Box 580 Fort Collins, CO 80522-0580 Re: Willow Brook Recreation Center Drainage Conformance Dear Mr. Virata: Vol This letter will serve to summarize the proposed drainage patterns for the Willow Brook Recreation Center located at Cinquefoil Lane and Observatory Drive, and to confirm that this proposed development is in compliance with the Final Drainage Report for Willow Brook prepared by TST, Inc. submitted October 5, 2000. The proposed improvements for this property include an asphalt parking lot, a recreation center building with attached patio areas, a swimming pool and substantial landscaping. Proposed site grading will provide positive drainage away from the building and pool and will drain to the three surrounding streets on the north, south and east sides of the property. The minor and major storm runoff coefficients for this site as shown in the TST study (sub -basin C4) are 0.67 and 0.84 respectively. Based on the current site layout, calculations show that the proposed weighted runoff coefficients are 0.66 and 0.83 for the minor and major design storms, respectively. Because these match those shown in the TST study, similar runoff volumes for the major and minor storms will be expected and no onsite detention or offsite storm improvements will be required. Based on my review of the TST report and the proposed improvements to the property, the proposed grading and drainage design for this site follows the developed drainage patterns within the TST study and this site complies with the TST, Inc. Final Drainage Study dated October 5, 2000. The enclosed drainage map and calculations show the proposed recreation center layout and drainage patterns and how they are in compliance with the P.O. The inlet was not designed with the Harmony Technology Park, Second Filing plans since Rock Creek Drive improvements were not a part of the project's construction drawings. In an attempt to avoid cutting the new Rock Creek Drive, JR completed the inlet design and worked with TST, Inc. to incorporate the inlet into their construction drawings. The collection of Stormwater from the north half of Rock Creek Drive is accounted for in the approved Stormwater Management report for this subdivision. I hope this letter adequately addresses your request that HP understands that an inlet will be constructed in Rock Creek Drive and on HP property. We should have all of them in hand by the middle of July. Once I have obtained all of them, I will forward them to you for the City to sign. In an attempt to keep you informed with regard to the Riedlinger situation, I am sending you copies of the correspondence I have had with them. (Both letters have been sent via registered mail). I have directed TST to redesign the taper on Kechter Rd. so as to eliminate the need for the temporary construction easement. College Ave. Fort Collins, CO 80522-0580 Re: Willow Brook-- R-O-W Acquisition Dear Matt: 310 Lashley Street #107 Longmont, CO 80501 (303) 774-0455 • Fax (303) 774-0435 We have been working on the acquisition of the right-of-way that is required for the Willow Brook project, In the southwest corner of the Willow Brook project there is a 5ac. +/- tract that is owned by Ried Reidlinger. His property fronts on Kechter Rd, for about 350'. We are required to obtain 12' of r-o-w and a 15' utility easement for the entire length of his property frontage. We will also need a temporary construction easement for the 350' length. There are also two other temporary construction easements that we require on the north and east sides of his property where future roads are adjacent. I met with Mr. Reidlinger on April 24, 2001 and made him an offer of $1.00/sf for the right-of-way, which equates to $4,200. I also offered him $0.65/sf for the utility easement, which equates to $3,413. Both of these square foot figures are considerably more than the $0.65/sf for rro-w and the $0.33/sf for easement that you suggested I offer. In addition to the above, he has requested that we connect a sanitary sewer service to his house while we are installing the sewer line in Kechter Rd. He has requested that we connect the proposed natural gas service, telephone and cable TV to his house. TST has prepared some of the legal descriptions of the easements/r-o-w, which I have enclosed, for your review. I will be approaching the various landowners to obtain the easements, but wanted to get your approval to insure that what I am trying to obtain is what the City wants.
