A raised median needs to be provided in College Ave for the left turn into Triangle Drive. This is needed due to the conflicts in the left turns and the need to control the turns. A neighborhood meeting might need to be held to let the Victoria Estates people know that their access will be limited to a right -in right -out at this time. My calculations show that 140 feet of storage , 485 feet of decel and 220 feet of taper is needed. Triangle Drive 15. If a plainted median is desired additional Row needs to be dedicate to accommodate it. The median needs to be within the row and not a separate tract. 16. The south curb line needs to be moved over to accommodate east bound double lefts and a right turn. 17. With the dedication of additional Row on College Ave the 2.0% for 125 feet from the intersecting Row will probably not be met with the current design. 18. The state does not allow any additional water above historic to flow onto the State Highway. And based on the existing topography no water was flowing onto the highway and this needs to be maintain. Might not be able to guarantee that without a sump condition at this intersection. This needs to be looked at. 19. The maximum slope on any road is 8.0% . This is being exceeded here the design needs to be reworked so this can be met. 20. There is also a sight distance problem at the intersection of Triangle Drive and Strassburg Drive a stopping sight distance of 275 feet is not being met. In talking with Transportation the stop control at this intersection will be on Strassburg Drive and the private access drive. 21. The curves are not designed for the speed of a collector. ..._......___..____......._........... -..._. Additional Comments on the Plans: Plat- 22. The Ditch Co will need to sign the plat. 23. See comments on the Utility Plans regarding the ROW width of Triangle Drive and Strassburg Drive. 24. The walk should be placed in the ROW along Hwy.. 287, therefor the easements along 287 do not need to be pedestrian access and bicycle easements. An easement is still needed on the North end where the walk transitions from behind the wetlands to within the ROW. 25. Medians if they exist need to be within the ROW, but are to be maintained by the Homeowners Association. Site Plan - Take a look at utility plan comments to have an idea of areas that will be affected. Lots 58 thru 63 could be a part of Phase 1 if you would like since all the street work and services will be provided with Phase 1. Showing them a part of phase 1 does not mean that they have to be built with phase 1. Cover Sheet 27. Correct General notes as indicated and add the following note: THE CITY SHALL NOT BE RESPONSIBLE FOR ANY DAMAGES OR INJURIES SUSTAINED IN THIS DEVELOPMENT AS A RESULT OF GROUNDWATER SEEPAGE, WHETHER RESULTING FROM GROUNDWATER FLOODING, STRUCTURAL DAMAGE OR OTHER DAMAGE UNLESS SUCH DAMAGE OR INJURIES ARE SUSTAINED AS A RESULT OF THE CITY'S FAILURE TO PROPERLY MAINTAIN ITS WATER, WASTEWATER AND/OR STORM DRAINAGE FACILITIES IN THE DEVELOPMENT. 28. The street x-sections should be revised as needed. Overall Utility Plan 29, Access Drives off of Triangle Drive - a radius entrance will be allowed with a maximum 15 foot radius and concrete to the property line. 30 All the frontage along a lot needs to be built in order for the lot to acquire a building; permit. The current phasing does not reflect this for lot 94. 31. In what phase does the pond out along College Ave get built? 32 Show the temporary turnaround at the end of Triangle Drive. Grading and Erosion Control Plan 33. We do not want a swale between the walk and the curb along College. If the swale is needed it should be placed behind the walk. Street trees should be placed between the walk and the curb. Triangle Drive Plan and Profile 34 All the access drives need to show concrete to the property line and the radii should be a maximum of 15 feet. 35. Need to provide a temporary turn around easement at the end of Triangle Drive. This can be done on the Plat or can be done by separate document. Where this road goes also needs to be addressed (as was mention before). It now appears to be running into a future detention pond. A off -site grading easement also appears to be needed. Provide information on how the temporary turnaround is to be built. Is curb and gutter to be built now or after the turnaround is removed? Egyptian Drive Plan and Profile 36. Minimum slope on cross pans is 6.0%. The two across Egyptian are not this. Plan and Profile - General 3T There are some extreme grade breaks at the intersections in the curb returns. 