HomeMy WebLinkAboutTHE ORCHARD AT CLARENDON HILLS SUBDIVISION - FINAL - 47-89C - - STAFF'S PROJECT COMMENTSDevel4went Services Planning Department February 22, 1990 Mr. Eldon Ward Cityscape Urban Design 3030 South College Avenue Suite 200 Fort Collins, CO. 80525 Dear Eldon: Staff has had the opportunity to review the Orchard at Clarendon Hills Final Subdivision. The following comments are offered: 1. Tract A should be designated on the plat as a "Utility Easement". 2. The Public Service Company is concerned about the entry feature landscaping. They are requesting that no trees be planted within six feet of a buried gas main. Have measures been taken to maintain this distance? Please coordinate with Gary Huett of the Public Service Company. 3. The design of the emergency access through Tract A must conform to the agreement made between the Poudre Fire Authority and Cityscape dated December 22, 1989. The Poudre Fire Authority reserves the right to inspect the access design upon completion. 4. The developer should be cautioned that since water and sewer services will be provided by the District, coordination with the City Light and Power Department will be necessary. It is suggested that a coordination meeting take place prior to construction. 5. Under the Sign Code, only one project entry sign will be permitted. 6. There is a major concern with the adequacy of the easements that are described as "Utility and Drainage". U.S. West is having difficulty in placing underground facilities in drainage easements that are subject to innundation. Will these easements be wide enough to accommodate both a drainage swale and an area for U.S. West? Staff suggests that these easements either be widened or a, separate easement be granted so drainage swales are split from utility areas. 7. , The landscape detail, 3 - 1, refers to typical street trees with the abbreviation of "MS Please provide a reference in the Plant List. 300 LaPorte Avenue - P.O. Box 580 • Fort Collins, CO 80522-0580 - (303) 221-6750 El 11 8. Landscape detail, 2 - 1, should indicate the surface treatment of the fire lane. It is our understanding that this will be a hard surface lane. Also, is the break in the three pole fence to allow pedestrians and bicyclists to get around the chain? Please clarify. 9. The plat should reference that it is page one of two. Also, a plat note should be placed on the document that refers to a page two as the Landscape Plan that accompanies the subdivision. Similarly, the Landscape Plan should be labled page two of two. 10. There are references in the preliminary correspondence about "landscape guidelines that will encourge homebuilders to preserve viable existing apple trees." Could we obtain a copy of these guidelines? 11. Staff remains concerned about saving as many trees as feasible. At present, the plan sheets do not indicate which trees are to be preserved and which are to be removed. While Staff is sympathetic to the developer's objectives to provide building lots that will allow tree preservation, no documentation is provided to guide future builders, homeowners, or the City, as to what is being preserved .and what is allowed to be removed. In order to preserve the unique features of the area, and to avoid future controvery, Staff recommends that a plat note be added instructing the Building Inspection Division, at the time of building permit review, to request a plot plan indicating the location of all the trees on the lot. This plot plan would then be routed to the City Forester for review and comment. Staff suggests that the plat note could read as follows: "The large number of trees located on this property represents a unique natural resource and natural habitat, that. benefits the neighborhood and community as a whole. Consequently, at the time of building permit application for each individual lot, a plot plan shall be submitted to the Building Inspection Division indicating the location of all trees on the subject lot, including the trees that would be removed because of structures or hard surface areas. Said plot plan shall be routed to all pertinent agencies including the City Forester for review and comment. As review criteria, the City Forester shall consider, among other things, the age, shape, condition, and location of the trees. The City Forester may, at his discretion, recommend preservation, pruning, removal or replacement of said trees." 12. The Parks and Rec Department would like to remind the developer that a small neighborhood park site is still desired in the Clarendon Hills area. Negotiations on location and size should still be continued with the City Parks and Rec Department. 13. Comments concerning the Utility Plans and Drainage Report have been forwarded to Land Development Services under separate cover. This concludes Staff comments at this time. Please be aware of the following deadlines for the March 26, 1990 Planning and Zoning Board hearing: Plan revisions are due March 7, 1990. P.M.T.'s, 10 prints, colored renderings are due March 19, 1990. Final documents (mylars, site & landscape covenants, development agreement are due March 22, 1990. 0 As always, please feel free to call our office to discuss these comments or to arrange a meeting with pertinent City Staff.
