This connection must be provided by this development, unless an alternative connection is made by way of Roma Valley Drive in Miramont connecting to Mail Creek Lane. City staff will pursue a change in the Master Street Plan for the alternative connection. This alternative connection will require City Council approval, following a public hearing and support from the County. The development's Transportation Impact Study (TIS) shows traffic numbers indicating the Roma Valley/Mail Creek Lane connection will be a local connector street. This would equate to a collector street in the current Larimer County Urban Growth Area Street Standards. Fossil Creek Parkway Extension Design • The design elements of the roadway extension will be coordinated through Matt Baker in Street Oversizing. The developer will be responsible for partial funding of the roadway. • Please show the radii being used at all street intersections. • Please note the corrections on the details sheet. Signing and Striving • Please show crosswalks on the plan set, including the raised crosswalk at Mail Creek Lane and Fossil Creek Parkway. • As noted by our Traffic Engineer, include the left -turn lane onto Mail Creek Lane heading southbound on Fossil Creek Parkway Mail Creek Lane Design • The design for Mail Creek Lane should be included with the Huntington Hills P.U.D. 71" Filing submittal and is not part of the Fossil Creek Parkway Extension Plans. Utility Plans • Please provide more detail on the existing grading contours. There are existing contours on the plan without any elevations noted. • Provide an exhibit sheet of all the off -site easements required with this project. • Please provide signed and stamped structural calculations for the bridge design. • Sheet 14 shows a detail for "Metal Sidewalk Culvert For Drive -over Curb, Gutter and Sidewalk", there does not appear to be any drive -over curb and gutter indicated on the grading plan. Please clarify this. • For flow coming off of the parking lot/drive aisle, a concrete culvert is required (for flow entering, metal is sufficient.) • A 10' easement is shown along Fossil Creek Parkway, however a 15' easement is shown on the plat. • A report regarding the bridge structure was submitted to Stormwater from Anderson Consulting Engineers on August 10`s. Stormwater noted that the details for the bridge differed from the utility plans. Please ensure that the utility plans coincide with this report. • The City Engineer has granted the variance for the sag vertical curve south of the bridge. • Please provide more information on the pedestrian bridge (see details). PROJECT COMMENT SHEET DATE: August 27, 1999 DEPT: Stormwater PROJECT: Huntington Hills, 7th Filing (Fossil Creek Parkway Extension) Note: The following comments are regarding the floodplain analysis for Fossil Creek Parkway. Please address these comments along with the comments dated August 17, 1999. Please submit the drainage report, utility plans and floodplain analysis as a single resubmittal. The City set forth the criteria that since the bridge can not stay outside the buffer limits completely, then the bridge needed to at least span the top width of the channel. Per submitted plans, the bridge is still encroaching into the top width of the channel and thus putting a "hard point' in that top -width area. Please describe why you feel that a "variance" from the above criteria should be granted. Describe any potential upstream or downstream stability impacts. RESPONSE: 2. Section 1.2 discusses flooding history for the project area. Please also include discussion about the July 1997 flood for this area. Fossil Creek overtopped Trilby Road and damaged the road and the embankment. RESPONSE: 3. Chapter IV and Section 4.1 state "Corrective Effective". Please revise these titles to state "Corrected Effective". The proposed condition floodplain extends beyond the corrected effective floodplain even though there is no increase in water surface elevation. This change to the floodplain is because of the proposed bike path entering and exiting the bridge. Please discuss this change to the floodplain limits and verify if any property owners are impacted by the revised floodplain. RESPONSE: 5. Please add discussion in the text regarding the "worst case scenario' for the bridge as requested in the floodplain report guidelines. Please answer the question of where the water goes if the bridge becomes completely clogged. RESPONSE: 6. RESPONSE: Please provide details for the construction of the trench rock bank protection on the utility plans. Please specify details such as the width and depth of the trench and the size and type of rock. A note will be needed stating the existing creek bank shall not be disturbed due to excavation of the trench. Please show trench excavation limits and show the minimum distance from the bank to the trench required so the bank does not fail. Please show a cross-section of the creek the trench and the sidewalk. Also, a note stating the trench will be covered with topsoil and re -seeded will be needed. RESPONSE: Please provide details of the rock bank protection for under the bridge and downstream of the bridge. What type of rock will this be? How deep? The rock will need to be buried and re -seeded, except for the areas under the bridge. Also, the extent of the riprap shown on cross-section 3 on sheet S3 does not match the extent of the riprap shown on sheet 4. Please revise sheet S3 to match sheet 4. The upgrade shall include pavement, curb, gutter, sidewalk and lengthening of the Mail Creek Lane culvert crossing. Fossil Creek Parkway 2. Submit utility plans for Fossil Creek Parkway. Plans must be submitted with this project for the design of Fossil Creek Parkway (including the bridge over Fossil Creek) between the two existing ends. This project has no access without it. In addition, the street must be constructed before any building permits can be issued for this development. 