38. Spot elevations need to be provide along the medians, if they are provided. Details 39. Make changes as shown on the plans to the details. 40. Provide a midblock detached walk pedestrian ramp detail. We do not have a standard one at this time so you will need to create one. DATE: PROJECT COMMENTSHEET DEPARTMENT: PROJECT: Pud - Preliminary following are some general comments on the Shenandoah preliminary Pud: A median can be provided on Triangle Drive at the intersection with Egyptian Drive, but the : shown appears to be quite large, larger than we would allow. Twenty Three (23) feet of pavement (flowline to flowline) needs to be provided on the east of the median in Triangle Drive. This will provide a 16 foot lane for fire and 7 foot parking e for lot 106_ Twenty Four (24) feet of pavement (flowline to flowline) needs to be provided the west side of the median in Triangle Drive. This will allow for a right turn lane and a left n lane, Sixteen (1.6) feet would be allowed if the traffic study indicates that a right and left lane not needed at this intersection_ The site plan indicates that there is the potential for a `future private drive extension to retail' ectly across from Triangle Drive. That is okay but the lanes must line up. That means that a than must be provided in that drive of the same width as the one in Triangle Drive. There are no open spaces defined on the plat and the utility plans call these easement just utility easements. 2. Indicate who is to own and maintain tracts D and E. 3 Is the home owners association really going to maintain tract F7 4. Label the easements on sheet 2 also. 5 See additional comments on the plat. Utility Plans 6. The parking, lot set back from a collector is 50 feet from the travel lane and 40 feet from the connector/local. The current design of the parking lots do not meet this criteria. The residential streets only need to have a 4 foot walk. The developer will not be reimbursed f6r a 5 foot walk on the residential and connector streets. 8. Please provide a 5 foot walk on the Triangle Drive cross section, where it is a collector. 9. The flowline to flowline width on two of the cross sections is shown incorrectly. Overall utility Plans 10 The walk on Strasburg in Ridgewood Hills is attached on the south side of the street. This walk should be transitioned to a detached walk on the Shenandoah Property. Use a 60 foot radius. I I The plat calls the rear lot easements utility and drainage easements. 12. The phasing is no longer shown on these plans. Is the project no longer being phased? 13. If there is phasing in what phase does the pond out along College Ave get built? 14. The median in Triangle Drive needs to be labeled as "median/ future left turn lane" 15. Do not provide ramps across from the driveways into the commercial area. We do not want to encourage crossing of Triangle at these points. Drainage Plan 16 Provide an inlet on the east side of Strasburg Drive before Triangle Drive. 17. An inlet is also needed at the nose of the median to collect the flow. Triangle Drive Plan and Profile 18 Provide information on how the temporary turnaround is to be built. Is curb and gutter to be built now or after the turnaround is removed? Strasburg Drive Plan and Profile 19_ Need to indicate where the crown is and its transitions as it goes west of the median. 20. The walk is attached on the south side of Strasburg Drive in Ridgewood Hills. It needs to transition to detached on the Shenandoah Property. Use a 60 foot radius. Storm Sewer Plans and Profile 21. Indicate the irrigation line crossing in storm sewer line 3 profile. Where does it cross, how deep is it and is it concrete or dirt? Drainage Details 22. The Typical Deflector Inlet - If these are to be used they can not be considered a part of the bikelanes. This means that the street would need to be two feet wider at the intersection to accommodate the bike lane without use of the gutter. 23. Provide a concrete sidewalk, the grates are not acceptable for the sidewalk area. It should be one foot wider on each side (total of 7 feet) just as a normal sidewalk culvert is. 24. Indicate what is the high water line in the irrigation channel? 25. Indicate the width of the sides of the box, is it 8 inches like the bottom? 