Please be aware of the following deadlines to stay on schedule for the April 27, 1992 Planning and Zoning Board hearing: Plan revisions are due April 1, 1992 by 12:00 noon. Please contact me for the number of each document to be submitted. PMT's, renderings, and revisions are due April 20, 1992. Final documents, including signed mylars and Development Agreement, are due April 23, 1992 by 12:00 noon. I think it is important for us to meet as soon as possible to discuss these concerns and determine the course of action you wish to take. Chetwood Circle needs to be posted "No Parking — Fire Lane." Please show on site plan the future access to CSURF property. When this CCess is completed, Shire Court will be closed off from Shields Street. Two points of access are required at all times. 3. Please show existing and proposed fire hydrants. Maximum spacing is 800 feet. 4. Twelve foot utility easements are required along all streets. Please (((show these on the site plan. 15! The sewer line must be extended in Shire Court to the west end of the Se and Filing. 6. No signs are allowed in the development other than at the sales office. 7. Please attach the drainage/grading plan sheet to the drainage report, 8. Is it reasonable to assume the swale along the south boundary will always remain in operation? Please show driveways on the site plan - not more than 50% of the street frontage can be driveways. 11. Staff would encourage the placing of parking in the cul-de-sac if Possible rather than the 90 degree parking in the neck of the cul. 12. Sidewalks are required on both sides of the street. 13. The driveways must be 18 feet behind the sidewalk. 14. Please show future configuration of Shire Court. 15. Streets must be designed to City standards. Chetwood Circle does not meet the 240 foot radius requirement. 16. The final plat needs to dedicate eight minimum width utility easements adjoining street right-of-way lines on both sides of all streets. These Public Serivice easements can be combined with the easements Light and Power Is requesting in comment 4. 17. The area to the south of the site plan should be labeled CSURF. Also, Please show 150 foot information directly west of the site across Shields Street. 18. Please note on the site plan proposed treatment of existing significant trees on or near the site. 19. Please also note on the landscape plan any proposed fencing on or bordering the site. 20. A traffic impact study is required for this project and has not been submitted as of this time. Please submit three copies as soon as possible. If you have any questions concerning these comments or wish to meet and discuss them, please feel free to contact•me. For this planning cycle the following dates are in effect: revisions addressing these comments are due in this office at noon, October 9, 1985; PMTs, colored renderings and ten copies of applicable plans are due in this office by noon, October 21, 1985. College Ave., Suite #7 Fort Collins, Colorado 80521 RE: SUNDERING TOWNHOMES PUD - FINAL PLAN (CASE #13-80G) Dear Bob: Staff has reviewed the above referenced project and offers the following comments: 1. The future access to the south will need to be dedicated with the final plan. 2. The parking island (Chetwood Circle) is to be maintained by a homeowner's association and called out as a tract. Parking is to be separated from the street by a pan or rollover curb and gutter. this needs to be shown on the site plan. 3. Please dimension Chetwood Circle and its radii. 4. The sidewalk along the south side of Shire Court needs to be extended to Shields Street now that residences are on this side of the street. 5. Vacation information needs to be provided at this time. This includes a letter, legal description, etc., on an 8 1/2" by 11". 6. Please show phasing of the street and also barricades to be provided. 7. The developer needs to provide up -front funds for street improvements not to be included with this plan. 8. Three final revisions need to be provided with the grading plan (as revised) enclosed in an envelope at the end of the report. 9. Please note that the grass -lined channel carrying flows from the site is in an easement. On the grading plan, please provide the book and page of Jhe recorded easement. Proposed landscaping in the greenspace between Mirrormere Circle and Shire Court appears to conflict with the proposed water line. A 20' unobstructed easement is required for the water line. 13. On the subdivision plat, please show the area of each lot and the various tracts. 14. The final landscape design should include the continent made above about the water line and changes made accordingly. The landscape plan should include the same or greater amount of larger landscaping in the central open area and additional evergreen landscaping along the southern boundary of the site. 15. A typical landscape plan should be provided which shows the general treatment of the actual lots. This would include fencing proposed, foundation plantings, trees, etc. Revisions addressing the above comments are due in this office October 30, 1985 by noon. PMT's, colored renderings and ten copies of the appropriate plans are due in this office by noon November 4, 1985. Final documents are due on November 14, 1985 by noon. The easement on the front of Lots 18-A & 20-A, on the plat, is shown as a "utility and utility easement". Shouldn't this be a 1112' drainage and utility easement"? 2. Public Service has expressed the concern that the planting of trees and other landscaping must have a minimum of 4' clearance from natural gas lines in easements adjoining street rights -of -way. The developer must meet with PSC to address any possible conflict of proposed landscaping and natural gas line installation. 3. City Light & Power will not have a problem as long as the Skyline Honeylocust street trees are kept at least 4' from their buried facilities, which will be installed at least 31- 6" behind the back of the sidewalk; however, this may cause a problem with the Public Service gas line locations (refer to comment 2). 4. City Water & Wastewater comments have been forwarded to Stewart & Associates on a set of redlined Utility Plans. 5. City Engineering has stated that no new Utility Plan set was provided with this submittal. The previous plan approval in 1985 has expired. You will need to submit a full plan set for review subject to current standards. 6. Has the required right-of-way for Hill Pond Road along the north frontage of this property been previously dedicated? 7. City Stormwater Utility has serious concerns. They feel that this is not a complete submittal in that insufficient or no drainage information was provided. Please see the attachment from Glen Schlueter. Poudre Fire Authority has stated that Chetwood Court must conform to City street standards. The widths as shown on the Site and Landscape Plan appear too narrow. The fire hydrant must be placed closer to the curb. 9• There some wetlands in this vicinity. Rob Wilkinson of the Natural Resources Division would like to meet with you in the field to ascertain whether they will be disturbed. Rob can be reached at 221-6600. 10. The Final Site & Landscape Plan and, in general, the overall submittal are not complete enough for staff to make a favorable recommendation to the Planning and Zoning Board. Additional time is needed to bring the plans up to a fully acceptable level. Some comments on the Site & Landscape Plan are: a. Where are the driveways for the lots, for parking? b. The required 150' information on the adjacent properties is not provided. C. No architectural elevations have been submitted. This project should blend with the rest of the Sundering Homes project. What is the proposed building height? d. The proposed use should read 118 single family detached units". e. What are the limits of this P.U.D., where are the Planning Objectives, how does this proposal address the open space data as required in the Land Development Guidance System? f. Are sidewalks planned along Hill Pond Road adjacent to this proposal? g. There are no measurements, geometric information, to be able to lay out this project. h. The site data is incomplete. What is the size of this project, for instance? il. Will there be, or is there, a Home Owners Association? 12. The Landscape Plan is weak. Is anything planned on the lots? 13. Is CSURF property adjacent to the east? 14. Have the outer boundary monuments been found and/or set? This relates back to the question of what is the outer boundary of this project.
