Re: Willow Brook 2nd Filing — Variance Request
Dear Mr. Rollo:
The City Engineer has evaluated the variance request letter you submitted dated June 5,
2002, regarding substandard lengths of vertical curve along the inside flowline of the
looped street internal to Willow Brook 2nd Filing. With the justification you have
provided, the City Engineer is comfortable with the variance request and has therefore
decided to grant the variance.
Please note that a licensed professional engineer should stamp any future variance
requests submitted to the City of Fort Collins. Let me know of any further questions or
concerns.

RE: Variance Request for Willow Brook 2nd Filing
Carroll & Lange Inc., on behalf of Village homes has submitted a variance request
pertaining to Willow Brook 2"d Filing. The variance request is to allow the inside
Towline of a looped street to not meet vertical alignment criteria in 7.4.1.B of the
Larimer County Urban Area Street Standards. In evaluating this request, I'm of the
opinion that the variance can be supported.
There are instances with the inside flowline design of the looped street that have
insufficient vertical curve lengths. Carroll and Lange has presented the rationale that a
variance request is warranted because the looped street functions more as a cul-de-sac
with a large center island, than a "through" street with four turns. In looking at their
argument and the fact that the outside flowlines meet standards, I'm comfortable
supporting this variance request.
Please inform me of any questions or concerns with the request.

Variance Request
Dear Mr. McNair:
The purpose of this letter is to request a variance to City of Fort Collins Street Standards
for the looped public drive within Willow Brook Filing No. 2.
Due to the horizontal layout of the drive, the loop will function as a cul-de-sac with a
large island, rather than a through street. The loop has been designed so that the
outside curb slopes at a continuous grade at one to one and one-half percent to a low
point on the east side of the site. In an effort to maintain a crown and cross slopes that
meet City standards, the inside curb line design has multiple vertical curves that at times
do not meet the: City "k" value standard.
Because this loop will function as a cul-de-sac with slow driving speeds and a vehicles
drive path will follow the outside flow line, we request that the City grant a variance to
this standard.
