This does not seem to be consistent with how the City approaches street frontage improvements for new development - public or private? If the improvements are not going to take place with this project than how will the funding for the future right of way improvements be handled? Number: 27 Created: 12/4/2003 Please provide more detail for the ouffall into the Poudre River and include all proposed construction details like flared -end sections, riprop, etc. A 20-foot wide off -site drainage easement is also required for the outlet storm sewer. If there is already an easement for the existing storm sewer, it would have to provide 10-feet on either side of the proposed storm sewer to be used. This scenario is unlikely and a new easement is probably required. On -site drainage easements are also required for all drainage structures including storm sewers and detention ponds up to the 100-year WSEL. The disturbance caused by the outlet will need to be design to minimize and mitigate any impacts. Fort Collins Land Use Code 3.4.1(E)(2)(1b) (b) If the development causes any disturbance within the buffer zone, whether by approval of the decision maker or otherwise, the applicant shall undertake restoration and mitigation measures within the buffer zone such as regrading and/or the replanting of native vegetation. The applicant shall undertake mitigation measures to restore any damaged or lost natural resource either on -site or off -site at the discretion of the decision maker. Any such mitigation or restoration shall be at least equal in ecological value to the loss suffered by the community because of the disturbance, and shall be based on such mitigation and restoration plans and reports as have been requested, reviewed and approved by the decision maker. Unless otherwise authorized by the decision maker, if existing vegetation (whether native or non-native) is destroyed or disturbed, such vegetation shall be replaced with native vegetation and landscaping. 3.4.1(G)(2) (2) Streambank Stabilization. When the Stormwater Master Plans and the Storm Drainage Design Criteria and Construction Standards of the city require Streambank stabilization, native vegetation shall be utilized for such purpose, and engineered stabilization techniques such as exposed rip rap shall be avoided, to the maximum extent feasible. The use of native vegetation shall be the principal means of Streambank stabilization, and the use of rip -rap for Streambank stabilization shall be restricted to locations where the use of vegetation techniques is not reasonably feasible. 3.4.1(1)(1) (1) Project design. Projects in the vicinity of large natural habitats and/or natural habitat corridors, including, but not limited to, the Poudre River Corridor and the Spring Creek Corridor, shall be designed to complement the visual context of the natural habitat. Techniques such as architectural design, site design, the use of native landscaping and choice of colors and building materials shall be utilized in such manner that scenic views across or through the site are protected, and manmade facilities are screened from off -site observers and blend with the natural visual character of the area. These requirements shall apply to all elements of a project, including any aboveground utility installations. This fence design should incorporate design features to enhance its appearance, such as masonry columns, trim details, etc. Is it possible to have the fence be designed as an "Art in Public Places" amenity? An elevation of the site plan will need to be included on the site plan.
