Please explain how was the 560 foot value obtained. 26 Issue Contact: Basil Hamdan Erosion/Sediment Control Comments • The plan shows straw bales on concrete pans. This doesn't work, please correct. . • The erosion control notes are not the current set. • Calculations indicate "dryland grass". Where is this on the plan, are areas to be reseeded/mulched, if so where, when (note on the plan)? • The escrow calculations exclude ROW areas and future phases, are these not going to be disturbed with Phase 1? Please justify. 29 Issue Contact: Basil Hamdan Plat: Please provide a drainage easement for the proposed detention pond in Lot 3. .: Issue Contact: Basil Hamdan Water Quality Pond: Please explain why the water quality pond has concrete pans in it. This seems to defeat the purpose of a Water Quality Pond. Please provide a water quality outlet structure for the extended detention pond. None was shown. Issue Contact: Basil Hamdan Landscape Plan: There is no proposed Landscape Plan for the pond area, please provide one. 70 Issue Contact: Basil Hamdan Please address all the redlines in plan and report, and return all redlines with your future submittal. Department: Transportation Planning 27 APF Concerns Issue Contact: Mark Jackson Page 9 Department: Stormwater Utility 20 Issue Contact: Basil Hamdan Drainage Plans: Please provide a drainage plan with standard City of Fort Collins requirements such as drainage basin lines, hydrology summary table, pond summary table, etc.... 21 Outfall Issues: Issue Contact: Basil Hamdan The text states that the outfall from the site will be to the Poudre river through an existing drainage swale. Please provide documentation as to the existence and condition of that swale. Please show this outfall ditch on the plans. Is it on railroad property ? does it go all the way to the Poudre.River ? Is there an existing drainage easement for that swale ? is it in good physical condition ? all of these issues need to be explored and clarified in any future submittal. 22 Issue Contact: Basil Hamdan Phasing Plan: The report states that Lot 2 will be developed at a later stage, however no interim plans were provided. Please submit a phasing plan showing what will be built with Phase 1, and how the undeveloped portion of the site will be graded in the interim condition. 23 Issue Contact: Basil Hamdan Variance Request: The report requests a variance for the one foot of freeboard requirement on the pond. since this is a new project, and the variance is not justified in the text, it is not clear why such a request would be granted. 24 Issue Contact: Basil Hamdan Grading Plans: Please extend the existing contours grades at least 50 feet beyond the limits of the property per City requirements. There seems to be some proposed grading in the railroad ROW, either provide written documentation from the railroad company approving such grading or pull grading off railroad property. The detention pond seems to be partially in a "non -buildable" PRPA easement. Please provide written documentation from PRPA allowing the proposed grading in their easement. Page 8 an all weather driving surface capable of supporting fire apparatus. The surface shall be asphalt, concrete, or compact road base. Additional surface criteria may be obtained from the City or County engineering departments. 97 UFC 901.3; 901.4.2; 902.2.1; PFA Administrative Policy 85-5 7 NOTE: A fire lane shall be required from the main entrance off Midpoint Drive and continue through the parking lots of Lot's 1 & 2. Issue Contact: Michael Chavez Address Numerals: Address numerals shall be visible from the street fronting the property, and posted with a minimum 10-inch numerals on a contrasting background. 97 UFC 901.4.4 0 Issue Contact: Michael Chavez Water Supply: No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 9.7 UFC 901.2.2.2 0 Issue Contact: Michael Chavez Building Area: Building A exceeds 5000 square feet and must be fire contained or fire sprinklered. 97 UBC Table 9B 10 NOTE: Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. 97 UFC 902.4; PFA Policy 88-20 Issue Contact: Michael Chavez Sprinkler Requirements: Building B and C shall be fire sprinklered. Page 7 75 Issue Contact: Sheri Wamhoff This development needs to work with the developers of Spring Creek Center in accomplishing the improvements that are needed at the midpoint timberline intersection to accommodate truck traffic at this intersection. IDER Issue Contact: Sheri Wamhoff Need to show the phasing on the utility plans and need to identify/ show the phase lines on the site and landscape plans. Need to know what utilities, pavement and improvements are to be built with each phase if the project is to be phased. Department: Light & Power 1 Issue Contact: Bruce Vogel WILL NEED TO COORDINATE TRANSFORMER LOCATIONS. ANY MODIFICATIONS TO THE -ELECTRIC SYSTEM WILL BE AT THE EXPENSE OF THE DEVELOPER. Department: Natural Resources 71 Issue Contact: Doug Moore Existing Tree Schedule information is not clear - An additional column should be added to explain which trees are being retained, relocated, replaced, or REMOVED & MITIGATED/ OR NOT MITIGATED. Example: #19 Cottonwood Stand is being lost due to the construction of the drive isle. #19 needs to be labeled removed and mitigated to clearly show what is going on and clearly define what mitigation must be done. 72 Prairie Dogs - Issue Contact: Doug Moore Before the commencement of grading or other construction on the development site, any prairie dogs inhabiting portions of the site within the Limits of Development (LOD) shall be relocated or eradicated by the developer using city -approved methods as set forth in Chapter 4 of the City Code. 3.4.1(N)(5) Department: PFA [o Issue Contact: Michael Chavez Required Access: A fire lane is required. The fire lane shall be visible by painting and signage, and maintained unobstructed. Minimum turning radius of access roadways must be 20 feet inside and 40 feet outside. The pavement line stops at the end of the parking stalls on the east side of the center drive isle running south. Department: Engineering 32 Issue Contact: Sheri Wamhoff An adequate public facilities (APF) analysis needs to be done for this project as was identified on Attachment 'A' Transportation Impact Study Base Assumptions of the TIS. It appears that there will be APF issues on this project. This is needed before the project can consider going forward. 34 Issue Contact: Sheri Wamhoff Site Plan The site plan shows the id sign extending into the row. It can not be placed within the row. 35 Issue Contact: Sheri Wamhoff Site Plan Show the future 7-foot sidewalk along Timberline Road. It would be best to not have dual walks along here. Widen out the 5-foot walk on site to meet the 7-foot standard or build and use the 7-foot walk to meet the connection needs you are showing.
