College Ave Fort Collins, CO 80522 Re: Markley Honda Renovation Project Project No. 1159.0001.00 Dear Ms. Langenberger On behalf of Markley Motors, TST respectfully requests a variance to the criteria regarding drainage at curb cuts (Larimer County Urban Area Street Standards, Chapter 9, section 9.4.11.A). Per that section, it indicates that "concentrated storm water runoff from property adjoining the right-of-way shall not be discharged across the sidewalk." As has been previously discussed and determined, per the preference of the City Planner and City Forester, no sidewalk is being built on the north side of Monroe Drive. An installation of sidewalk on this side of the road would have directly impacted, and possible caused the loss of, several mature trees. Therefore, because there will be no sidewalk, there will not be a need to direct the flows elsewhere to avoid discharging across the sidewalk. In addition, the driveway being constructed is a high volume driveway which will have curb returns and a crosspan similar to an intersection. This will direct the flows along the curb and gutter instead of sheet flow across the entire entrance. This variance is not anticipated to impact construction or maintenance costs, and may decrease costs. By allowing the drainage to be released via the drive entrance, it will eliminate two onsite curb chases and a third curb chase that would have tied into the curb along Monroe west of the new entrance. There is no perceived or anticipated risk to the health and safety of the public due to this variance from the design criteria given that the sidewalk along Monroe is on the south side and will not be impacted by this new drive access.
