Dear Gary:
The Planning Department seeks to preserve, to the extent possible, the healthy
trees in the Orchard at Clarendon Hills that will remain after installation of
the streets, sidewalks, curb, and gutter. In order to accomplish tree
preservation, it is recommended that the City Forester inspect and evaluate the
trees in one visit rather than have to make several trips to the site. It is
recognized that trees will be lost due to structures, driveways, and other hard
surfaces such as decks and patios. It is also acknowledged that it is prudent
to perform the site inspection prior to issuance of the first building permit.
However, at the City Forester's discretion, building permits may be issued on
lots which demonstrate no need for tree preservation. It is further
acknowledged that the developer's consultant, Mr. Dennis Donovan, will assist
the City Forester in conducting said inspection. The following represents a
draft of the proposed plat note for The Orchard at Clarendon Hills
Subdivision:
"Prior to the issuance of the first building permit, the City Forester shall
conduct an evaluation of the existing trees that remain on the building lots.
Such an evaluation shall determine those trees, that because of size, shape,
location, or healthy condition, shall be preserved. The City Forester may, at
his discretion, recommend preservation, pruning, removal, or replacement of
said trees. The City Forester also may, at his discretion, allow building permit
issuance on those lots which demonstrate no need for tree preservation."
Please review this language and make suggested revisions if necessary.

Prior to the issuance of the first building permit, the
developer and the City Forester will conduct an evaluation
of the existing trees remaining on the building lots.
Recognizing that some trees will be lost to structures,
driveways, and other site improvements, the evaluation will
determine those trees that, because of size, shape,
location, and/or healthy condition should be preserved..
Lot owners and homebuilders are encouraged to. preserve
healthy existing trees on individual lots to the extent
practical. Plot plans indicating the disposition of
valuable existing trees (as identified in the evaluation
completed b3( the developer and the City forester) on
individual lots should be included with building permit
applications. The City Forester will be available to
provide further guidance as to preservation, pruning,
removal or replacement of trees.
