Ashbeck: This letter is written to formally request a variance from the corner sight distance requirements for a Collector street in the City of Fort Collins as detailed in the Design Criteria and Standards for Streets Manual (the Manual). The Manual states on Table 2, page T-2 that the required corner sight distance for a minor entrance to a collector (speed limit of 40 MPH) be a minimum of 400 feet. The situation at the Seven Oaks P.U.D. is such that the central access and egress to the site, as shown on the site Grading and Drainage Plan, is located on a tight horizontal curve of radius 360 feet. The corner site distance at this location is limited due to this tight radius. The required sight distance is from the vehicle on the ' collector to a point 15 feet "from the edge of the major roadway". Due to the posted speed limit on Richmond Drive of 25 MPH, the traffic study produced for this P.U.D. states that a corner sight distance of 250 should be adequate. A copy of the executive summary from the traffic report produced by Matthew Delich, P.E., has been included with this letter. We would like to request a variance from the above standards to provide a minimum corner sight distance in an easement as shown on Figure 1 with this letter. The distance would be from a point in the east bound lane, 4 feet from the Center Line of Richmond Drive to a vehicle in the central site entrance with the driver located 9 feet back from the south flow line of Richmond Drive. With this positioning, as shown on Figure 1, the available sight distance is 244.7 feet. This variance from the stated minimum in the traffic study is judged to cause only minor changes in the level of safety due to the low posted speed limit on Richmond Drive. In fact there are no notes on the plat regarding the building envelope or its boundaries. The stall should have additional width due to the wall. 36 The fence should he placed two feet behind the walk so that the 6-ft walk adjacent to the parking stalls is usable. The Site plan says that it will be raised. The grading plans do not reflect this, although it does say there is a chase on the north edge. What does it look like?
