This project was submitted for review on May 28, 1997. Being returned to you are the comments from the utilities, the redlined plans, a copy of the letter addressed to you from Kerrie Ashbeck for your reference, and the redlined drainage report. After reviewing the history of this project, reevaluating the comments from Kerrie Ashbeck, and reading the enclosed letter dated June 25, 1996, the Engineering Department will recommend denial of the Westbrooke P.U.D., 2nd Filing project. This position will remain in effect unless the conditions stated in the above - mentioned letter are adequately addressed. At this time, the status of this project has not changed, and will remain on hold until the conditions stated in the June 25 letter are met. Since this project has been in the City's review process, the same issue has come up; the project needs to have a second point of access. Currently there are three possible alternatives that will achieve this requirement. Either extend Seneca Street to the north, extend Troutman Parkway to Shields Street, or build a "temporary" road that connects Wabash Street to Troutman Parkway. It the third alternative is chosen, the developer will be required to construct a "temporary" road that meets the street standards set forth in the "Design Criteria and Standards for Streets" manual. The developer will also need to escrow sufficient funds at 150% of the cost to pay for the future removal and realignment of the temporary street and all associated utilities. This is necessary to provide the ultimate street and utility connections in the locations acceptable to the City. The relocation of the "temporary" street and the utilities will need to be placed in a location to best serve the properties to the east. Please reference the attached June 25 letter which states these same requirements. Again, the position that the Engineering Department has taken at this time is to put this project on hold until the utility plan submittal contains the necessary design requirements as stated above. The required improvements would either be constructing Seneca Street (the full cross section) to Horsetooth Road or the construction of Troutman Parkway (the full cross section) to Shields Street. It is therefore imperative that the design either street is completed and approved. If the Developer of the Mountain Ridge Farms development decides to put his project on hold, then the Developer of Westbrooke is responsible for the design completion and construction of the above -mentioned roads. • Please modify the City signature blocks as noted. • Previous comments relating to the Plat were not addressed. Please modify the Plat per the comments from the last round of review and resubmit with the utility plans. • You will need to provide offsite construction/grading easements where indicated. • Please show the box culvert in the profile on sheet 6 of the utility plans. • ADS pipe, are not allowed within the City ROW. Please modify the plans accordingly. • Provide a centerline profile for the area indicated on sheet 8 of the utility plans. • Add vertical curves where noted on sheet 8. Use the desirable K-Value of 30. • Please remove the duplicate sheets from the utility plan set. • Enhanced crosswalks will need to be provided at the intersection of Troutman Parkway and Seneca Street. After reviewing the project in our Transportation Coordination meeting on July 24, 1997, staff has concluded that it would not be advantageous or necessary to resubmit the utility plans until a firll design of Seneca Drive along the property frontage as well as offsite design of Seneca to the north is completed. In addition to the design requirements stated above, right-of- way for Seneca to the north will need to be dedicated prior to this project being taken to the Planning and Zoning Board. It would be the responsibility of the developer, Mr. Chuck Betters, to comply with these requirements. This is in accordance with comments made for previous submittals. The City will not approve this project until such time adequate access is provided or available. Hence it is the position of the City to inform you to complete the connection now or wait for the projects to the north to develop.