26 Need to tall: to street maintenance about what needs to be done at the approaches to the box to help prevent settling of the pavement next to the box. May require concrete for a ways out from the box or maybe just a thickening of the pavement here. Will let you know when I know anything. General Details 27. We do not have a standard one at this time so you will need to create one. State Highway Plan 29. The right turn lane should be 573 feet and then the taper. 30. The stationing goes up from 11+00 in both directions. 31. Need to show the striping for the accel lane, 960 feet plus a 220 ft taper. 32. Need to provide a cross sections of the road that shows the configuration of the lanes and the width of the curb and gutter. For both the accel and decel lanes. Similar to what was provide for :Fossil Creek Nursery. Show the raised median in College Ave - no landscaping will be in this median. 2 Indicate that the median in Triangle Drive is "median / future left turn lane" - this should be indicated on the Landscape plan also.. 3 The entire length of Triangle Drive should have detached walk. 4_ Strasburg Drive in Ridgewood Hills is a 28 foot street. Therefor Strasburg Drive on this plan needs to be shown as a 28 foot street from the Ridgewood property line to the intersection of Egyptian Drive. Plat 5. Per your notes that state that the tracts are to be utility easements no buildings will be allowed on these tracts. This is in conflict with what is being shown on the site plans. & Indicate who is to own and maintain the tracts. 7 See comments on the plat. Utility Plans 8. Provide a striping plan for College Ave (SH287) temporary conditions - right decel and accel lane. Provide a cross section through the medians for all three. College Ave, Triangle Drive and Strasburg Drive. This will allow a better look at how the grades work. Cover Sheet 10. Correct the General notes as indicated. 11. Strasburg only need to have a 4.5 foot walk. This should be the same cross section that is used for the rest of Triangle Drive. 12. Please provide a 5 foot walk on the Triangle Drive cross section. Overall utility Plans 13. Strasburg Drive is a 28 foot street in Ridgewood Hills, therefor Strasburg needs to be shown as a 28 foot street from the Ridgewood Hills property line to the intersection of Egyptian Drive. The walk on Strasburg in Ridgewood Hills is also attached on the south side of the street. This was due to last minute conflicts with the storm sewer and light and power. The street plans show it but the grading plans do not show the off site grading that is necessary at the end of Triangle Drive. Drainage Plan 22. With as steep as the intersection and curb return for Triangle Drive and Strasburg Drive are I am nov sure that the water coming down Strasburg will make it around the corner with out crossing over to the other side (south side) of Triangle Drive. Has this been looked at? It may not be a problem with one or two year flows, but with any major storm may cause a problem. Triangle Drive 23. (Continued on next: page) Shenandoah Pud - final submittal plan review (page 3 of 3) February 11, 1997 25 Provide a cross section of the road through the median, for the median area to also work as a future turn lane the cross section needs to be work with or without the median without major redesign needed. 26 Since there its a lot going on in the intersection of Triangle and Strasburg it might be a good idea to provide a separate detail that has the elevations in it. 27 All the access drives need to show concrete to the property line and the radii should be a maximum of 15 feet These radii are not indicated any place that I can find. 28 Need to provide a temporary turn around easement at the end of Triangle Drive. Haven't shown curb returns on either this profile or Triangle Dr. 31. The nose of the median needs to be a minimum of 20 feet behind the flowline. See Section 1.02.03.10 32. Strasburg from the Ridgewood Hills property to the intersection of Egyptian drive should be a 28 foot. street.�fhe walk is attached on the south side of Strasburg Drive in Ridgewood Hills. If these are to be used they can not '—' be considered a part of the bikelanes. This means that the bike lanes at the intersection would need to be 8 feet and then could transition down to 6 feet once past the inlets. I also need to talk to the State about this. Tess will be here at the end of the month and I can discuss with her then as to if your design is acceptable to them. General Details 36. Make changes as shown on the plans to the details. Provide a midblock detached walk pedestrian ramp detail We do not have a standard one at this time so you will need to create one. State Highway Plan 38. The plans you have provided are fine for the future improvements. Need to provide a plan that shows the striping for the right decel and accel lanes and the raised median. 