevations. Also need to show the patching of the existing street that will need to occur (street and sidewalk). JVA Response: Prospect Road improvements are now completely separated from this project. The plans now show all connections to existing conditions due to the above mentioned timing concerns. There is a page added to the set showing the future Prospect Road improvements for reference only as requested by the City at the December 1 Staff Review Meeting. A separate submittal that will include the Prospect Road Improvements, and sidewalk along College, will be submitted under separate title to the City for review in coordination with the City's proposed improvements for the intersection. Those plans will then include any modifications to the utilities shown in the Medical Center drawings. The existing sidewalks along Prospect and College are to remain intact and accessible throughout the project. Once improvements begin on Prospect the rerouted sidewalks will be constructed. The south ramp will remain as is with an additional winged style ramp added on the east side to bring the bottom of the ramp up to sidewalk elevation within the "warp" of the new ramp.
