MASTER PLAN I. The City's land use policies and guidance system conflict over the appropriateness of retail uses outside a neighborhood center. Until the City clarifies this issue, we feel it is only fair to judge each case on its own merits - quality of development and chances of success. We think staff will agree that the center is sensitively designed both in terms of site planning and architecture. In addition, the market study for the project indicates that the uses proposed stand the best chance of success in today's marketplace because they meet the needs of the surrounding neighborhood. The development of a mixed use retail/office center at this site would strengthen the community by providing a retail infrastructure while enhancing the image of the neighborhood. 2. Corrected on master plan. 3. Corrected on master plan. PRELIMINARY PUD 1. A deceleration lane is shown on the drawings. 2. As agreed to in our meeting with Bob Lee, the alignment of the diagonal drive connecting Horsetooth Road to Richmond Drive will remain as shown, but the cross walks will be raised slightly to eliminate through traffic moving too fast. 3. At our meeting with the Traffic Engineering Department it was agreed that if we provided the deceleration lane to handle any potential stacking problems, two access points would be acceptable. 6. At the City Forester's suggestion, we agree to relocate conifers and shrubs along Horsetooth while retaining two honeylocust trees and adding more to create a canopy street tree effect. 20. To the best of our knowledge, the barn has no special historic value and furthermore it is in poor strauctural condition. 21. Our client is not aware of any owls nesting in the barn. We are willing to go out to the site with a representative from the Department of Natural Resources to investigate the possibility and to work with them to relocate the birds if they do exist. Our traffic study indi- cates that the existing and proposed streets are adequate to support this use at this location. Architectural compatibility is more appropriately discussed at Final when a specific user can be identified. 24. Noted. 25. See revised landscape plan. 13. Corrected on plan. 14. 7-Eleven will not deviate substantially from their standard store design on a free standing building when they own the property. Although the sign band colors need to remain the standard red, white and green colors, 7-Eleven is considering having it only along the indented portion of the building front. A decorative brick treatment would replace the sign band around the rest of the structure. The sign band does not wrap around the gas pump canopy. 7-Eleven has agreed to use a brick which matches the brick used at Chestnut Village. A canopy at the gas pump area is considered necessary. Free standing light standards would not be acceptable. 15. Submitted. 16. In addition to canopy down lights, there are two directional lights mounted on top of the canopy, illuminating main entrance points. The building has security lighting mounted on the side and back walls. This light is directed downward.
