Any development in this easement will require approval from PRPA and they must sign the appropriate plans. Traffic Operations They are still evaluating the APF situation to determine if the developers can build either Building A or Building B at this time. 2. Traffic Operations needs "highway capacity sheets". This is critical. 3. Should there be a short term median in Timberline Road adjacent to this property? Engineering will determine the need. 4. This developer must enlarge and repair the radius for the northbound right -turn into Midpoint Drive from Timberline Road. Transportation Planning 1. Will future Timberline Road improvements affect building locations in this development? 2. What improvements to Midpoint Drive will be required with this development? Will there be bike lanes and parking on the street? 3. What kind of pedestrian connection will there be to the south, across the railroad tracks? Ave Truly I City Planner Page I 89 Label all fitting, valves and lengths of pipe between fitting. 90 Clearly define what is existing and what is proposed on the overall utility plans. Indicate sizes of existing services. 91 Maintain 10 feet of separation between thrust blocks and all other underground utilities. 92 Provide the standard meter pit and water main bedding details with the next submittal. See site, landscape and utility plans for other comments. The following comments and concerns were expressed at staff review on May 8tr': Engineering 1. The project phasing is not consistent on all the plans. 2. The street trees along Timberline Road may be in the future street improvements. They should be moved to the east, closer to the future 7' wide sidewalk, to minimize adverse impacts from street improvements. 3. Because of Adequate Public Facilities (APF) restrictions due to street constraints, per Section 3.7.3 of the Land Use Code, only one building (possibly either A or B) can gain final approval and be constructed at this time. The Final Compliance plans, when submitted, may reflect only one building and associated infrastructure. Stormwater 1. The storm water overflow over Timberline Road must handle 400 cubic feet per second or wait until City improvements to Timberline Road are implemented using new numbers. 2. The outfall from the site presently goes into an abandoned irrigation ditch. This is not acceptable. The detention facility is not sized correctly. 3. There is a proposed detention pond close to the railroad tracks. The property owners will need a license from the Great Western Railroad to grade into their easement. Page 10 Topic: Project Phasing 22 The report states that Lot 2 will be developed at a later stage, however no interim plans were provided. Please submit a phasing plan showing what will be built with Phase 1, and how the undeveloped portion of the site will be graded in the interim condition. Topic: PRPA Easement 95 The PRPA non -buildable easement on the site would conflict with the construction of the detention pond and some parking. Will such a restriction affect the ability to construct any improvements in this easement. Please provide PRPA approval for any construction work that is being proposed within that easement. Topic: Utility plans 99 Please discuss what will happen to the drainage flows coming off of Timberline in the interim condition, since no improvements to Timberline are being proposed, will this area be graded to direct off -site flows coming on to the site from the west to the north ? Department: Transportation Planning Issue Contact: Mark Jackson 27 APF Concerns I have serious concerns regarding this project's anticipated impacts to the Timberline/Prospect area as they relate to the City's APF ordinance. I would like to have the applicant meet with Eric Bracke and possible other APF departments. 37 Please reflect bike lanes as part of Midpoint Drive improvements (8') Department: Water Wastewater Issue Contact: Jeff Hill 11 REPEAT COMMENT: Provide utility easements for all water/sewer mains, curb stops and fire hydrants. 