Number: 66 Created: 6/2,12004 [8/5/04] The utility, plat, and site plans have been updated to include the sight distance easements. The landscape plans still need to show them and both the site and landscape plans need to add the sight distance note (shown on the plat) so that future property owners are sure to know the restrictions to their property. [6/2/04] A sight distance easement is required at the private drive (tract AJ) at Kelly Hill Drive. This will need to be dedicated on the plat and shown on the utility, site, and landscape plans. Number: 84 Created: 6/4/2004 [8/5/04] Cityscape's response to this comment includes the statement that "the applicant's traffic engineer Matt Delich does not agree with the City's desire to have a left turn pocket from west bound Nancy Gray to south bound Trestle Rd (now Scarecrow)". I took this project to Transportation Coordination on 8/12/4 to resolve this question. When the city originally asked for the left turn lane, it was so that the northbound drivers on Scarecrow making a left turn or Nancy Grey could see the cars coming from the east. The median proposed in Nancy Grey presents a "shadowing" problem and the left turn pocket would have eliminated most of that. After some discussion, it was agreed that the left turn is not needed and that the sight distance issue could be resolved by putting a sight distance easement on that portion of the median. That way the landscaping would be kept on the shorter side, the trees would be limbed up from 'he bottem to the required height and everybody's happy. The actual area for the sight distance easement would be determined by calculating the sight distance triangle from the intersection. [6/4/04] The medians need to be designed to city standards and more comments to follow in final compliance. It appears that the nose of the median extends to far into the intersection (Timberline and Nancy Grey) and needs to be pulled back. Please coordinate the intersection design with Matt Baker, Street Oversizing. Number: 87 Created: 6/4/2004 [8/5/04] Your response is acknowledged. The actual row needs will be determined during Final Compliance. [6/4/04] Need to show existing row on Timberline with dimensioning and then show and dimension the proposed row being dedicated with this project, all plan sets. Number: 99 Created: 6/4/2004 [8/6/04] The current layout is still undergoing utility coordination and may need to be changed. If these units are "condo'd" so that the utilities can be banked, then this comment still stands. [6/4/04] MF driveways must be a minimum of 24' wide. Number: 100 Created: 6/4/2004 [8/6/04] A symbol shown now shown for the barricade, however, they still need to be labeled, but that can be done in final compliance. Barricades are not shown in the correct location, see redlines. A type III barricade should include the sidewalk where ever it terminates Add a note: Install Tye 3 Barricades where all sidewalks terminate at the temporary turn arounds and street stubs. Or something to that effect .. [6/4/04] Provide a type 3 barricade at all temporary dead end streets. Paae Number: 104 Created: 6/4/2004 [8/5/04] Keeping this; comment open as the layout is likely to change as we continue to work through the utility issues. Number: 120 Created: 8/5/2004 [8/5/04] A Utility Coordination was held on Wednesday, August 4th, and the result was that the current site configuration and/or product in certain areas can not be served by the various utilities Another utility coordination is strongly suggested prior to the next submittal and one can be scheduled as soon as the applicant has another layout to look at This project may not go to hearing until all of the various utility conflicts and issues have been resolved and all of the correct utility easements and rights of way have been dedicated Number: 127 Created: 8/9/2004 [8/9/04] Ditch Company/irrigation line owner will need to sign off on the plans and the plat Number: 137 Created: 8/9/2004 [8/9/04] Tract BH - the ramp needs to line up with the sidewalk. Topic: Landscape Number: 119 Created: 8/5/2004 [8/5/04] Show all sight distance easements and add the sight distance note from the plat to the landscape plan. I see that the landscape plans are numbered as part of the site plan set and that these notes were added to the site plan However, all landscaping notes from the site plan needs to be moved to (or repeated on) the landscape plan because they are really two different sets of plans. Say for instance, that someone came in 5 years from now and asked for a set of landscape plans, they would riot get any of the pages of the site plans and they would not see any of the notes because the landscape notes are only shown on the site plans. This way you won't have to replat just to change that note in the future. Number: 131 Created: 8/9/2004 [8/9/04] You will need to define "Private Access" and who owns the easement and then they need to sign off on the plat as well. So if it's the HOA, then you'll need to provide a signature block for the HOA to sign off on. You will also need to provide a note saying that all tracts with private access cannot be fenced or gated off. In addition, all tracts with sidewalk connections need to be in a Public Access Easement (see detail 7-14) OR you can put the sidewalk inside its own Public Access Easement within the tract itself. This might work on the larger tracts but may be difficult on the smaller ones. Number: 132 Created: 8/9/2004 [8/9/04] Tract Al needs to be outlined with a solid line in order to be a tract. Will still need to show a preliminary design on the plans so that we can determine that enough row is accounted for or there is the potential that lot 26 may be too narrow to build on. To get to public hearing, just need the horizontal design for now. Comment below still applies in Final Compliance. [6/1/04] Block 8, Lot 26 - Need Sharp Point design and construction adjacent to this lot if you're going to sell it/build on it. If you