This is at the low end of the typical speed limits for collector streets. A posted speed of 30 mph is appropriate. This segment of Oakridge Drive will be busy, especially during the peak hours. The street segment itself will only be 0.25-0.30 miles long with a number of driveway accesses. Speeds in excess of 30 mph are not expected. This calculated speed coinciding with the recommended speed limit leads to the conclusion that the variance to the 610 foot centerline radius should be approved. Care should be taken in landscaping and driveway locations so that sight lines are not jeopardized. The smaller proposed radius will not create a hazardous condition. Traffic and Transportation Engineering 2272 Glen Haven Drive Loveland, Colorado 80538 Dear Mr, Delich This letter is in response to the variance request dated March 19, 1997 for a reduction in the centerline radius for the two curves on Oakridge Drive south of McMurry Avenue. The request to be allowed to reduce the centerline radius from the standard 610 feet (40 mph design speed) to a 240 foot radius (30 mph design speed) is granted for the first curve south of the intersection of Oakridge Drive and McMurry Ave. The request to reduce the second curve (next curve south) is denied. hi your letter you indicated that in your opinion Oakrdge Drive between McMuny Avenue and Wheaton Drive should be posted for a speed of 30 mph. This does seem appropriate and therefore a 35 mph design (420 foot radius) will be allowed for the second curve to the south of McMurry. The plans for the Oakridge Drive Extension will need to be modified to show this design. This may also affect the Oakridge Business Park 26th Filing - Comfort Suites, if so these plans will also need to be modified to reflect the new design. September 16, 2004 Sheri Wamhoff City of Fort Collins Engineering 281 North College Avenue Fort Collins, CO 80524 Re: Homewood Suites Request for Variance — Driveway Spacing Proj: 226-01 Dear Ms. Wamhoff: The following is a request for variance from Table 7-3 — Fort Collins Technical Design Standards —Distance Between Driveway Edges and Corner Clearance Between Driveways & Street Intersections and Driveway Approach Street Configuration for a Local Commercial /Industrial street classification in the "Larimer County Urban Area Street County Urban Area Street Standards, October 2002". The first variance is in regard to the proposed driveways on Oakridge Drive to access the main entry drop off for the proposed Homewood Suites. The main entry is centered on the existing access across the street (Boston Pizza and Mulligans) which forces the driveway separation to be 22' (driveway edges) for the east access and 13' (driveway edges) for the west access. The criteria requires that the distance between driveway edges be a minimum of 30'. The trips into the drop off area are anticipated to be minimal and therefore will create few conflicts with the restaurant traffic entering and exiting the access across the street. The second variance is in regard to the separation between the east access to the drop off area and the proposed Innovation Drive. The criteria for the corner clearance measured centerline to centerline is 175'. This layout provides 123' of clearance. This situation was created by the requirement that the building be located at no more than 25' from the right of way on Innovation Drive. A modification to this requirement was denied by Planning Commission. No other conceivable layout for this hotel use will allow the drives to have more clearance. The third variance is also in regard to the proposed driveways on Oakridge Drive to access the main entry drop off for the proposed Homewood Suites. It is requested that a radius style driveway be used for both entries. This will allow better movement in and out of the drop off area. The drop off area is very tight because of the `build to' requirement for the hotel to which a modification was denied. This area does not anticipate a high trip volume therefore it is not anticipated that these variances from the above Standards will compromise the public health, safety and welfare. The curves do not mat the collector standard which is a 6W minimum centerline radius. The smaller of the two curves has a centerline radius of 250 which is smaller than the minimum allowable (2751 for a Local Commercial / industrial which has a 30 mph design speed. The variance requested was a reduction of the design speed used to calculate the sight distance needed for street and driveway intersections with Oak Ridge Drive. The request was for a reduction from the 40 mph design speed to a 30 mph design speed with a 310' minimum corresponding sight distance. This variance has been approved by the City Engineer only for this project, with the following conditions: 1. The proposed project sign must be moved outside of the sight distance easement; 2. Sight distance easements (SDE's) must be platted; 3. Landscaping within sight distance easements must meetthe SDE landscaping restrictions, and these restrictions need to be listed on the plat, landscape plan, site plan, and utility plans; 4. No parking will be allowed along the south side of Oak Ridge Drive for the length of the project's frontage on Oak Ridge, and this should be indicated on the site and utility plans. As with all variances to the street standards, the variance granted for this project is based on the particular situation under design and the judgment that we (the designer and the City) apply to determine whether there is a public safety concern. The variance for this project in no way sets any precedence for relaxing these standards on other projects without complete analysis and justification.