3. The conceptual plans submitted showed a tight curve radius south of the bridge. Provide as large a radius as possible--superelevate the curve to help increase the design speed. 4 Use a 5 foot wide sidewalk and 8 foot wide parkway width per the Collector street standards. 5. Provide design for the construction of off -site street improvements on Fossil Creek Parkway between the development and Colleg Avenue. According to the city's Transitional Land Use Regulations and the Intergovernmental Agreement for the Fort Collins Urban Growth Area, this developer is required to design and construct off -site street improvements in order to mitigate the impacts from this development (See attached copies of the documents). The condition of the existing street is not adequate to carry the additional traffic generated by this development. The off -site improvements should meet collector street standards in accordance with the Larimer County Urban Growth Area Street Standards. The developer may enter into a reimbursement agreement with the City to collect reimbursement in accordance with Section 29-678 of the Transitional Land Use Regulations. We understand that completing the missing link in Fossil Creek Parkway will attract more trips than just those caused by this project. However, the City has only limited funds that could be applied to the upgrading of the off -site Fossil Creek Parkway, Larimer County has none and the adjoining neighborhood cannot be expected to participate. The City has the means to use Street Oversizing funds to pay for the oversized portion of permanent improvements (20 year design life pavement) for the off -site street. Please address bank stability of the channel based on the proposed alignment of the crossing. Also, please provide a detail of the breakaway bridge in the plans for this crossing. RESPONSE: 4. Please provide details (with dimensions) for the cut-off walls that will be placed in swale N-N. RESPONSE: Erosion/Sediment Control Comments Your report states that it is recommended the areas where pipes are to be stubbed in Mail and Fossil Creeks be reseeded and mulched immediately upon completion, etc. It further states that blankets, etc. will be considered if the seed doesn't grow. Please place a note on the plan to this effect. If the final slopes are going to be steeper than 4 to 1, the erosion control blankets should be placed immediately over seeded subgrade. RESPONSE: 2. The erosion control plan and parts of the report include the construction of Fossil Creek Parkway. If this installation is to be submitted and approved as a separate plan, there at least should be a note on the plan (and the other) indicating that there are separate plans, and erosion/sediment control should be made individual to each plan, not sometimes combined, sometimes not. The developer must do a preliminary design for the ultimate improvements for off - site Fossil Creek Parkway and develop an estimate. We will review the design and estimate to determine whether the City has any means to participate. According to our street standards the developer is required to provide a preliminary design for Fossil Creek Parkway (a collector street) for 500 feet beyond the development limits. The City is willing to participate in the preliminary design costs, beyond 500 feet, for the permanent improvement of Fossil Creek Parkway. The design shall include profiles and cross sections for the permanent improvement. Other Comments 6. Provide a cross section of the entrance to the development with 20 feet curb to curb on both sides of the median. 7. Label the fire lane in the loop in front of Building 7. Provide a soils report. The soils report submitted for this project is not for this development. Submit a report for the land area of this development and for the taller buildings not covered in the submitted report. 9. The development has drives that exceed 660 feet in deadend length. The buildings will have to be sprinkled or other access provided to meet emergency access requirements. 4. Please label the existing contours on the grading plan to denote flow patterns and grading tie-ins. Be sure that any off -site flows are considered. RESPONSE: 5. Please provide easements for all stormwater facilities and grading that occurs outside of the right-of-way. RESPONSE: 6. Please provide cross -sections that show the roadside swales along Fossil Creek Parkway will have adequate capacity with freeboard or at least match the existing roadside Swale configuration. RESPONSE: 7. Please include the alignment of the storm sewer just west of Fossil Ridge Drive that was approved with the Fort Collins/Loveland Water District project. • RESPONSE: 8. Please include a note on the storm sewer profile sheet that all storm sewers should be inspected by the City of Fort Collins. Also, please provide concrete encasements around all the storm sewers that cross over water mains per section 5.3.4 of the SDDC. In addition, please provide pressure seals around all storm sewer joints that will be under pressure flow and denote this on the plans. RESPONSE: 9. Please be sure that the raised crosswalk near the intersection of Mail Creek Lane will not impede flow, since Fossil Creek Parkway is on -grade at this location. Comment #1 from the previous comments asked for discussion concerning why a variance should be granted for constructing the bridge within the erosion buffer HuntHills7th-4a.doc %W limits. Although the response letter documents this variance request, please include that discussion in the text of the report (both the ACE and TST reports). RESPONSE: Please add a note to section A -A of sheet 4 of 8 stating the "existing creek bank shall not be disturbed during construction of the trench". RESPONSE: 3. The erosion buffer limit line shown in the legend for the corrected effective and the proposed condition floodplain maps does not match the line for the erosion buffer limits on the plans.
