College Ave. Fort Collins, CO 80521 Dear Randy, Staff has reviewed the Somerset PLID, Preliminary and has the following comments: 1. Staff is concerned with the proposed site design for the following reasons: - Adequate setbacks and landscape buffering has not been provided along property perimeters. 5'-20' setbacks from property lines to parking or buildings do not provide adequate space for buff- ering. - Buildings are isolated within the site and a better attempt at clustering should be made. - The internal circulation system is confusing and does not pro- vide for prioritized traffic flow. Access to a number of buildings is only provided through long and circuitous parking isles. - The plan contains too much pavement, particularly in major parking lot concentrations. - The landscape plan should provide a more unified approach to building, street and driveway plantings. 2. Staff has not yet received a required traffic impact analysis. 3. Two buildings do not meet the 150 foot fire department access requi rement. 4. Dimensions are required on site plan, i.e., drives, parking, curb cuts, and buildings. 5. Curb cuts versus curb returns are to be provided. Sidewalks are to be provided on the north side of Troutman. 8. Handicapped ramps are to be provided. 9. This property will be assessed $12,949 for the Warren Lake Trunk Sewer Repay. The sewer line constructed through this site will have to connect to the existing sewer line which ends at Boardwalk and Troutman. 10. The storm drainage report submitted is not adequate. 11. The 5' cedar fencing along the park boundary is not a preferable solution. A combination of berming and landscaping, along with an increased separation between the park and parking lot,would main- tain an open feeling that is more desireable. If there is a fence, we would require a 6" concrete mowing strip at the base and also request that the openings to the park be wider than the apparent 4' shown. 8'-10' would be more preferable. This property currently has no easement for drainage onto the park property. No drainage will be allowed onto park property unless there is negotiations with and approval from Parks and Recreation. What plans does the developer have for storm drainage? The utility plans do not indi- cate anything. Revised site plans addressing the above comments are to be submitted September 10, 1984. 82" X 11" reductions, colored renderings, and ten (10) copies of the plans, are to be submitted September 17, 1984. Storm drainage issues are still unresolved. 2. Dimension all sidewalks and parking lot radii. 3. Indicate all handicapped ramps. 4. Trash islands should be relocated. 5. Curbcut on Boardwalk Drive is to be rebuilt. 6. East parking lot, adjacent to City Park, should be redesigned to elimin- ate traffic conflict points. 7. Center building #3 does not have 150 foot fire department access require- ments. 8. Mowing curb shown on landscape plan must be under the fence, not under the plantings. 9. Repay for Warren Lake Trunk Sewer will be assessed this property. Water and sewer mains through this property will be owned and maintained by the City. 10. Indicate all easements on the site plan. 11. Change "existing zoning" under "Design Data" to read R-L-P. 12. Parking space should be indicated more clearly on the site plan. Indicate material of trash enclosures. 15. Pool is to be within a building envelope. 16. All landscaping detailed on the landscape plan will be required to be installed with this development. 17. "Open space" north of Troutman Parkway is not to be counted as project active open space. 18. Fences proposed around project perimeter are to be better defined on the site plan. 19. Final building elevations are to be submitted. Revised plans addressing the above comments are to be submitted on December 5 1984. Colored renderings of the plans, 8i"xll" reductions, and 10 copies of all plans, are to be submitted December 10, 1984.
