Liberty Common School, as the applicant, is requesting that the existing cul-de-sac on March Court be vacated. With this additional land, they propose to build a running track for the School. The School will dedicate new right of way in order to construct a new bulb for the cul-de-sac. All construction and relocation costs will be the responsibility of the School. The following documents are attached to this application letter: • A "Concept Plan / Project Overview" drawing which shows the conceptual layout of the track and March Court. A brief narrative of the project is also included on this sheet. • Four (4) legal descriptions and exhibits by JR Engineering for the right of way vacation, right of way dedication, and easements that will be changed. • A letter from Poudre Fire Authority stating that a 40' radius cul-de-sac is acceptable at this location. Per our conversations, this should be enough information for your internal review of the project. Please note that there are existing utility easements on this property that are not proposed to be vacated at this time (like the 6' easement around the existing March Court). After the right of way vacation process is completed, we intend to vacate these other easements with a separate process. With the proposed track and field for the School, the existing cul-de-sac is going to be reconstructed. The existing cul-de-sac was constructed with old standards. It is proposed that the cul-de-sac be reconstructed with portions of the old standards rather than the 2002 LCUASS. A summary of variances to the LCUASS is as follows: • Cul-de-sac radius — As shown on the drawings, the cul-de-sac is proposed to have a 40' flowline radius. The current standard is 50'. The Poudre Fire Authority has accepted the proposed geometry and stated that they will not be using this street (there is no destination). Normal vehicular traffic will be able to turn around with no problems. Because PFA will not use this street, there is no safety issue related to the smaller radius. • Attached walk — The walks throughout this area are 4' attached walks. Detaching the new sidewalk would not match any adjacent areas and would be a very short length of sidewalk. It is proposed to install a 6.0' attached walk adjacent to the cul-de-sac (flowline to back of walk). This will not change the character of the street, but will provide extra width for safety. This project, even without meeting current standards, will enhance the safety of pedestrians and traffic in this area. It is not anticipated that this variance from the above Standards will compromise the public health, safety and welfare. I got all of your comments and have revised the plans and will be resubmitting them today hopefully. I wanted to respond in writing to your comments so that hopefully we can go to mylar once we get our soils report. Jeffs W/WW comments: Provide copies of the legal descriptions for the proposed utility easement. Sheri has all of these legal as a part of the ROW vacation process and she can get you a copy or let you know how those will be dedicated. Right now the existing road is still in ROW, so nothing can be dedicated until the ROW is vacated. Define abandonment, In the cul-de-sac bulb, we will take everything out of the ground. This has been noted more clearly. Abandon fire line. This was a typo on the plans. The city map and original plans show a 314" service in this location. I have stated that if it exists, to shut the corp stop, remove some of the service at the main, and to remove the curb stop box. This appears to be in the area where we will be rebuilding the street, so patching is not an issue. Use MJ Bends on 12". Noted per your redlines. Basil's Storm Redlines: Sheri has all of these legals as a part of the ROW vacation process and she can get you a copy or let you know how those will be dedicated. Right now the existing road is still in ROW, so nothing can be dedicated until the ROW is vacated. I added flow arrows, erosion control and seeding notes and locations, and erosion control details to the plans. Sheri's comments: I looked at moving the crown and it just doesn't get much better if I move the location - it makes other places steeper or flatter. We are working on getting the soils report with 2 borings in the new cul-de-sac location. plans and then not sign the mylars until we have the report, that would be OK with me. directly when you have a copy. I do not like to make decisions in a vacuum, and therefore it takes time and pressure to make sure our decisions are accurate and adequate for the ultimate customer, in this case Liberty Common School. The Poudre Fire Authority can support the request to provide the 40-foot radius for the cul-de-sac being replaced at the end of March Court for the following reasons: 1. this public street is too far to be used from the school building, 2. the PFA fire truck should not have need to enter this cul-de-sac; however a fire engine can and will enter/utilize this access, and the engine can make a turn here, 3. the entry apron on the cul-de-sac is still available to the truck for 3-point turn-arounds if necessary to reverse direction of travel, 4. this cul-de-sac exists and is not new, it is only being improved to accommodate the new running track for Liberty Common School.
