Transpo° ion Services Engineering Department City of Fort Collins Dear Mr. Vansant: The City of Fort Collins Engineering Development Review Department recently met with you to discuss the access problems associated with the Harmony Ridge P.U.D.. The City realizes the hardships placed on your development to provide the Seneca St. connection to the New Harmony Rd. alignment. Staff has decided to allow this development to utilize Chokecherry Trail as a primary access temporarily and construct a temporary secondary access which uses the Old Harmony Rd. alignment to tie in to Seneca St.. The following requirements shall be met in order for the temporary access to be constructed and utilized. I.) Provide an escrow for the purchase of R.O.W. design and construction of the Seneca St. connection to New Harmony Rd. plus 25% prior to the issuance of any building permits. 2.) No more than 25% of total buildout of this site can occur with the temporary access conditions. Additional buildout will require dedication and construction of Seneca Street connecting to New Harmony to function as the primary access. 3.) No building permits will be issued for in Tract 3 or the three buildings in Tract 2 adjacent to Chokecherry Trail until Seneca Street improvements and connection to New Harmony are complete. 4.) Design of temporary conditions must be complete and submitted for review to the City by 1 1:30 AM on Friday May 29, 1998 for this project to be heard at the June 4" Planning and Zoning Board Hearing. Attached are redlines showing our thoughts on the alignment of this temporary secondary access. U.D. Project NO. 10-875-000 Dear Mike: This letter is in response to staff comments of January 12, 1998 regarding the above reference project. Please see attached Revision Comment Sheet with TST's response. Also, this letter is for the purposes of requesting a variance to City Standard 1.02.03.04 — a minimum tangent length of 100' should be provided. This variance is for the following intersections: Dusty Sage Dr. and Prairie Ridge Dr. at the northwest corner of his subdivision: The area of concern is the southeast corner of this intersection. We feel that with the installation of the required stop sign the safety issue will be addressed. 2. Morning Dove Lane at the intersection with Dusty Sage Dr: At the southeast corner of this intersection with the installation of the required stop sign and since this lane to the south will be used primarily to access the garages the safety issue will be met. 3. On Morning Dove Lane between curves C52 and C49: We are requesting a variance of the required tangent distance between curves. We feel that with the 240' radius curves, the narrow street and the posted speed limit of 25 MPH. The safety concerns will be met. 4. Chokecherry Trail and Prairie Ridge Drive: The alignment of the streets and their intersection was looked at with not only the horizontal constraints, but with the topography of the site as well. We feel that this alignment will function with the installation of the required stop signs and the fact that the roadways will be posted at 25MPH. TST, INC. Approach grades on Dusty Sage Dr. at the intersections of Morning Dove Lane and at Prairie Ridge Dr.: We are requesting a variance to City Standard 1.02.03.05(c). We feel that without a significant amount of fill or cut the required approach grades can not be met. It is our goal to minimize the amount of disturbance to the natural topography and the natural drainage ways. & Morning Dove Lane at Dusty Sage Lane: The vertical alignment is constrained by the existing topography and drainage patterns. As you will note from our design plans we are still in a significant cut and fill situation on this road. 7. Chokecherry Trail: Request for a variance to 1.02.03.050 and 1.02.10 (D. We are requesting a variance to the approach grade due to the fact that the final design of Harmony Road has been completed and accepted by the City of Fort Collins and that we needed to meet the approved alignment. If we were to meet the design criteria we would have had a more intense cut then we now have. We are also requesting a variance to article 1.02,10 ©. This roadway was originally planned as a cul-de-sac, but as requested by the Pourde Fire Authority a connection to Harmony Road was required. In conversation with staff we understood that a 28' roadway with a variance was acceptable. 8. Approach grade on Chokecherry Trail at Dusty Sage Dr.: Due to the natural topography of this site and again trying to minimize disturbance to the natural areas we are requesting a variance to the approach grade. Project NO. /0-875-000 Dear Mike: This letter is in response to staff comments of January 12, 1998 regarding the above reference project. At this time we are requesting a variance to City of Fort Collins Streets Standard 1.02.03.08 (d) which requires a sidewalk to be attached to all curb & gutter. We would like to request that a sidewalk not be placed on the westerly side of Morning Dove Lane south of the intersection with Dusty Sage Dr. We feel that since the only purpose of this short cul-de-sac is to service the garages that abut the street and also to provide access for the fire department a sidewalk is really not needed. The dwelling units for the afore mentioned garages front on Dusty Sage Loop so the owners of these units will be primarily be going from the garage to the unit and not out on the street.
