College Avenue Suite 202 Fort Collins, CO 80525 Dear Wickham, Staff has reviewed your documents for the Country.Club.Gors P.U.D., 3xd ldng,l.ots 1, and 3 (Total Petroleum) Preliminary and Final, that were submitted on September 18, 19- and would like to offer the following comments: 1. The Light and Power Utility Department offers the following comments: a. The applicant needs to contact Doug Martine of the Light and Power Utility Department at 221-6700 to discuss electric power usage for this development. b. The proposed electrical transformer location appears to be over the sewer service. If this is the case, the electric transformer or sewer service locations will need to be adjusted. 2. The Poudre Fire Authority stated that a fire hydrant must be located within 350' of the commercial building capable of providing 1,500 g.p.m. with 20 p.s.i. residual pressure. The Building Inspections Department offers the following comments: a. The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103 and UBC Appendix Section 3106. Provide designated and marked accessible routes between building and the public way and accessible parking and buildings. Provide parking and signs per Appendix Section 3107. All required exits and all building entrances located within six inches of grade must be accessible to a person in a wheelchair and must be connected to the public way (public sidewalk) by an "accessible route of travel" complying with the American National Standards Institute publication Accessible and Usable Buildings and Facilities. Running slopes on accessible routes shall no exceed 1:20 with cross slopes not exceeding 1:48. Accessible parking and access aisles shall comply with the above referenced standards with slopes not exceeding 1:48 in any direction. Approval from the Larimer County Health Department is required for all food service establishments and the convenience store at the time of building permit submittal. Please; contact Jim Devore at (970) 498-6775 for requirements. C. A sand and oil interceptor is required at the car wash. Please contact Mark Taylor at the City Water and Wastewater Utility at 221-6681 for requirements. 4. The Zoning Department offers the following comments: a. Please: revise Landscape Plan note 11 to state: "All landscaping shall be installed or secured with an irrevocable letter of credit, performance bond, or escrow account for 125%, of the valuation of the materials and installation prior to the issuance of a Certificate of Occupancy." b. Please clearly define the building envelope for all buildings and show setback dimensions. The plan shows a 50' building setback line yet part of the convenience store building, the canopy and two of the gas pumps encroach into this 50' setback (See Planning comments regarding building placement and orientation). C. The data indicated 19 standard parking spaces, but 3 of them are 8'/z' wide (standard is 9') and should be labeled "employee parking". Handicap parking spaces are 8' wide with a 4' wide access aisle per space, not 16' wide as shown on the Site Plan. The Engineering Department offers the following comments: The applicant must submit a traffic study and a soils report. b. Planned Unit Developments allow variances to setback distances required by underlying zoning district designations. Please remove the 50' setback delineations and notations from the Site Plan. C. The handicap parking spaces designated on the Site Plan do no correspond with their locations on other plans. Please coordinate these locations on all plans. d. On Sheets 2 and 4 of the Utility Plans: i. Define or remove dashed line drawn along the north and west property he. ii. See Comment b. iii. Provide details of the driveway entrances. iv. What is happening to the median in the access road? e. What is the need for the intersection detail on Sheet 5 of the Utility Plan? f. On Page 1, first sub -heading, 3rd paragraph of the Hazardous Materials Impact Analysis, please provide documentation from Burger King stating their knowledge and acceptance of this projects fuel supply tanker trucks coming through their access lane. In the future, the Burger King Access from N. College will be limited to right -in and night -out only. Staff is concerned that the design of this access will not accommodate fuel tankers. Staff suggests that fuel tankers use the proposed entrance from Willox Lane. 6. The Water and Wastewater Utility offers the following comments: Please: add a Planting Note 24 to the Landscape Plan which states: "A 10' separation distance for trees and 4' separation distance for shrubs must be provided from all water and sanitary sewer services." There may be conflicts with the water service to the car -wash facility. b. Staff suggests that the underground product tanks be moved to the west 10 to 20 feet to provide additional separation from the 8" sanitary sewer. 7. Public Service of Colorado requests that the applicant maintain 4' minimum clearances between proposed trees and Public Service lines. Comments from the Stormwater Utility Department are attached. 9. The Planning; Department offers the following comments on the basis that no Preliminary approval has been granted for this site and that the applicant did not schedule a Conceptual Review meeting prior to the submittal of this development application: a. Please; revise the Site Plan title to state: "Country Club Corners P.U.D., Third Filing, Lots 1 and 3 (Total Petroleum), Preliminary and Final Site Plan". Please number the Site Plan as Sheet 1 of 4. b. Please revise the Landscape Plan title to state: "Country Club Corners P.U.D., Third Filing, Lots 1 and 3 (Total Petroleum), Preliminary and Final Landscape Plan". Please number the Landscape Plan as Sheet 2 of 4. Please revise the convenience store elevations title to state: "Country Club Corners P.U.D., Third Filing, Lots 1 and 3 (Total Petroleum), Preliminary and Final Convenience Store Elevations". Please number the convenience store elevations as Sheet; 3 of 4. d. Please revise the car -wash elevations title to state: "Country Club Corners P.U.D., Third. Filing, Lots 1 and 3 (Total Petroleum), Preliminary and Final Car -Wash Elevations". Please number the car -wash elevations as Sheet 4 of 4. Please delete General Note 4 from the Site Plan. f. Please revise General Note 8 to state: "Architectural design, materials and colors of the convenience store, car -wash and related gasoline dispenser island canopy shall be consistent with the County Club Corners center." g. The Vicinity Map should show City/County limits, zoning districts, and public facilities. Please also add a north arrow and a scale to the vicinity map. h. Please revise the Planning and Zoning Board approval block and Owners Signature block to indicate the year as "19_" (not 1993). i. Please delete Landscape note 7. No promotional panels will be allowed on the exterior of the building. Please delete these panels from the convenience store elevations. k. Aluminum glazing will not be allowed on the two lower panels of the convenience store. Please specify what type of "glazing panels opaqued on second surface" is proposed. 1. Does the color of the proposed brick match the color of the rest of this center? Please submit a sample of the brick to be used and indicate this color on all building elevations. M. Please indicate the color of the standing seam metal roof. Please submit color chirps for all materials which are proposed with this development. Staff requests that the burgundy color which is proposed be "Colonial Red". n. Is there a range hood for kitchen facilities proposed with this building? Staff is aware of such a problem at the Harmony Market Total Petroleum convenience store. o. The architectural character of this facility must match the center. Staff suggests that the applicant consider building architecture similar to the Total Petroleum which is being built at 29th and Taft (Shields) in Loveland. This building incorporates pitched roofs and gables. P. A bike rack must be provided. Please add this to the Site Plan. q. The Ail Development Criteria of the Land Development Guidance System are subject to mandatory compliance. Staff is concerned that the proposed layout of the site does not meet All Development Criteria A-2.2 "Building Placement and Orientation" or A- 2.6 "Pedestrian Circulation". Staff requests a reversed frontage layout similar to the Conoco Convenience Store at the corner of Centre Avenue and Shields Street in Fort Collins. The Landscape Plan will be evaluated further upon the submittal of the revised layout. Please; submit a completed Business Service Uses Point Chart for this Preliminary and Final .P.U.D. request. S. The proposed canopy cannot hang over the sewer easement. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the November 20, 1995 Planning and Zoning Board hearing: Plan revisions are due by 5:00 p.m. on November 1, 1995.