choose not to include this lot with the 2nd filing, a preliminary design for Sharp Point is still required in order for Mike Herzig, Special Projects Engineer, to take to the RR so that he can start coordinating with them on the crossing. Again, if not platting lot 26 with the 2nd filing, the developer would be required to put 1/3 the costs of making that connection in the future. An estimate was submitted and approved in the 1 st filing for $120,443 (this amount is approximated only and the final amount won't be determined until the street has been designed and constructed). One third of this amount is due prior to the issuance of any building permit in the 2nd filing OR the developer has the option of dividing that amount up by the total number of building permits and paying it "as you go" Oust like we did for the 1st filing). Number: 28 Created: 6/1 /2004 [1/18/05] Corrections are required to the typical street sections. [8/5/04] Need a typical street section through the bumpout areas. Need (several) street sections for Nancy Grey and Timberline. Since there will be several typical sections for each street, you will need to identify each section as "From Station XXX to Station XXX". Per the results of a Utility Coordination Meeting on August 4th, a minimum of an additional 10' of row is required along Nancy Grey at Timberline in lieu of what was asked for below. Also, a 15' utility easement is required on Timberline along the property's entire frontage. The current layout does not provide for this or even allow for this is some areas. , Signature i Date CHECK HERE IF YOU WISH TO RECEIVE COPIES OF REVISIONS Plat Site Drainage Report Other_ — Utility =_ Redline Utility Landscape Page I [6/1/04] Please provide typical street sections. Additional row is required along the Nancy Grey where on street: parking has been proposed to include the back of the required sidewalk width PLUS dedicating the 9' utility easement. This will require the buildings being moved back out of the utility easement. Also, please provide parking on both sides of the oval park. The street section here needs to be 36' wide on each side of the park. That will provide 8' parking, 14' travel, and 14' for combined bike/parking. No parking allowed at the ends of the park. Please provide some sort of vehicular access to the pool for emergency services and deliveries. This could be in the form of a structural sidewalk (capable of withstanding 40ton) and 12' wide. Please contact PFA as soon as possible. Number: 32 Created: 6/1/2004 [1/18/051 The bump out has been eliminated on some of the plan sets but not on others. Need all plan sets to match. [8/6/04] A variance request will be necessary in order to approve the bumpout configuration. The bumpout will need to cover the entire driveway/lot and include the truncated dome ramp. Please include an exhibit with the variance that shows how your design will work. The variance request will need to justify how the bumpouts provide a public good (ie: shorten the distance that a pedestrian needs to cross from one side of the street to the other or?). In addition, the 9' utility easement needs to be maintained from the back of walk and the row needs to be dedicated to the back of the walk. The plans currently show the sidewalk outside the row and overlapping utility easement. [6/1/04] Cutting Horse Drive - how will the driveways work with the proposed bumpouts? Will need to make the bumpouts long enough to include the ramps out to the street or cars will park in front of them. Number: 39 Created: 6/1/2004 [1/18/05] [8/9/04] Just carrying the comment through to Final Compliance. [6/1/04] Will need to look at whether or not we want the trees along Timberline planted at the time this filing goes to construction or if we want to plant them when the ultimate improvements to Timberline are done. We definitely do not want the curb and gutter installed along Timberline in the interim and the internal local streets need to be constructed to the PC with a temporary asphalt patch to the existing asphalt on Timberline. The utility plans will need to show how the streets will tie into the interim and ultimate Timberline design. See Sidehill 1 st filing for a good example. Number: 50 Created: 6/2/2004 [1/18/05] This development needs to coordinate the various plan sets with the Timberline Road design. Please see Matt Baker's Street Oversizing group and Interwest for the design. [8/9/04] Just carrying the comment through to Final Compliance. [6/2/04] The actual ROW required along Timberline is unknown until the ultimate design of Timberline is complete. Number: 84 Created: 6/4/2004 [1/18/051 Please calculate and dedicate a sight distance easement at the intersection of Nancy Gray and Scarecrow. See earlier comment. Its dedicated on the plat but not labeled on the other plan sets. [8/5/04] Cityscape's response to this comment includes the statement that "the applicant's traffic engineer Matt Delich does not agree with the City's desire to have a left turn pocket from west bound Nancy Gray to south bound Trestle Rd (now Scarecrow)". I took this project to Transportation Coordination on 8/ 12/4 to resolve this question. When the city Page 2 originally asked for the left turn lane, it was so that the northbound drivers on Scarecrow making a left turn on Nancy Grey could see the cars coming from the east. The median proposed in Nancy Grey presents a "shadowing" problem and the left turn pocket would have eliminated most of that. After some discussion, it was agreed that the left turn is not needed and that the sight distance issue could be resolved by putting a sight distance easement on that portion of the median. That way the landscaping would be kept on the shorter side, the trees would be limbed up from the bottem to the required height and everybody's happy. Another utility coordination is strongly suggested prior to the next submittal and one can be scheduled as soon as the applicant has another layout to look at.