15 Show and label locations of proposed and existing gas/electric mains. Page 9 Calculations indicate "dryland grass". Where is this on the plan, are areas to be reseeded/mulched, if so where, when (note on the plan)? Second Review May 7, 2002 One or more of the previous comments have not been addressed. Please do so. Topic: Grading In Railroad Right of Way 94 The proposed grading in the railroad right of way will necessitate that a license to grade be obtained from the railroad company. Topic: Offsite Flows 93 The recently updated (February 2002) Spring Creek master drainage plan shows that there is a 417 cfs spill from the west side of Timberline that comes across this site. The site would experience shallow flooding in a 100 year storm, thus you need to show how this site will handle such offsite flows. Topic: Outfall Issues 21 The site is proposing to release from the detention pond into an abandoned irrigation ditch through the Prospect Industrial Park. Since this ditch in its existing condition does not meet minimal standards required by the City, it is suggested that some improvements be made downstream in the interim until the downstream site is developed and the outfall situation is improved. Topic: Outlet Box Detail 98 Please provide an appropriate detail for the detention/water quality pond outlet box, with detention orifice plate size, water quality orifice plate, trash rack, water surface elevations, spill elevation, etc... Topic: Plat 96 The proposed drainage easement overlaps the existing PRPA non -buildable easement. PRPA will need to sign off on the plat. Page 8 10 Sprinkler Requirements: Building B and C shall be fire sprinklered. NOTE: Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinklered system or fire alarm system. 97 UFC 902.4; PFA Policy 88-20 Department: Police Issue Contact: Joseph Gerdom 5 Lighting: The following areas have need additional lighting to meet minimal security - 1)area between Bldg A and Bldg B (west) end; 2) trash area at SW corner, and; 3)both access points to Bldg A at north end. Topic: Site Plan 100 May 2002: Inadequate lighting between building A and B. SW trash enclosure light still below minimum (0.7fc). Landscape materials at NE corner of Building A pose potential security risks. Department: Stormwater Utility Issue Contact: Basil Hamdan 68 Water Quality Pond: Please explain why the water quality pond has concrete pans in it. This seems to defeat the purpose of a Water Quality Pond. Please provide a water quality outlet structure for the extended detention pond. None was shown. 69 Landscape Plan: There is no proposed Landscape Plan for the pond area, please provide one. 70 Please address all the redlines in plan and report, and return all redlines with your future submittal. Topic: Erosion and Sediment Control 97 First Review September 27, 2001 The plan shows straw bales on concrete pans. This doesn't work, please correct. City of Fort Collins erosion control notes are not the plan. Page 7 Example: #19 Cottonwood Stand is being lost due to the construction of the drive isle. #19 needs to be labeled removed and mitigated to clearly show what is going on and clearly define what mitigation must be done. 72 Prairie Dogs - Before the commencement of grading or other construction on the development site, any prairie dogs inhabiting portions of the site within the Limits of Development (LOD) shall be relocated or eradicated by the developer using city -approved methods as set forth in Chapter 4 of the City Code. 3.4.1(N)(5) Department: PFA Issue Contact: Michael Chavez 6 Required Access: A fire lane is required. The fire lane shall be visible by painting and signage, and maintained unobstructed. Minimum turning radius of access roadways must be 20 feet inside and 40 feet outside. All access roadways must be an all weather driving surface capable of supporting fire apparatus. The surface shall be asphalt, concrete, or compact road base. Additional surface criteria may be obtained from the City or County engineering departments. 97 UFC 901.3; 901.4.2; 902.2.1; PFA Administrative Policy 85-5 NOTE: A fire lane shall be required from the main entrance off Midpoint Drive and continue through the parking lots of Lot's 1 & 2. 7 Address Numerals: Address numerals shall be visible from the street fronting the property, and posted with a minimum 10-inch numerals on a contrasting background. 97 UFC 901.4.4 8 Water Supply: No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. They will need to sign the plans showing they approve of the work and improvements shown within their easement. Page 5 104 The railroad spur easement - who is this dedicated to? Is it being dedicated to the City as a public easement? Topic: Site Plan 35 Show the future 7-foot sidewalk along Timberline Road. It would be best to not have dual walks along here. Widen out the 5-foot walk on site to meet the 7-foot standard or build and use the 7-foot walk to meet the connection needs you are showing. 