Current Planning has no concerns. Minor Amendment Request Bob and Susie Blythe purchased Lot 29 in Harmony Ridge with the intent of building their residence on the property. They were diligent about researching the property and tried to understand all the development constraints before they purchased the land. Having reviewed the Subdivision Plat and the Covenants they confidently proceeded with the purchase and engaged Vaught*Fryec architects to design their house. When they submitted the drawings for a building permit, they were informed that the Project Development Plan approved in 1998. placed building envelopes on the lots that were more restrictive than the normal setbacks and utility easements recorded with the plat. Until this time they were unaware of the PDP documents. The Blythe's wasted no time in responding professionally to this situation even though they were disappointed that their best research efforts had not uncovered this situation earlier in the process. They learned that the reason for the additional setback (a total of 15 feel on the west and 30 feet on the east) adjacent to the Ridge Subdivision stemmed from an agreement between The Ridge and the developer of Harmony Ridge. Knowing this, the Blythes contacted their immediate neighbors and the neighbor across from them in the Ridge Subdivision who would be most affected by the Amendment. All three neighbors agree that the proposed location for the Blythe Residence closer to the cul de sac and further from the open space is preferred over the alternative even though it encroaches into the side yard setbacks. The site plan as proposed places the house and garage close to at the high end of the site. This location works well for the Blythes and maximizes view opportunities for the neighbors. We have submitted drawings illustrating the proposed location of the house on Lot 29 with the proposed side yard setback dimensions. We have also provided an aerial photo that shows the location of the neighbors that will be affected. The Blythes are obtaining letters horn these neighbors stating that they do not object to the proposed Amendment. City of Fort Collins Planning Department 281 N.
