Paul Eckman, Assistant City Attorney 4jp✓' DATE: February 27, 1985 RE: Changes of Use for R-H Conversions Section 118-44(I) makes reference to conversions from resi- dential to non-residential uses. I gather that Mr. Keefe is requesting a change from residential use to that use as permitted in Section 118-44(A)(14) entitled "Offices and Personal Service Shops." I also assume that the conversion is being rocessed pursuant. to a site plan which has been submitted. Certainly the approval of the Planning and Zoning Board is subject to the property being maintained 0.", described on the site plan and is subject to it being maintained as an offi�� or personal service shop. I would also be of the opinion that if Mr. Keefe agrees to further limitations upon the approval, then the Planning and Zoning Board could make its approval specific to the request for a conversion to a real estate appraisal office. If Mr. Keefe has applied for a conversion to any type of office and personal service shop, and is unwilling to accede to any limi- tations on such request, then the Planning and Zoning Board should consider the matter as a general conversion to offices and personal shops and either approve or disapprove the appli- cation based upon that lack of limitation. In such case, more than likely the conversion would be denied. Dear Ms Kleckner Due to the existing Parking problem in this area, I would prefer not to have more office space designated there. My tenants at 648 & 650 S. College and 104 , 106, & 112 E. There are three areas to address; the Comprehensive Plan, the impact of a change in land use and the physical impact of the improvements on the surrounding improvements. The City does not have a Comprehensive Plan for this area as of the date of this application. It iour nderstan- ding that this is s u in the process of heinp start-d. The present land use for our immediate area consists of non -owner occupied properties, mostlh .v commercial, to te west of our property. The eastern portion is mainly owner occupied single family residences. Our property at 614 Remington is between these with some non-residential use and mainly non -owner occupied residences. We are on a moderately hPavy four lnne street with curb pnrhinp. Colorado State University is on the southwestern edpi of the neighborhood. Many of the houses are rented to college students. The properties that have been improved in recent years have been three group home houses, an office conversion and a multi -family dwelling. There have been houses remodeled to the east, but none known of along Remington Street and to the west. The area is not conducive to owner -occupied housing as most prone>rties have absentee owners and are multi -family. The traffic and the closeness to Colorado State University inhibits single family, owner occupied residences. These last two influences are long lasting and will control the direction of this area. The properties immediately adjacent to our site are a three unit residence on the south, a two unit on the north, a single family across the alley and a four unit across the street to the west. We wi 1.1 become a semi -owner occupant with the prospect in the future of purchasing the property from Mr. Sinclair. From our neighborhood meeting, the majority of people attending appeared to favor our proposed change of use. The prospect that the property will be properly maintained and that the residential curb appeal will he retained were positive comments. The parking was a concern. We plan to have six on site paikinp spaces. We have six employees with one being part-time. We will he improving the parking as it exists now. The house has four bedrooms. The typical renters have been college students with cars. There is a one car oarnge on the site to provide parking;. This means that three cars lint' to he parked off -site. Another concern was the use if we were to sell. We are more than willing to place in as a contingency that the use be reviewed by the City before a change of use can take place. We feel our project blends into the surrounding improve- ments as we are making no major changes in the exterior curb appeal. The parking lot will be screened from adjacent property owners by a resi.dentia� wood fence. Additional improvements include the following: Landscape the site Paint the garage and repair the windows Stabilize the foundation Tuck -point the bricks Paint the exterior trim Repair the facia 4bere needed Have the roof inspected & repaired if needed Install wood storm windows Weather strip & caulk windows & doors Install new storm doors Small sign on the front porch, max. size of 300 Sq.Tn. R-H CONVERSION NEIGHBORHOOD MEETING A neighborhood meeting was held on Wednesday, January 30, 1985 at 7:00 PM in the Centennial School gymnasium. The meeting was held to discuss a proposed conversion of a house from residential to office use. Elaine Kleckner represented the City Planning Department and Mike and Sue Keefe, owner/developers of the project, presented the plans. Approximately 15 members of the public attended. The following items were discussed: 1. Trend From Residential to Commercial Use: The property owners expressed concern about changes to commercial use and how this impacted the neighborhood as a whole. They questioned existing City policies related to neighborhood compatibility and ways that the intensity of use could be regulated in the future. A survey of existing uses was suggested. 2. Parking: The group did not want to see a parking problem resulting from inadequate on -site parking, however, they did not want to see large swaths of asphalt throughout the area either. 3. Signage: An individual questioned the visual impact of signage for the proposed use. 4. Processing the Request: The group discussed variances relative to lot size and lot width that must be obtained prior to P&Z Board approval. James H. Box 580 Fort Collins, CO 80522 Dear Tom: On behalf of Keefe & Associates, the owners of the South 1/2 of Lot 8, Block 136, City of Fort Collins, State of Colorado, I am requesting a waiver for the requirement for onsite storm drainage detention. The site is at 614 Remington Street and is proposed as a R.H. Review. Historically the lot contains a single family residence and a garage. The residence is being converted to an office use and five hard surfaced parking spaces are being built. The front of the lot drains to the Remington Street gutter and the rear yard drains Easterly to the alley and then Northerly in the alley. The proposed asphalt parking area can be crowned from North to South to drain the runoff from it to the landscaped strips along both property lines. This will mitigate the effect of the runoff on the alley. I feel this waiver is justified because of the very small amount of detention required. The efficiency of this small of a pond is very poor. It is also difficult to restrict to such a small outlet rate. The runoff calculations and mass diagram are enclosed. If you have any questions regarding this waiver request, please call.