39. As per our ;meeting the raised median should be. 140 feet of storage , 485 feet of decel and 220 feet of taper. The median shall end at least 100 feet to the south of the southern edge of Victoria Drive. PROJECT COMMENT SHEET City of Fort Collins mmg�� Current Planning DATE: Aber 15, 1996 DEPT: Engineering PROJECT: #47-95A Shenandoah PUD 1 st Filing Final PLANNER: Steve Olt All comments must be received by: Monday, November 11, 1996 Shenandoah Pud -final submittal plan review (page 1 of 4) November 12, 1996 The Following items need to be addressed/ provided and reviewed by City staff for acceptability prior to this project proceeding to a Final P and Z hearing: 1. The Plat will needed to be updated to reflect the changes on the plans. 2. The Site Plan will need to be updated to reflect the changes on the plans. 3. Provide a signing and stripping plan for Triangle Drive and Strassburg. 4. A plan and profile of College Ave is needed. This should include the design for the right turn lane and the left bay median. College needs to be designed for three travel lanes and a right turn lane north of Triangle. The City does not typically require an acceleration lane, but the state sometimes does. I will be checking with the state to determine if an acceleration lane is needed south of Triangle Drive, if so this will need to be designed and additional row provided for this and built. The construction of the right turn lane could probably be delayed. To do so money would have to be put up by the developer for the construction of these improvements in the future and plans would need to be provided showing both phases of work, as a right turn lane would need to be striped onto the existing shoulder and the placement and location of ramps would probably change with the phases. What happens to Triangle Drive when it goes onto the Ridgewood hills properliy? There overall plan doesn't account for this it appears it just goes into the detention pond. Will this be worked out? This is a good connection and needed. 6. Twelve (12) feet of Row needs to be dedicated off -site to the North, a distance adequate to accommodate the right turn lane requirements. 7. Seventy two (72) feet of half Row needs to be dedicated on College (287) North of Triangle Drive ( this is the 60 foot half width plus 12 feet for right turn lane). 8. Triangle Road should have a x-section that has 4 lanes (two lefts and a right exiting the site and a lane entering), and bike lanes. If a median is desired it can be provided additional Row will just need to be provided for it. A double left should be designed at this intersection and one of the lefts stripped out until it is needed. For the traffic volume 240 feet of storage and 130 feet of taper is needed. May want to talk to Transportation about this since this is an unopposed intersection. 9. Sidewalk needs to be placed along the back of the Row. 10. The OIDP shows Strassburg as a collector street. In conversations with Mike Herzig and Eric Bracke Strassburg can be designed as a connector street (new standards - 57 feet ROW and 36 feet pavement) IF: A connector is also provided to the south to Avondale Road (ie. Triangle Drive into Ridgewood Hills also at 57 feet row and 36 feet of pavement) instead of a collector street(old standards - 68 feet ROW and 50 feet pavement). Currently a connection is shown on the Shenandoah plans, but is not accounted for on the Ridgewood Hills plans. Therefore the Developers of Ridgewood Hills and Shenandoah need to work together to determine the x-section and Row needed on Strassburg. 11. A raised median needs to be provided in College Ave for the left turn into Triangle Drive. This is needed due to the conflicts in the left turns and the need to control the turns. The Strassburg Triangle intersection additional pavement needs to be provided on Strassburg. On the east side of the median a minimum of 24 feet is needed, this would provide for a right turn lane, and a left turn lane. This may vary based on what the cross section of Strassburg ends up being. 13. We want to see some sort of traffic #'s to verify the location of the day cares driveway in relation to the intersection. (Continued on next page)
