The grades of the curb and gutter approaching Vine Street are unsatisfactory, as built. 2. The cover provided for the sewer main does not meet City specifications. J. There is also the possibility that a sewer manhole was placed immediately on top of the 16" Port Collins water line. In order to rectify the problems, as mentioned, the following is recommended: 1. Rudesign the curb and gutter grades of both approaches to Vine Street. Consider a 2" overlay on the existing Vine Street, paving to be the proposed grade with a street width of 60t from flowline to flowline. An investigation of the situation indicates that if the curb and gutter were raised to be compatible with Vine Street there would be sufficient cover over the sewer line as constructed. Submit this design to the City Engineer for his approval. October 9, 1974 Page l 2. The location of tau 16" Port Collins water line should be oxactiy determined. If it is found to no under the base of a sewer manhole, the mNnnolc should be relocated and proper protection for the water Who provided. Lincoln Jr. Iligh School Ion Vine Street. After a thorough review of the curb and gutter grades on the approaches to Vine Street, it is believed that if Vine Street were to be improved with curb and gutter, it could be designed to match these approaches. The City will require tnat too radii at the intersection of tile access roads and Vine Street be installed under tile present construction. These radii should be designed for a street width of 60 feet from flowliue to flowline on Vine Street. The second item of concern is the cover proviued for tic sanitary sewer. It has been indicated that the cover varies to a minimum of 2.9 feet in one section. phis does not meet the 3.5 feet of cover as required by City specifications. Therefore, this section of toe sanitary sewer must be replaced to meet City specifications before it can be connected to too City sewer collection system. It is suggested that plans for the curb and gutter radii and reconstruction of the sanitary sewer the submitted to this office for approval prior to construction. Graef Poudre R-1 School District 2407 Laporte Avenue Fort Collins, Colorado Dear Sir: This letter is in reference to the utilities as proposed for Lincoln Junior high school 10c-Ited north of Vine Drive approximately one-half mile east of Taft Hill Rozd. The original set of plans for these utilities was submitted to the City Engineer's office April 25, 1974 for review and comment. These plans were returned to the developer's engineer April 30, 1974 with deficiencies to be corrected in order to bring the plans up to City specifications for approval by the City Engineer. Two comments of major design importance were as follows: 1. There was not provided a sanitary sewer profile. It was requested that this be sho�,in before the design could be evaluated. 2. The elevations at both the East and Nest approaches to Vine Drive were not compatible with those of Vine Drive for drainage purposes. It w-ss requested that these approaches be redesigned with higher elevations to prevent pending of storm water at the Vine Drive approaches. The plans ✓ere resubmitted June 27, 1974 for review by the City Engin- eering Department. Items of design importance noted by the department were as follows: 1. The sewer elevations on the plan did not match the elevations Indic Led on the se'.ier nro;"ile. It was re-uested that this be corrected before the sewer design could be evaluated. 2. The elevations of the approach of the main driveway were as submitted on the original plans. It was again requested that these elevations be raised to be more compatible with Vine Drive. f TIME CENTER OF THE WORLD ""' Page 2 October 1, 1974 The plans were returned to the developer's engineer August 30, 1974 with a request for the ,above design alterations. The plans were again submitted to the City Engineer's office September 20, 1974 at which time it wos noted that the sanitary sewer, and curb and gutter had been constructed. Inspection of the as built construction revealed the following deficiencies: 1. The curb and gutter at the approach to Vine Drive is not compatible with the grades on Vine Drive and would present a design problem when improvements are made on Vine Drive. 2. The ground cover for the sanitary sewer varies to a minimum of two and one-half feet in sections, which does not meet city specifications. Also rioted was that the sewer crosses the Port Collins sixteen -inch w.=.ter main without providing for the required protection against water contamination. pith the deficiencies as noted, the City Engineering Department does not feel they can accent the utilities as constructed and the items deficient should be properly designed and the construction rectified.