5/7/02 Need to show the sidewalk as being built - it will be needed to connect to building B if that is the building to be built. Will need a sidewalk connection that does not cross a drive isle. 41 Will need an off -site easement for the driveway construction at the northeast corner of the site. 79 The phasing numbering differs on the utility plans 80 Phase line locations differ from the utility plans 105 Need a note on the plan indicating future potential shared access with the property to the east along the eastern property line of lot 2. Page 4 74 As was previously discussed this development can provide the city with a cash escrow for the design and construction of the local street portion of the improvements to Timberline Road adjacent to the site in lieu of doing this work at this time. 75 This development needs to work with the developers of Spring Creek Center in accomplishing the improvements that are needed at the midpoint Timberline intersection to accommodate truck traffic at this intersection. Improvements to this intersection will be a condition of approval. (per Traffic) Topic: General 106 Once this project has gone to hearing (assuming one building and only one building can be built) the Final Plan submittal will need to only show the work and infrastructure for the one building to be built. All extra stuff and other building sites and services will need to be taken off of the plans. Can only put in the infrastructure for the one building. 107 Will need a letter of intent from the adjacent property owner for the off -site easement prior to being scheduled for a hearing. Topic: Landscape Plan 44 The trees and landscaping along Timberline road need to be planted so that they are not where the future walk is to be located or beyond .where the potential future curb line will be based on the major arterial design and the row location. 81 There is no phasing shown on this plan Topic: Plat 46 Show the off -site easements that are needed. Indicate that they are to be provided by separate document. 103 The access easement on Lot 2 needs to extend to the eastern property line to provide for potential future shared access. Page 3 110 More landscape screening is needed around the 2 trash enclosures south of Building B. See the red -lined Landscape Plan. ill Note #13 on the Landscape Plan must indicate that the security for the landscaping is for the materials and installation. Please see the red -lined Landscape Plan. 116 Because the ultimate east edge of Timberline Road adjacent to this property is not yet determined the Summit Ash street trees as shown should be moved to the east, Toff of the west edge of the future 7' wide sidewalk. This will minimize potential adverse impacts to the trees. Please see the red -lined Landscape Plan. 117 The westernmost Marshall's Ash street tree along Midpoint Drive may have to be eliminated due to the possibility that the turning radius from Timberline Road into Midpoint Drive may have to be increased, potentially impacting that tree. Topic: Site Plan 101 The Burlington Northern Railroad, along the southwest side of this site, is now the Great Western Railroad. 112 The proposed amount of new parking spaces on Lots 1 & 2 is 28 spaces over what is allowed by the Land Use Code, based on the parking analysis on the plan. When calculating industrial parking allowances (0.75 spaces per employee) the number of employees should be multiplied by 0.75, not divided. 114 There are two separate trash enclosure locations shown on the south side of Building B on Lot 1. Are both of these trash enclosures needed? Department: Engineering Issue Contact: Sheri Wamhoff 32 An adequate public facilities (APF) analysis needs to be done for this project as was identified on Attachment'A' Transportation Impact Study Base Assumptions of the TIS. It appears that there will be APF issues on this project. This is needed before the project can consider going forward. 5/7/02 This was done for Building A construction or Building B construction. These studies need the highway capacity - sheets provided in order to adequately evaluate the studies. Definitely only one building can move forward and submit Final Compliance Plans for that portion of the development. The Final Compliance Plans 9\ l" shall reflect only the building, associated parking, and improvements for that building requesting final approval. ;o (, 115 Cf City staff will not be supporting the Alternative Compliance Request for the "phase 1" parking for either Building A or Building B. Continuous paved access for emergency and service/delivery vehicles can be made for either Building A or Building B without constructing all the parking spaces. Please see Diagrams 1 & 2 that are being forwarded with this comment letter. Topic: Landscape Plan 108 The landscaping on Lot 1, around Buildings A & B and in the landscaped islands, has been decreased significantly from the first submittal. Why is this? 109 The loading/service area south of Building B is unscreened from Timberline Road. Landscaping meeting the screening requirements of the Land Use Code is needed. Page 1
