[12/8/05] After additional research and discussion, it has been concluded that boarding houses can be on the residential electric rate. Rate ordinances from several years ago stipulated that boarding houses would be on the commercial rate; however, current rates are silent on boarding houses. Since the expected electric use pattern is like that of a residence, it has been concluded that the appropriate rate is residential. Anyway, there is very little difference between the two rates. [12/6/05] This facility, proposed for 6 bedrooms, must provide for one van accessible handicap parking space with wheelchair access into the building. Based on the information provided, it is difficult to determine if this development proposal satisfies the requirement. Jim Swanstrom. I understand that this requirement is actually for properties with 10 or more. Which give us three parking spaces 9 wide for a total of 27 feet and 19 foot deep? Boarding Houses are permitted uses in the HMN District, subject to a Type 1 (Administrative) review and public hearing. Comment: OK 2. Off-street parking requirements for boarding houses are specified in Section 3.2. 2 (K) (1) (e) of the Land Use Code. For each boarding house, there shall be one parking space per two beds, plus one parking space per two employees. Garage space does not count as a parking space. For the proposed six beds, a minimum of three unobstructed, off-street parking spaces are required. One of these parking spaces must be van accessible with wheelchair access into the building, if 6 or more sleeping rooms are proposed. This site is in the Old Town drainage basin where the new development fee is $4,150.00/acre which is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued and is charged only when there is an increase in imperviousness greater than 350 square feet. The Site Plan must be enlarged to a measurable scale so that the information can be read and understood. For a site of this size it would not be unreasonable to have the Site Plan at a 1" = 20' or, better yet, a 1" = 10' scale. Also, it is impossible to determine where 605 Lake Street is based on the information provided on the Vicinity Map.
